India, Russia discuss use of space monitoring tech in risk forecast



India and Russia on Wednesday discussed the use of space monitoring technologies for risk forecasting and emergency response during the second meeting of their joint commission on the cooperation in the field of emergency management in Moscow, a government statement said.


During the meeting, both sides signed a working plan of the commission which will be implemented during 2025-26, it said.


“Both the countries agreed to implement this Plan during 2025-2026 and also decided to continue the exchange of the best practices and lessons learnt in the field of Disaster Management,” the statement said.


The Indian delegation, led by Minister of State for Home Affairs Nityanand Rai, and the Russian side under Kurenkov Aleksandr Vyacheslavovich, Minister of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia) held the second meeting of the Commission in Moscow on Wednesday.


During the meeting, three key issues were deliberated within the overall framework of cooperation — use of space monitoring technologies for risk forecasting and emergency response, exchange of experiences of responding to large-scale disasters and cooperation in the field of training of fire and rescue specialists.


Both delegations expressed interests to intensify joint efforts to develop further cooperation in the field of emergency management, to exchange best practices in emergency management, including disaster monitoring and forecasting, and training of rescue specialists and firefighters.


They also expressed intentions to extend cooperation between the eminent educational and research institutions in training specialists in the field of emergency management in both countries.


“This working plan will give added impetus to the bilateral efforts and pave the way for up-gradation, mutual assistance in enhancing early warning systems and capacity building of both the countries in emergency preparedness, prevention, response and planning,” the statement said.


It said this meeting is significant to draw a strategy for executing the previous agreements between India and Russia, such as the Inter-Governmental Agreement (IGA) for cooperation in the field of Emergency Management in December, 2010, and regulation to establish the Indo-Russian Joint Commission for Cooperation (2013) in prevention and elimination of consequences of emergency situations.


Both sides also expressed intentions to conduct the next meeting of the Commission in India in 2026.


The first meeting of the Indo-Russian Joint Commission on the Cooperation in the Field of Emergency Management was held here in 2016, it said.


During the meeting, Rai expressed India’s commitment towards the Sendai Framework for substantial reduction of disaster risks in the country and Prime Minister Narendra Modi’s 10-point agenda on Disaster Risk Reduction, it said.

L&T Semiconductor Technologies has signed a memorandum of understanding with government-backed Centre for Development of Advanced Computing for jointly working to develop local chip technology and the ecosystem around it, according to a statement on Wednesday.


The MoU will focus on a comprehensive framework for collaborative research, development, and training initiatives, with an emphasis on the creation of Make-in-India Integrated Circuit (IC), System-on-Chip (SoC) and Electronics System Design & Manufacturing (ESDM) solutions for automotive, industrial, and energy applications, the semiconductor company said.


“The signing of this MoU between L&T Semiconductor Technologies and C-DAC indicates the government’s commitment to fostering public-private partnerships that drive innovation and economic growth,” Ministry of Electronics and IT, Group Coordinator, Sunit Verma, was quoted as saying in the statement.


This collaboration not only underscores the importance of indigenisation in the semiconductor sector but also paves the way for India to take a leadership role on the global stage, it said.


L&T Semiconductor Technologies (LTSCT) is a fabless semiconductor company, meaning it does not own a chip production unit.


The strategic collaboration is to drive indigenisation efforts and harness the collective expertise of both organisations to accelerate innovation and technological advancements in areas of mutual interest, the statement said.


“This collaboration, led by LTSCT, will create a powerful commercialisation programme for advanced technologies created by C-DAC in semiconductor design and development, embedded software, open-source OS, HPC and power systems,” LTSCT Chief Executive Sandeep Kumar said.


“C-DAC’s deep pipeline of indigenous IPs, including the VEGA processor, application design and FPGA validation will be turned into global product opportunities by LTSCT,” Kumar added.

Artificial intelligence (AI), automation, and easy accessibility of tech tools like the ChatGPT have transformed the job market, skill requirements, and even the candidates applying for jobs. During the Business Standard BSmart HR Conclave held on Wednesday, prominent industry leaders and academics delved into the evolving landscape of employment in India and the rapid need to bring industry, academia, and training institutes together to help bridge the skill gap and bring down skilled unemployment levels in the country.


