India to have draft regulation on deepfakes in 10 days: Ashwini Vaisnaw

The government will in 10 days issue draft rules to tackle deepfake videos and images, said Information Technology Minister Ashwini Vaishnaw on Thursday, proposing to tackle the menace with penalties on creators and platforms.

“We will start drafting regulation today itself, and within a short time we will have a new set of regulations for deepfakes … this could be in the form of amending existing framework or bringing new rules, or new law,” said Vaishnaw at a media briefing in New Delhi.


“Today we had discussion with companies which are leaders in AI (artificial intelligence) tools, Nasscom, academicians who are well known in this space and we all agreed that within the next 10 days we will come up with clear actionable items on four pillars in a very structured way,” he said.


The government is considering penalising persons who upload or create deepfakes and platforms that host such content.


Vaishnaw said that the immediate “four pillars” of focus will be detecting deepfakes and misinformation; preventing their spread, strengthening reporting mechanisms, and creating awareness.


“All companies and all the platforms and the industry shared our concern. They understood that this is not free speech, and this is something which is harmful for society. They understand the need for a heavier regulation for this. We will start drafting the regulation today itself.”


In the past few weeks, deepfake videos have emerged on social media of celebrities and politicians.


Vaishnaw said technology can detect deepfakes, but miscreants have found a way around watermarking and labelling of videos and images. The new regulations will be applicable on all deepfake videos shown in India.

Amazon’s ‘AI Ready’ initiative to train 2 million in AI skills by 2025



Amazon has released its “AI Ready” initiative, geared towards providing free skills training in artificial intelligence to two million individuals by 2025. Backed by a recent AWS study highlighting the demand for AI talent and the potential for significant salary increases, the initiative introduces eight new, free AI and generative AI courses. The move includes the launch of the AWS Generative AI Scholarship and a collaboration with Code.org.


This comes in tandem with Amazon’s earlier commitment to invest in providing free cloud computing skills training to 29 million people by 2025. The firm has already trained more than 21 million people.


High demand for AI skills

A recent AWS study, conducted in partnership with Access Partnership, revealed the increasing demand for AI-skilled talent. While 73 per cent of employers prioritise hiring individuals with AI skills, three out of four struggle to meet their talent needs. The study indicates that workers upskilled in AI could potentially earn up to 47 per cent more in salaries. Looking ahead, 93 per cent of businesses anticipate incorporating AI solutions across their organisations within the next five years.

AI ready initiatives


To address the growing need for AI education, AWS is introducing eight new AI and generative AI courses ranging from foundational to advanced. These courses are:


– Introduction to Generative Artificial Intelligence: Covers generative AI basics, applications, and key concepts.


– Generative AI Learning Plan for Decision Makers: A series guiding the planning of generative AI projects and fostering generative AI-ready organisations.


– Introduction to Amazon CodeWhisperer: Teaches how to use Amazon’s AI code generator.


– Foundations of Prompt Engineering: Introduces prompt engineering for generative AI tools.


– Low-Code Machine Learning on AWS: Explores machine learning with minimal coding.


– Building Language Models on AWS: Covers using Amazon SageMaker for language models.


– Amazon Transcribe—Getting Started: Explores using Amazon Transcribe for speech-to-text.


– Building Generative AI Applications Using Amazon Bedrock: Guides in building generative AI applications.


Generative AI Scholarships


Amazon Future Engineer and Code.org have also collaborated to launch an “Hour of Code Dance Party: AI Edition.” This aims to provide students an interactive introduction to coding and AI.

AI-chatbot Grok rolling out for XPremium+ subscribers from next week: Musk


Elon Musk confirms that xAI’s chatbot Grok will roll out for X Premium+ subscribers from next week onwards. Commenting on a social media post on X (formerly Twitter), Musk said, “Grok should be available to all X Premium+ subscribers next week.”


Earlier this month, Musk revealed his own artificial intelligence bot to challenge ChatGPT, claiming the prototype is already superior to ChatGPT 3.5 across several benchmarks.


Grok is the first product of Musk’s xAI company and is being developed with data from platform ‘X’. The company said the chatbot is better informed on latest developments than other alternatives that use static datasets for training. It’s also designed to answer “with a bit of wit and has a rebellious streak,” according to the official announcement.


