Microsoft Corp. has agreed to pay $14.4 million to settle allegations that the global software giant retaliated and discriminated against employees who took protected leave, including parental and disability, the California Civil Rights Department announced Wednesday.


The proposed settlement stems from a multi-year investigation by the California agency and the consent decree is subject to approval in state court in Santa Clara County, where the Redmond, Washington-based company has an office.


The state agency, which launched its investigation in 2020, alleged that employees who took leave from work due to pregnancy or disability, or to bond with a new baby or care for a sick family member, received lower bonuses and unfavorable performance reviews.


Those factors, in turn, harmed employee eligibility for merit pay increases and promotions and the practice disproportionately impacted women and people with disabilities, the department said.


In a statement, civil rights department director Kevin Kish applauded the company “for coming to the table and agreeing to make the changes necessary to protect workers in California.


Microsoft responded in a statement that the agency’s allegations are inaccurate, but it “will continue to listen, learn, and support our employees.


As part of the proposed settlement, Microsoft will take steps to prevent future discrimination, including updated manager training. An outside consultant will monitor and report on the company’s compliance.


Most of the settlement money $14.2 million will go toward harmed workers. Covered employees worked at Microsoft from May 13, 2017, to a yet-to-be-determined date of court approval for the settlement, and who took at least one leave protected under state or federal law.


Each eligible employee will receive a base payment of $1,500 with more available based on factors such as salary and length of employment.


Microsoft has about 221,000 employees worldwide, including nearly 7,000 in California, according to the state civil rights agency. The agency did not have an estimate for how many workers could receive payment.

China has requested far more patents than any other country when it comes to generative AI, the U.N. intellectual property agency said Wednesday, with the United States a distant second.


The technology, which offers the potential to boost efficiency and speed up scientific discoveries but also raises concerns about jobs and workers, was linked to about 54,000 inventions in the decade through 2023, the World Intellectual Property Organization reported.


More than a quarter of those inventions emerged last year a testament to the explosive growth and interest in the technology since generative AI vaulted into broad public consciousness in late 2022, WIPO said.


The new report on patents, the first of its kind, aims to track patent applications as a possible indication of trends in artificial intelligence. It focuses only on generative AI and excludes artificial intelligence more broadly, which includes technologies like facial recognition or computer vision.


WIPO hopes to give everyone a better understanding of where this fast-evolving technology is being developed, and where it is headed, WIPO Director-General Daren Tang told reporters.


Over the decade starting in 2014, over 38,200 GenAI inventions came from China. That’s six times more than from the United States, which had nearly 6,300. They were trailed by South Korea with 4,155, Japan with more than 3,400 and India with 1,350.


GenAI helps users create text, images, music, computer code and other content through the use of tools including ChatGPT from OpenAI, Google Gemini and Ernie from China’s Baidu. The technology has been employed by many industries including the life sciences, manufacturing, transportation, security and telecommunications.


Some critics fear that GenAI could replace workers in some types of jobs or improperly take human-generated content without fair or adequate compensation to the people behind it.


As with other types of patent applications, WIPO officials acknowledge that the quantity of GenAI patents doesn’t indicate quality. It’s hard to tell so early in the technology which patents will have market value or be transformative for society.

The US and China are often seen as rivals in the development of artificial intelligence, but by some measures US tech companies are taking the lead in making the world’s most cutting-edge AI systems.


Sixty-one notable machine-learning models emerged from US-based institutions in 2023, outpacing the European Union’s 21 and China’s 15, according to the annual AI Index from Stanford University’s Institute for Human-centered Artificial Intelligence. Of EU countries, France had the most, with eight.


By another measure, the US also has the most so-called AI foundation models such as OpenAI’s GPT-4, Anthropic’s Claude 3, Gemini and Meta’s Llama, which are huge, versatile and trained on massive datasets.


The US also has led China in private AI investments and the number of newly formed AI startups, while China has led in industrial robotics.

State-run BSNL is unable to compete with private telecom operators in the absence of 4G and 5G services due to which there is no restraint on mobile service providers from raising tariff, BSNL Employees Union said on Tuesday.


BSNL Employees Union in a letter to the union communications minister Jyotiraditya Scindia said that the recent tariff hike by the private telecom operators Reliance Jio and Bharti Airtel is unwarranted as they are profitable companies.


“Earlier, due to the competition from BSNL, the private telecom service providers were restrained from increasing their tariffs capriciously. However, the scenario has changed now. BSNL has not been able to launch its 4G and 5G services till date, as a result of which it is handicapped from competing with the private operators and thereby restraining their arbitrary tariff hikes,” the letter said.


Recently, all three private operators announced an increase in mobile service rates in the range of 10-27 per cent.


While new tariff plans announced by Jio and Airtel have come into force, Vi hike will be effective from July 4.


Jio raised tariffs after a gap of about 2.5 years while Airtel and Vi raised entry-level tariffs within one-and-a-half years.


The union said that the claim of telecom operators that the tariff hike has been done to increase average revenue per user (ARPU) is misleading.


“Absolutely there is no reason for the private companies to raise their tariffs so steeply. It is important to note that, Reliance Jio has made a net profit of Rs 20,607 crore in 2023-24 and Airtel has made a net profit of Rs 7,467 crore during the same period. Hence, such a steep tariff hike, which will hurt the common people, is totally unwarranted.