The session titled ‘Current Environment & What’s Required’, focused on the apparent dichotomy between high job competition and skill shortages, as well as the challenges posed by rapid technological advancements.


Industry-academia gap


Hema Bajaj, head faculty, MBA – HR, NMIMS, pointed out that technology’s evolution, including automation, AI, and digitisation, has transcended sectors and domains. While jobs and skill sets have evolved accordingly, the education system has not kept pace, leading to a significant skills gap.


“Jobs and skill sets have evolved but education and knowledge-wise there is a lot to catch up on. Hence the dichotomy,” Bajaj said.


Speaking specifically on her experience in the power sector, Ruhie Pande, group CHRO, Sterlite Power, emphasised a pressing challenge where there is a shortage of specialised skills despite high demand. She pointed out the disconnect between industry needs and academic training, stressing the importance of stronger collaboration between the two stakeholders.


“Financial services have done that really well but there is still some gap in other industries,” Pande pointed out. Pande also observed that many candidates, fresh out of college, often seek jobs unrelated to their field of study, which exacerbates the skills gap.


Unemployment among qualified jobseekers


Amit Das, country HR leader, Novo Nordisk India, highlighted the reality of skill shortages in India, citing that 56 per cent of employers report a shortage of skills, while 6-7 per cent of the population is unemployed. The paradox lies in the fact that unemployment is higher among the educated, with 18-20 per cent of graduates unemployed, compared to just 0.5 per cent among the less educated.


“The academic courses are not meeting the skill requirements in the market,” Das said, while optimistically adding that India had time till 2040 to take advantage of the demographic dividend to bridge these gaps.


Skill more important than competency


Suryanarayan G Iyer, head, human capital management cloud solution engineering team, Oracle India, spoke about the impact of digitisation and automation on job roles, noting that repetitive tasks are increasingly being automated, shifting the focus from job competencies to specific job skills.


“I am not saying that competencies and knowledge are not important, but the speed to productivity is the biggest expectation,” Iyer said.


He expressed concern that the speed of technological change is outpacing academic instruction, resulting in graduates who are ill-equipped for the current job market. He also highlighted the decline in storytelling and critical thinking skills among students, which are essential for industry.


AI integration in academia and industry


The panelists agreed that AI and technological advancements are reshaping the workforce. Amit Das likened the current adoption of AI to the early days of the internet, suggesting that while technology may displace some jobs, it will also create new opportunities. The key, according to Das, is finding the right balance between technological and human elements in the workforce.


Diversity and aspirations of the young


Pande and Das noted that today’s workforce is more diverse, encompassing different orientations, genders, and abilities. The younger generation, Pande explained, were highly purpose-driven and less committed to long-term employment compared to previous generations.


This shift in attitude, combined with outdated information and a lack of soft skills, presents challenges for organisations. Pande emphasised the need for strong training programmes to prepare new employees for the demands of the modern workplace.

Chinese smartphone brand TECNO has unveiled a new tri-fold smartphone concept named “Phantom Ultimate 2”. Featuring a 10-inch double-folding main display, TECNO stated that in its folded state, the device measures 11mm thick, which is slimmer than some existing foldable smartphones. The company also mentioned that the hinge technology used for this device could enable existing bi-fold smartphone models to achieve a thickness of less than 9mm.

TECNO announced that it has achieved the impressive 11mm thickness for a tri-folding smartphone by using a thinner hinge design and the industry’s thinnest battery cover, measuring just 0.25mm. Additionally, the company claimed that the hinge supports over 300,000 folds, ensuring durability and longevity.


When folded, the concept smartphone displays a 6.48-inch screen that expands to a 10-inch display with a 4:3 aspect ratio in its fully unfolded state. TECNO stated that the OLED panel on the device features a 3K resolution display with LTPO technology for dynamic refresh rate adjustment.


The company also highlighted that it has optimised its user interface to enhance the experience on a tri-folding device. TECNO explained that the base screen can lay flat while the upright screen offers a laptop-like form factor, with the bottom display functioning as a keyboard in this mode. Other notable feature optimisations include multi-window support, tent mode, adaptive icons, and an optimised home screen layout.


“The unveiling of this new concept also paves the way for further progress in TECNO’s foldable device innovation, with its second-generation foldable devices, PHANTOM V Fold2 5G and PHANTOM V Flip2 5G, scheduled for release soon,” TECNO stated.
