Ashwini Vaishnaw tables Data Protection Bill, 2023 in Lok Sabha

Ashwini Vaishnaw tables Data Protection Bill, 2023 in Lok Sabha

Minister for Electronics and Information Technology (MeitY) Ashwini Vaishnaw introduced the Data Protection Bill, 2023 in Lok Sabha on Thursday. This comes after a year-long consultations and review of the drafts.

This bill, when passed, will be the first legislation in the country addressing the digital privacy of the citizens. The bill also aims to establish the guidelines for using the data of the citizens by private entities and the government.

The bill is likely to give the government the power to block digital platforms after more than two instances of penalties for data breaches. Every digital platform may need to take consent from users before collecting any digital personal data, along with an itemised notice for the same. For collecting children’s data, consent from parents or legal guardians will be needed, except for a category of platforms to be defined later on.

The work on the data protection bill started after the Supreme Court ruled that Right to Privacy is a fundamental right.

The government had in August last year withdrawn the Personal Data Protection Bill, which was first presented in late 2019, and issued a new version of the draft bill in November 2022.

The draft bill had earned criticism around the government getting power to exempt entities from various clauses of the bill.

Samsung Galaxy Z Flip 5: Will Samsung be able to revive era of foldables?

Samsung Galaxy Z Flip 5: Will Samsung be able to revive era of foldables?

Samsung recently unveiled its foldable Samsung Galaxy Z Flip 5 on July 26, and since then, the South Korean tech giant has got the world talking about foldable smartphones.

The latest development of the Samsung flip-style foldable will surely intensify the competition. Some are even considering Flip 5 the best foldable smartphone in the market.

Galaxy Z Flip 5: Price

The device is available for Rs 99,999 at Samsung’s official website and Amazon.

Samsung Galaxy Z Flip 5: Specifications

Flex Window

Samsung’s foldable smartphone has many upgrades compared to its predecessor. It has come with a bigger 3.4-inch AMOLED display, the Flex Window, replacing the tiny 1.9-inch panel. The user can also customise the Flex window to see options like notification, battery, time, etc.

New upgraded processor

The device comes with a more powerful processor than Galaxy Z Flip 4’s Snapdragon 8+ Gen1, the new device will be more energy efficient. The device gets a new 8Gen 2 Soc processor, which makes the phone more efficient and enhances its performance across the board.

Flex Hinge

Samsung has redesigned its Galaxy Z Flip 5’s hinge, allowing the device to close completely. The new Flip 5 now closes completely without leaving any substantial gap.

The device is a bit slimmer as compared to its predecessor, making its weight the same. Unlike the Find N2, which required some effort to open the device with one hand, that’s not the case with Z Flip 5.

Flip 5 Shortcomings

The device looks worth buying, but it does have some points where Samsung could do better.

The Galaxy device seems identical in terms of Cameras, batteries and display to its predecessor. The device still comes with its 25W charging, which is quite low compared to its competitors.

Even after all these shortcomings, the Samsung Galaxy Z Flip 5 is one of the best flip phones developed by Samsung, and it’s the most refined as well.

It will be interesting to see whether the Flip 5 will out-compete its competitors at a hefty cost of Rs 99,999.

Heavy repair cost

Although the device is one of the best products from Samsung, it has some heavy repair costs. The cost for the main (inner) screen is Rs 21,188, while the outer screen price is Rs 5,507.

When it comes to the motherboard, the repair cost starts from Rs 27,444 for the 256GB storage model and the back glass panel price is Rs 1,136. The battery repair cost is Rs 1,513. All these prices are exclusive of the GST and service charges.

Financial bill or not: Opposition raises concerns over Data Protection Bill

Financial bill or not: Opposition raises concerns over Data Protection Bill

The Centre is set to table the Digital Data Protection Bill 2023. It seeks to establish a robust framework for protecting personal digital data.

Ahead of the bill’s introduction in the Lok Sabha, the Opposition questioned if it is being tabled as a financial bill. It said that the bill needs to be considered a regular bill.

In a tweet, Congress member of Parliament Manish Tiwari said, “How Did the Digital Data Protection Bill get classified as a financial bill suddenly? If this bill on passage is certified as a money bill by @loksabhaspeaker @ombirlakota which seems to be the intent of getting it classed as a financial bill then Rajya Sabha can not vote on it. It can only recommend non-binding changes to Lok Sabha.”

He added, “The latest iteration of this Bill mocks the efforts put in by the Joint Committee of Parliament on the Data Protection Bill led by two @BJP4India members @ppchaudharybjp & @M_Lekhi respectively. It needs to be considered as a regular bill and go to a JPC again.”

What is a financial bill?

A financial bill, which includes the money bill, seeks to modify the country’s existing tax structure. It can also be about the Centre’s borrowing capacity and withdrawal from the Consolidated Fund of India.

This bill can only be introduced in the Lok Sabha on the recommendation of the President. Only a minister can introduce the bill.

Interestingly, the Rajya Sabha cannot reject or amend a money bill. It can only recommend amendments to the Bill. It must return the bill to Lok Sabha within 14 days, with or without recommendations.

The Lok Sabha has more power than the Rajya Sabha regarding these bills.

Centre’s clarification

According to a report by CNBC-TV18, the Centre has clarified that the bill will be presented as an ordinary bill in the Parliament and not as a financial bill.
