EU moves to compel Apple to open up operating system to rival tech

EU moves to compel Apple to open up operating system to rival tech

The European Union said Thursday it will outline steps to compel Apple to open up its iPhone and iPad operating systems to competing technologies under the bloc’s tough new digital rulebook, which threatens hefty fines for breaches.

The EU’s executive branch, the European Commission, said it has opened two specification proceedings that will spell out what Apple needs to do under the 27-nation bloc’s Digital Markets Act.

The DMA is designed to prevent Big Tech gatekeepers from dominating digital markets, including by breaking up closed tech ecosystems. It requires tech companies to make their systems operate with rivals, allowing consumers to switch more easily between platforms.

One proceeding will focus on how connected devices like smartwatches and headphones will have effective interoperability with Apple’s operating system. The other will look at how Apple deals with interoperability requests from software developers for iOS and IPadOS, which should be done in a “transparent, timely and fair” way, the commission said.

During this process, which will take up to six months, the commission will send its findings to Apple. It’s the first time the commission has used this process since the DMA took effect earlier this year. The bloc is already investigating Apple over its App Store rules for developers.

The commission’s executive vice president in charge of competition policy, Margrethe Vestager, said in a press release that the process will provide clarity for developers and Apple.

Apple said it has created ways for apps in the European Union to request additional interoperability with iOS and iPadOS while protecting our users.

Undermining the protections we’ve built over time would put European consumers at risk,” the company said, adding it will continue to work constructively with commission.

The government may look at creating more “compute capacity” through viability gap funding after building high-tech capability under the Rs 10,372-crore India AI mission, Electronics and IT Secretary S Krishnan said on Thursday.

Addressing a Deloitte India event, Krishnan said that India AI Mission has an outlay of about 10,372 crore of which more than Rs 4,500 crore is intended for compute capacity.

“Later on, there is a possibility, and we will decide based on how much compute capacity actually gets created in the country. There is a possibility that we would actually support more compute capacity being created on the viability gap funding,” Krishnan said.

The government has invited bids for the empanelment of entities for providing artificial intelligence services on the cloud under the India AI mission. Under the IndiaAI Mission, supercomputing capacity, comprising over 10,000 GPUs, will be made available to various stakeholders for creating an artificial intelligence (AI) ecosystem.

The rapid development of AI across the globe has led to an increase in demand for GPU-based servers, as they can process data at a higher speed compared to CPU-based servers.

Krishnan said the vision is to create capacity in a public-private partnership model.

“There are two models that we are attempting. The first one has already launched the RFPs out there, and that is more a voucher base approach where we are asking people who have already created AI compute capacity to make it available to innovators, startups and MSMEs and academic institutions at a subsidised price,” He said.

Under the India AI mission, the government has proposed to pay up to 50 per cent of the cost by giving vouchers to various institutions and others.

He said that the compute capacity is also being created under National Supercomputer Mission (NSM) that will mainly meet public sector requirements.

Google's plea against CCI order in android mobile case mentioned in SC

Google's plea against CCI order in android mobile case mentioned in SC

Google LLC on Thursday told the Supreme Court that the arguments in the case related to the tech giant’s alleged anti-competitive practices in the Android mobile device matter may take five-six days.

On March 29 last year, the National Company Law Appellate Tribunal (NCLAT) had handed out a mixed verdict on Google’s alleged anti-competitive practices in the case — upholding a fine of Rs 1,338 crore but scrapping conditions like allowing hosting of third-party app stores on its Play Store.

The top court is seized of cross-pleas of Google and the Competition Commission of India (CCI) challenging a verdict of an appellate tribunal in a case related to the tech giant’s alleged anti-competitive practices in the Android mobile device matter.

A bench comprising Chief Justice D Y Chandrachud and justices JB Pardiwala and Manoj Misra has already listed the cross-pleas for hearing on Thursday.

The pleas, however, are unlikely to reach for hearing during the day as the bench is seized of part-heard matters.

At the outset of day’s proceedings, senior advocate Harish Salve, appearing for the tech giant, mentioned the plea and said the hearing in the case may take five-six days.

It (the plea) will retain its position on board (list of business). Let us see things go…Let this matter start. We will see, the CJI said.

Earlier in July, the apex court had said it will hear in the second week of September the cross-pleas of Google and the CCI in the case.

The bench had appointed lawyer Sameer Bansal as the nodal counsel for preparing common digital pleadings with the help of lawyers from both sides for easy adjudication of the matter.

The NCLAT, in its verdict, had upheld the fine imposed by the CCI on the tech giant for exploiting its dominant position in Android.

The NCLAT had struck down an anti-trust regulator order that had said Google will not restrict the removal of its pre-installed apps by the users.

Both Google and the CCI came to the Supreme Court against the NCLAT judgement.

On July 7 last year, the top court had taken up the appeals for the first time.

Earlier, the NCLAT in its 189-page order, upheld CCI’s six directions, including one in which Google was asked to allow the users during the initial device setup to choose their default search engine, and another that made it clear that OEMs cannot be forced to pre-install a bouquet of apps.

The appellate tribunal had asked Google to implement the direction and deposit the amount in 30 days.

It had said “the impugned order of the Commission is upheld except the four directions” issued and added that Google is “thus not entitled for any other relief except for setting aside the above four directions”.

“The appellant (Google) is allowed to deposit the amount of penalty (after adjusting the 10 per cent amount of penalty as deposited under order dated January 4, 2023) within a period of 30 days from today,” it had said.

On October 20, 2022, the CCI had imposed a penalty of Rs 1,337.76 crore on Google for anti-competitive practices in relation to Android mobile devices. The regulator had also ordered the internet major to cease and desist from various unfair business practices.

Grand Theft Auto V listed as unsupported on Valve Steam Deck: Know more

Grand Theft Auto V listed as unsupported on Valve Steam Deck: Know more

Grand Theft Auto V (GTA V) is now marked as unsupported by Valve. The action-adventure game has consistently ranked among the top twenty games for at least two years on the Steam Deck’s list of most played games. According to The Verge, it was one of the top ten most played games on Valve’s Steam Deck handheld this past week. The listing as unsupported is attributed to Rockstar reportedly breaking compatibility with Valve’s handheld for the game’s online modes.

This issue appears to be linked to the recent controversy surrounding Linux anti-cheat measures. Like the developers of Fortnite and Roblox, Rockstar has opted not to support the Steam Deck with its new anti-cheat software for GTA Online. Instead of initially excluding the multiplayer mode from the Steam Deck, Rockstar has removed it from players entirely. The company has also held Valve responsible for the issue, stating that “Steam Deck does not support BattlEye for GTA Online. You will be able to play GTAV Story Mode but will be unable to play GTA Online,” suggesting that the single-player mode should still function.

“GTAV and GTA Online are not officially supported on Steam Deck, and all technical support questions should be directed to Valve’s Steam Deck support content and community,” Rockstar added on its support page.

Rockstar has not addressed the reason for not enabling the switch that allows BattlEye anti-cheat to function on the Steam Deck. Valve enabled BattlEye for the Steam Deck years ago, and several games using the anti-cheat software have successfully transitioned to the platform, reports The Verge.
