A bill to set up a national agency to fund research across universities in the country was introduced in the Lok Sabha on Friday by Union Science and Technology Minister Jitendra Singh.


The Anusandhan National Research Foundation Bill-2023 seeks to set up a Rs 50,000-crore fund, with a sizeable contribution from the private sector, to “seed, grow and promote” research and development (R&D) and foster a culture of research and innovation throughout India’s universities, colleges, research institutions, and R&D laboratories.


It seeks to set up different funds the Anusandhan National Research Foundation Fund, for the financing of activities under the Act; the Innovation Fund for supporting outstanding creativity in the areas supported by the foundation; the Science and Engineering Research Fund for the continuation of the projects and programmes initiated under the Science and Engineering Research Board Act, 2008; and one or more special-purpose funds for any specific project or research.


According to the government, the National Research Foundation will be an apex body to provide high-level strategic direction of scientific research in the country as per recommendations of the National Education Policy (NEP).


“NRF will forge collaborations among the industry, academia, and government departments and research institutions, and create an interface mechanism for participation and contribution of industries and state governments in addition to the scientific and line ministries,” Singh said in June when the Union Cabinet approved the bill.


He said the NRF will focus on creating a policy framework and putting in place regulatory processes that can encourage collaboration and increased spending by the industry on R&D.


The NRF will have a governing board consisting of 15 to 25 eminent researchers and professionals, and it will be headed by the prime minister. The education minister and the science and technology Minister will be the vice presidents of the NRF.


The proposed foundation will also have an executive council under the principal scientific adviser.

Apple Inc., Samsung Electronics Co. and HP Inc. are among the biggest names freezing new imports of laptops and tablets to India after the South Asian country abruptly banned inbound shipments without a license.

 


Regulators on Thursday surprised the world’s biggest PC makers when they made licenses mandatory for import of electronics from small tablets to all-in-one PCs without a license. Laptop makers had been bracing for some government measures aimed at reducing reliance on imports and boosting local production, but the sudden licensing imposition caught the industry off-guard, people familiar with the matter said, declining to be named due to the sensitivity of the issue.


Tech firms are now engaging with New Delhi on how to most quickly obtain licenses at a period of heightened consumer interest with India’s Diwali shopping season and back-to-school period approaching, the people said. It’s unclear how long it would take for Apple et al to get licenses, but the halt is already disrupting a multibillion-dollar trade in foreign PCs at a crucial time.


Representatives for India’s trade ministry, Apple, Samsung and HP did not immediately respond to requests for comment.


The requirement creates additional headaches for manufacturers already grappling with a global glut of inventory and few triggers to restart sales growth. It could result in delayed India launches or even product shortages in a maket that’s still largely reliant on shipments from overseas.


The import restriction, an example of India’s sudden policy shifts, adds to longstanding measures designed to discourage bringing in foreign electronics. It’s intended in part to realize longer-term ambitions to create a world-class tech manufacturing industry. Prime Minister Narendra Modi’s government is currently seeking applications for a 170 billion-rupee ($2.1 billion) financial incentive plan to draw makers of laptops, tablets and other hardware to the world’s most populous nation as companies look to diversify supply chains beyond China.

In the patent infringement case between Oppo and Nokia, the Supreme Court on Friday refused to interfere with the Delhi High Court’s judgment that had directed Oppo to deposit 23 per cent of its India sales to Nokia.


The SC said that there was no justification for intervening at this stage.


The court further gave Oppo three weeks to comply with the Delhi HC’s order to deposit the specified amount to Nokia from its India sales.


The Delhi HC, in its order on July 3, took into account Oppo’s status as an ex-licensee, its admission to using Nokia’s patents, its willingness to renew the 2018 agreement, its request to a court in China to ascertain a fair, reasonable, and non-discriminatory (FRAND) rate, as well as the company’s financial standing.


The dispute between the two companies started when Nokia moved the Delhi HC, alleging that Oppo had continued to use its patented technology after the expiration of a three-year licence agreement in 2021.


Nokia had claimed that Oppo sold 77 million devices incorporating its patented technology post the licence agreement’s expiry.


In response, Oppo challenged the Delhi HC’s order in the Supreme Court.


The company said that two of the three patents claimed by Nokia had been rejected in other jurisdictions. It further stated that it had already furnished a bank guarantee exceeding the claimed amount, which shows the company’s willingness to address the issue.


