The government is set to bring in eight new Bills during the Monsoon Session. These include the Mines and Minerals (Development and Regulation) Amendment Bill, Taxation Laws (Amendment) Bill, the Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, among others.

The session will begin on July 21 and continue till August 21.

According to the Lok Sabha Bulletin, a total of 12 Bills is part of the legislative business for the Monsoon Session. Apart from the eight Bills to be introduced, three bills — The Indian Ports Bill, The Merchant Shipping Bill and The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill — are listed for consideration and passage. The Income Tax Bill will be taken up post submission of the report by the Select Committee.

Among the Bills to be introduced, The Mines and Minerals (Development and Regulation) Amendment Bill has four key objectives. First, it seeks to provide for viable recovery of associated critical minerals. Second, it proposes inclusion of contiguous area in a lease for optimal and scientific mining of deep-seated minerals. Third, it prescribes widening the scope of National Mineral Exploration Trust. And fourth, it also seeks to provide for legacy stock of minerals that cannot be used captively.

The Geo-heritage Sites and Geo-relics (Preservation and Maintenance) Bill is meant to provide for the declaration, preservation, protection and maintenance of geo-heritage sites and geo-relics of national importance for geological studies, education, research, spreading awareness and facilitating tourism.

The National Sports Governance Bill aims to provide for the development and promotion of sports, welfare measures for sportsperson and ethical practices in sports through good governance practices. It also intends to establish institutional capacity and prudential standards for the governance of sports federations that are based on basic universal principles of good governance, ethics and fair play of the Olympic and sports movement, the Olympic Charter, the Paralympic Charter, international best practices and established legal standards. It also aims to establish measures for the resolution of sports grievances and sports disputes in a unified, equitable and effective manner.

Another bill related to Sports is for amendment to the National Anti-Doping Act, 2022. The amendment, once enacted will align specific definitions and provisions of the present act with international best practices and the World Anti – Doping Agency (WADA) Code beside ensuring institutional and operational independence of the National Anti -Doping Appeal Panel.

Other four new bills include the Manipur Goods and Services Tax (Amendment) Bill (To replace ordinance), the Jan Vishwas (Amendment of Provisions) Bill (To foster Ease of Doing Business and to promote Ease of Living), the Indian Institutes of Management (Amendment) Bill (to include IIM Guwahati in the schedule of the act) and the Taxation Laws (Amendment) Bill (proposes certain amendments to tax laws.)