Musk has spoken of his ambition to build X beyond its base as a social platform into a do-everything app and Grok would be an essential part of developing that. While xAI is a separate company, it says it intends to work closely with X, Tesla and other businesses.


OpenAI has announced that ChatGPT’s voice feature is now available to all users. Initially launched for paid users back in September this year, OpenAI has started rolling out this feature on Android and iOS versions of the app for free users from November 22 . The voice feature allows users to interact and receive responses using a voice assistant instead of text.

Terming deepfakes as a new threat to democracy, IT Minister Ashwini Vaishnaw on Thursday said that the government will come up with new regulations soon to tackle deepfakes.


The minister, who met social media platforms on the deepfake issue on Thursday, said that companies have agreed on the need for clear actionable work in areas such as detection, prevention, strengthening of reporting mechanism, and raising user awareness.


“We will start drafting regulation today itself, and within a short time we will have a new set of regulations for deepfakes … this could be in the form of amending existing framework or bringing new rules, or new law,” Vaishnaw told reporters.


Deepfakes have emerged as a new threat to democracy, the minister said.


“We will have our next meeting in the first week of December…that will be on follow-up action on today’s decisions, and also on what should be included in the draft regulation,” Vaishnaw said.


Deepfakes refer to synthetic or doctored media that is digitally manipulated and altered to convincingly misrepresent or impersonate someone, using a form of artificial intelligence.


Recently, several ‘deepfake’ videos targeting leading actors went viral, sparking public outrage and raising concerns over the misuse of technology and tools for creating doctored content and fake narratives.

Meta lets users download Reels from public accounts on Instagram; check how



Meta-owned Instagram rolled out Reels downloading feature from public accounts. Instagram Head, Adam Mosseri, on his broadcast channel, announced that users will be allowed to save reels created by public accounts to their camera roll.


Users can Tap on the Share icon on a Reel and choose the Download option to view it in your gallery.


In his post, Mosseri confirmed that the downloaded Reel will include a watermark with the creator’s Instagram handle. He also said that the feature is optional and public accounts can turn off the ability for people to download their reels. A Reel that is not eligible for offline viewing can still be saved for in-app viewing.


Earlier this month, Instagram started rolling out a new feature that allows users to share their posts only with a small group of ‘Close Friends’. Mark Zuckerberg, founder, chairman and chief executive officer of Meta, said on his broadcast channel on Instagram, that the feature gives users the option of sharing posts and Reels to a limited audience.


Users will find an additional option to select ‘audience’ when sharing a new post on their Instagram feed. Tapping on the ‘Audience’ button will open up a pop-up window asking the user if they wish to share it with their ‘close friend’ list. The window also provides the option to edit the list. Followers on the Close Friend list will be able to see each other’s usernames when they like or add a comment to a post or a Reel with limited access.

Google Bard gets the ability to analyse YouTube video content: Details


Google is adding the ability to understand and analyse YouTube content to its AI chatbot Bard. In a recent post to Bard changelog, Google said that they are expanding the Bard YouTube Extension to understand some video content so that the user can have a richer conversation with the chatbot about it.


Bard extensions for all Google services and apps were announced in September. Although the chatbot did gain the ability to analyse YouTube videos in the initial update, it did not involve in-depth analysis of the video content.


With this update, Bard gets the ability to interpret video content on Google’s streaming platform and respond to detailed queries about it.


Google on Bard’s update page briefly described the new ability along with an example saying, “We’re taking the first steps in Bard’s ability to understand YouTube videos. For example, if you’re looking for videos on how to make olive oil cake, you can now also ask how many eggs the recipe in the first video requires.”


Last month, it was reported that Google is working on a new Bard update, which would enable it to remember user-specific information to provide personalised responses based on memory. According to 9to5Google, the feature update would let Google Bard adapt to individual users by remembering important details that they provide to the chatbot in conversation.


To use memory features, Google would allow users to set up personalised preferences. The AI chatbot’s responses would then be in line with the set preferences such as meal preferences, family size and preferences for the type of response that is to be generated. For example, simply telling the chatbot that the user does not prefer eating meat would let AI generate restaurant options in any future conversation accordingly.
