Apple changes app store policy in EU after commission probe: Details here



Apple on Thursday changed its policy in the European Union to allow developers to communicate with their customers outside its App Store after the commission charged the iPhone maker in June for breaching the bloc’s tech rules.


The Commission had said that under most of the business terms, Apple allows steering only through “link-outs”, meaning that app developers can include a link in their app that redirects the customer to a web page where the customer can conclude a contract.


Apple said developers will now be able to communicate and promote offers that are available anywhere, not just on their own website, from within their app.


However, Apple will introduce two new fees – an initial five per cent acquisition fee for new users and a 10 per cent store services fee for any sales made by app users on any platform within the 12 months of the app installation.


Currently, Apple charges three types of fees: a core technology fee for the less than one per cent of apps, a reduced commission for all digital goods and services sold through the App Store, and an optional fee for the payments and commerce services.


The two new fees will replace the reduced commission for all digital goods and services sold through the App Store.


Spotify, which has been at loggerheads with Apple over in-app links, said it was assessing Apple’s proposal.


“At first glance, by demanding as much as a 25 per cent fee for basic communication with users, Apple once again blatantly disregards the fundamental requirements of the Digital Markets Act,” a Spotify spokesperson said.


The Commission had earlier criticised the fees charged by Apple for facilitating via the App Store the initial acquisition of a new customer by developers, saying they went beyond what was strictly necessary for such remuneration.


“We will assess Apple’s eventual changes to the compliance measures, also taking into account any feedback from the market, notably developers,” a Commission official said.


The charge against Apple is the first by the Commission under its landmark Digital Markets Act which seeks to rein in the power of Big Tech and DMA violations could result in a fine of as much as 10% of a company’s global annual turnover.

OpenAI is now allowing free-tier users to access image generation AI model DALL-E 3. In a post on social media platform X, the Microsoft-backed US-based artificial intelligence company stated that it is rolling out the ability to generate up to two images per day for ChatGPT free users through the DALL-E 3 model. Free users can prompt the ChatGPT chatbot to create an image based on their input.


OpenAI launched the DALL-E 3 generative AI model in September last year. However, access to the third-generation image generation model was limited to ChatGPT Plus subscribers. One of the key features of the DALL-E 3 model is that it allows users to make accurate prompts for generating desired images through ChatGPT’s conversational interface. Text generating ability of the AI-chatbot removes some of the complexity and refines the input prompt that the model then uses to generate images.


Earlier this year, OpenAI announced that users can also edit sections of DALL-E 3 generated images. The company introduced a new selection tool, which can be accessed by clicking on a generated image. With this new tool, users can select an area in the image to edit and then describe the changes in chat in the form of a text prompt.


In related news, OpenAI has released “System Card” for its newest multimodal AI model GPT-4o. This document highlights the safety measures taken by the company and evaluation report of the AI model. According to the document, OpenAI evaluated risks such as unauthorised voice generation, generating violent speech, generation of copyright music and more. It stated that the process of evaluation resulted in the GPT-4o model receiving an overall “Medium Risk” rating. This conclusion was drawn from rating among four overall categories – cybersecurity, biological threats, model autonomy and persuasion. While OpenAI’s latest model was rated low risk in the first three categories, research showed that GPT-4o generated content could be persuasive.

Iran accelerating cyber activity seemingly to influence US polls: Microsoft

Iran is ramping up online activity that appears intended to influence the upcoming US election, in one case targeting a presidential campaign with an email phishing attack, Microsoft said Friday.


Iranian actors also have spent recent months creating fake news sites and impersonating activists, laying the groundwork to stoke division and potentially sway American voters this fall, especially in swing states, the technology giant found.


The findings in Microsoft’s newest threat intelligence report show how Iran, which has been active in recent US campaign cycles, is evolving its tactics for another election that’s likely to have global implications. The report goes a step beyond anything US intelligence officials have disclosed, giving specific examples of Iranian groups and the actions they have taken so far. Iran’s United Nations mission denied it had plans to interfere or launch cyberattacks in the US presidential election.


The report doesn’t specify Iran’s intentions besides sowing chaos in the United States, though US officials have previously hinted that Iran particularly opposes former President Donald Trump.


US officials also have expressed alarm about Tehran’s efforts to seek retaliation for a 2020 strike on an Iranian general that was ordered by Trump.


This week, the Justice Department unsealed criminal charges against a Pakistani man with ties to Iran who’s alleged to have hatched assassination plots targeting multiple officials, potentially including Trump.


The report also reveals how Russia and China are exploiting US political polarisation to advance their own divisive messaging in a consequential election year.


Microsoft’s report identified four examples of recent Iranian activity that the company expects to increase as November’s election draws closer.


First, a group linked to Iran’s Revolutionary Guard in June targeted a high-ranking US presidential campaign official with a phishing email, a form of cyberattack often used to gather sensitive information, according to the report, which didn’t identify which campaign was targeted.


The group concealed the email’s origins by sending it from the hacked email account of a former senior adviser, Microsoft said.


Days later, the Iranian group tried to log into an account that belonged to a former presidential candidate, but wasn’t successful, Microsoft’s report said. The company notified those who were targeted.


In a separate example, an Iranian group has been creating websites that pose as US-based news sites targeted to voters on opposite sides of the political spectrum, the report said.