Nokia countered Oppo’s arguments by stating that Oppo’s significant hardware production was based on Nokia’s technology.


It further said that Oppo is currently under scrutiny from income tax authorities and the Directorate of Revenue Intelligence (DRI).

Cyber attacks surge over 2-fold in India in first half of 2023: Report



India saw a huge surge in ransomware and IoT cyber attacks in the first half of 2023, as criminals shifted to stealthier means of malicious activities, according to a report by SonicWall.


While major economies like the US and the UK witnessed a decline in ransomware attacks, India (up 133 per cent) and Germany (52 per cent) are among the countries that saw a huge surge in such attacks, the 2023 SonicWall Mid-Year Cyber Threat Report for the January-June period stated.


At the global level, a variety of other attacks have trended up, including cryptojacking (399 per cent), IoT malware (37 per cent) and encrypted threats (22 per cent), the report said.


At the global level, there was a decline of 41 per cent in ransomware attacks.


Cybercriminals are diversifying and expanding their skill sets to attack critical infrastructure, making the threat landscape even more complex and forcing organizations to reconsider their security needs, the report mentioned.


“While India saw a lesser rise in crypto attacks, there has been a huge growth in ransomware and IoT attacks overall.


“These rises in cyberattacks pose great risks to India’s economic ambitions, with industries from manufacturing to pharmaceuticals becoming more vulnerable as they continue to digitize operations,” Debasish Mukherjee, Vice President Regional Sales, APJ, SonicWall said.


The data suggests increased law enforcement activity, heavy sanctions and victims’ refusal to pay ransom demands have altered criminal conduct, and threat actors are targeting other means of revenue, the report said while explaining the reason for fall in ransomware attack at the global level.


“The seemingly endless digital assault on enterprises, governments and global citizens is intensifying, and the threat landscape continues to expand,” said SonicWall President and CEO Bob VanKirk.


Data indicated that threat actors are more opportunistic than ever, targeting schools, state and local governments, and retail organizations at unprecedented rates, the report said.


Prominent attacks continued to plague enterprises, cities, airlines, and K-12 schools, causing widespread system downtime, economic loss and reputational damage, it said.


Cryptojacking attacks on education surged by 320 times, on government by 89 times and on healthcare by 69 times, according to the report.


Global volume of IoT malware rose 37 per cent, totalling almost 78 million hits by the end of June As connected devices continue to rapidly multiply, bad actors are targeting weak points of entry as potential attack vectors into organizations.


“SonicWall intelligence suggests that bad actors are pivoting to lower-cost, less risky attack methods with potentially high returns, like cryptojacking,” said SonicWall Vice President of Product Security Bobby Cornwell.


“It also explains the reason we’re seeing higher levels of cybercrime in regions like Latin America and Asia. Hackers search for the weakest points of entry, with the lightest possible repercussions, limiting their risk and maximizing their potential profits.

Meta’s AudioCraft will allow users to generate music from text


Facebook’s parent company, Meta unveiled a new generative AI tool called “AudioCraft” that can generate music and audio from text prompts on Thursday.  


 


According to the release issued by the company, there will be three models within AudioCraft. These are MusicGen, AudioGen, and EnCodec.


 


MusicGen is trained specifically with licensed music owned by Meta and generates music from text prompts.


 


AudioGen is trained on “public sound effects” and generates sounds from text prompts. The EnCodec decoder which was released yesterday, allows for high-quality music generation with “fewer artifacts”.


 


The company is releasing its pre-trained AudioGen models which can generate environment sounds as well as sound effects such as a dog barking, cars honking, or footsteps on a wooden floor. The company will also release all of the AudioCraft model weights and codes.


 


Meta will open-source all of these models, especially giving access to researchers and practitioners so they can train their own models and create more datasets that can contribute to the advancement of the field of AI-generated audio and music.


 


In the release, Meta shares, “While we’ve seen a lot of excitement around generative AI for images, video, and text, audio has seemed to lag a bit behind. There’s some work out there, but it’s highly complicated and not very open, so people aren’t able to readily play with it.”


 


Meta in its release adds that it hopes the AudioCraft “family of models” can be used as tools for musicians and sound designers “to provide inspiration, help people quickly brainstorm and iterate on their compositions in new ways.”


 


Meanwhile, Meta is still working to retain users on its new text-based app, Threads after it lost half of its users weeks after its launch on July 5, Reportedly, the company is focusing on preparing AI-powered chatbots to increase engagement on the platform.