The union said that in the absence of 4G and 5G service, the state-run firm has been losing customers while private operators, Reliance Jio and Airtel, are gaining new customers.


BSNL EU said that the government’s decision not to allow BSNL to upgrade its existing 3G BTSs into 4G BTSs, through software upgradation as well as barring the public sector firm from procuring 4G equipment from global vendors has handicapped the company.


“BSNL is barred from procuring standard 4G equipment from global vendors such as Nokia, Ericsson and Samsung, at par with Reliance Jio and Airtel. Instead, BSNL is compelled to procure its 4G equipment only from indigenous equipment manufacturers, which has greatly delayed BSNL’s 4G, as well as 5G service launchings,” the letter said.


The union said that former telecom minister Ashwini Vaishnaw in May 2023 had said that BSNL will launch its 4G service in a few weeks and the same would be upgraded to 5G by December but still the state-run firm has not been able to launch 4G service.


“We would like to earnestly appeal to you sir, that necessary steps may kindly be taken expeditiously to ensure BSNL’s 4G launching without delay. Further, timely upgradation of this 4G service into 5G service, would enable BSNL to protect the interests of the common people of this country from the tariff hikes of profit-hungry private telecom service providers,” the union said.


According to government sources, BSNL has rolled out 4G services in Punjab using indigenously developed technology by a consortium led by IT company TCS and telecom research organisation C-DoT and has onboarded 8 lakh subscribers.

India will follow a DPI like approach for artificial intelligence: Vaishnaw

Underlining India’s unique approach to building digital public infrastructure, Union minister Ashwin Vaishnaw on Wednesday said that the country is going to follow a similar approach with respect to artificial intelligence (AI) too.


Speaking at the Global India AI Summit, Vaishnaw said that similar to digital public infrastructure (DPI), the government will also create a public platform for AI where all the relevant resources and information will be made available for use.


“The government will be investing in creating a public platform where resources like compute power, high-quality datasets, common protocols, common frameworks, and technical as well as legal frameworks are available. Then the startups, entrepreneurs, academicians, and people who are working on different applications for a variety of sectors like agriculture, medicine, healthcare, and education can use this common platform for accelerating their efforts,” said Vaishnaw during his inaugural address at the event.

The minister also said that the government was working actively to lay the foundation of the Rs 10,000 crore India AI mission announced a few months back, and the mission is expected to be launched in the coming two to three months.


Talking about India’s approach to AI, Vaishnaw said, “We will focus on getting good datasets, high-quality datasets which can add more value to the efforts of researchers and startups. We will have an application development initiative where applications relevant to our social and economic problems can be developed, and we will also put huge emphasis on skill development.”


The minister also expressed concern about the issues arising out of AI and said that the entire world was facing the same challenges with the technology. “The global south is today looking for universal support, a universal thought process, at least some common basic principles on which the world has to respond to the potentials on the one hand and the challenges on the other hand,” he added.


India took over as the chair of the Global Partnership on Artificial Intelligence (GPAI) in December last year. The Global India AI Summit is also hosting mid-year meetings of the GPAI members.


The two-day event on July 3 and July 4, 2024, will hold multiple sessions from industry stakeholders and experts from across the world. Some of the sessions are centred around skilling, data ecosystem for AI, real-world AI solutions, and large language models, among others.

Open AI to support app development initiative under India's AI mission



ChatGPT parent company OpenAI has committed its support to the India AI Mission through participation in the app development initiative under the programme, said a senior company executive on Wednesday.


“OpenAI is committed to supporting the India AI Mission’s application development initiative to ensure that Indian developers can build on our models and deliver social benefit at scale, and we really look forward to continuing the conversation with the ministry and gauging where we might be able to add the most value,” said Srinivas Narayanan, vice-president, OpenAI.


Identified as one of the seven pillars of the India AI Mission, the application development initiative is aimed at promoting AI applications in critical sectors by addressing problem statements from central ministries, state departments, and other institutions.

Speaking at the Global India AI Summit in Delhi, Narayanan said that the firm was keeping India in mind while making important decisions in the large language models (LLM) space.


Talking about the development of AI in India, Narayanan said that the technology has added speed and dynamism to the already dynamic entrepreneurial ecosystem in India.


“Entrepreneurs understand market gaps, they are building innovative products, and tools like ChatGPT are helping them accelerate this in completely new ways. We’re reducing the cost of artificial intelligence, we’re enabling developers to write code, and we are helping them create completely conversational and natural interfaces to computing,” he added.


Narayanan also said that cost and language were the two most important factors for the company in India.


“A couple of things specific to the India context – language is obviously on top of the mind for us and cost. So, these are two pieces of feedback we’ve received from the community over the last year, and GPT-4 addresses a lot of this feedback,” he added.


He said that the company improved the tokenisation, because of which it was able to use three times fewer tokens in the latest model, for processing Indian languages.


Tokenisation is the process of breaking down a piece of information like a sentence or a paragraph into individual words or “tokens.”


These tokens are the basic building blocks of language, and tokenisation helps computers understand and process human language by splitting it into simpler units.