One fake news site that lends itself to a left-leaning audience insults Trump by calling him raving mad” and suggests he uses drugs, the report said. Another site meant to appeal to Republican readers centres on LGBTQ issues and gender-affirming surgery.


A third example Microsoft cited found that Iranian groups are impersonating US activists, potentially laying the groundwork for influence operations closer to the election.


Finally, another Iranian group in May compromised an account owned by a government employee in a swing state, the report said. It was unclear whether that cyberattack was related to election interference efforts.


Iran’s UN mission sent The Associated Press an emailed statement: Iran has been the victim of numerous offensive cyber operations targeting its infrastructure, public service centres, and industries. Iran’s cyber capabilities are defensive and proportionate to the threats it faces. Iran has neither the intention nor plans to launch cyber attacks. The US presidential election is an internal matter in which Iran does not interfere.


The Microsoft report said that as Iran escalates its cyber influence, Russia-linked actors also have pivoted their influence campaigns to focus on the US election, while actors linked to the Chinese Communist Party have taken advantage of pro-Palestinian university protests and other current events in the US to try to raise US political tensions.


Microsoft said it has continued to monitor how foreign foes are using generative AI technology. The increasingly cheap and easy-to-access tools can generate lifelike fake images, photos and videos in seconds, prompting concern among some experts that they will be weaponised to mislead voters this election cycle.


While many countries have experimented with AI in their influence operations, the company said, those efforts haven’t had much impact so far. The report said as a result, some actors have pivoted back to techniques that have proven effective in the past simple digital manipulations, mischaracterisation of content, and use of trusted labels or logos atop false information.


Microsoft’s report aligns with recent warnings from US intelligence officials, who say America’s adversaries appear determined to seed the internet with false and incendiary claims ahead of November’s vote.


Top intelligence officials said last month that Russia continues to pose the greatest threat when it comes to election disinformation, while there are indications that Iran is expanding its efforts and China is proceeding cautiously when it comes to 2024.


Iran’s efforts seem aimed at undermining candidates seen as being more likely to increase tension with Tehran, the officials said. That’s a description that fits Trump, whose administration ended a nuclear deal with Iran, reimposed sanctions and ordered the killing of the top Iranian general.


The influence efforts also coincide with a time of high tensions between Iran and Israel, whose military the US strongly supports.


Director of National Intelligence Avril Haines said last month that the Iranian government has covertly supported American protests over Israel’s war against Hamas in Gaza. Groups linked to Iran have posed as online activists, encouraged protests and provided financial support to some protest groups, Haines said.


America’s foes, Iran among them, have a long history of seeking to influence US elections. In 2020, groups linked to Iran sent emails to Democratic voters in an apparent effort to intimidate them into voting for Trump, intelligence officials said.

Apple is reportedly planning a complete overhaul of its Mac mini. According to a Bloomberg report, the upcoming Mac mini model, which is anticipated to launch later this year, will be the smallest desktop computer by the US-based technology giant. The report also stated that Apple is planning to update the entire line of Mac devices with the M4-series chip, for powering its suite of artificial intelligence features that the company calls Apple Intelligence.


As per the report, this year’s Mac mini will be the first major update to the line since 2010. It is anticipated that the next-generation Mac mini will be significantly smaller in size than its predecessor, “approaching the size of an Apple TV set-top box.” The next Mac mini is expected to be powered by the M4 line chip. Apple launched the M4 chip alongside the new iPad Pro in May this year, stating that it is an “outrageously powerful chip for AI.”


The next generation Mac mini model would reportedly feature an aluminium shell and will be slightly taller than the current generation model. The Bloomberg report also stated that Apple has developed a prototype for the Mac mini that features at least three USB Type-C ports at the back. This is in addition to a power cable connector and an HDMI port for connecting it to a display.


Mac mini is not the only device getting the M4 this year. According to the report, Apple is working on new versions of MacBook Pro and iMac with chips from the latest M4 series, which could be unveiled later this year. M4 powered MacBook Air is also said to be in development and could launch in spring next year. Updated versions of Mac Pro and Mac Studio are reportedly scheduled for mid 2025.


If true, this will be the first time that Apple will be putting chips from the same generation of Apple Silicon on all of its Mac devices. There have also been reports that Apple is planning to do the same with its next generation iPhone 16 series. It is said that all iPhone 16 models would be powered by a new A18 series processor, with the chips powering the Pro models getting A18 Pro branding.

President Nicolas Maduro said he has ordered a 10-day block on access to X in Venezuela, accusing the owner Elon Musk of using the social network to promote hatred after the country’s disputed presidential election.


Associated Press journalists in Caracas found that by Thursday night posts had stopped loading on X on two private telephone services and state-owned Movilnet.


Elon Musk is the owner of X and has violated all the rules of the social network itself, said Maduro in a speech following a march by pro-government groups. Maduro alleged Musk has incited hatred.


Maduro also accused the social network of being used by his opponents to create political unrest.


Venezuela’s president said he had signed a resolution with the proposal made by CONATEL, the National Telecommunications Commission, which has decided to remove the social network X, formerly known as Twitter, from circulation in Venezuela for 10 days so that they can present their documents. Maduro did not provide more details about the process taken against X.


X’s press office did not immediately respond to an email from AP requesting comment.

The president’s announcement comes after Maduro and Musk exchanged accusations over Venezuela’s disputed July 28 presidential election. Electoral authorities declared Maduro the winner but have yet to produce voting tallies.
