ChatGPT developer OpenAI hired its first employee in India, appointing a government relations head just as the country votes in a new administration that will shape artificial intelligence regulations in the world’s most populous nation.

 


The Microsoft Corp. backed-company recruited Pragya Misra to lead public policy affairs and partnerships in India, people familiar with the matter said, asking not to be named as the appointment isn’t yet public. Misra, 39, previously worked at Truecaller AB and Meta Platforms Inc. and is set to start at OpenAI toward the end of the month.

The hiring highlights the generative-AI company’s efforts to push for favorable rules as governments around the world consider how to regulate the rapidly developing technology. India — with its 1.4 billion people and a fast-growing economy — is a massive growth opportunity for global tech companies, but it’s also proven a difficult one to navigate because of lawmakers and regulators seeking to ensure local firms don’t get trampled.


OpenAI representatives didn’t respond to requests for comment outside regular US office hours. Misra didn’t immediately respond to a LinkedIn message.


Misra previously headed public affairs at Stockholm-traded contact verification firm Truecaller, which counts India as a top market. Before that, she was at Meta Platforms Inc., where she led WhatsApp’s campaign against misinformation in 2018.


In India, OpenAI faces competition from the likes of Alphabet Inc.’s Google, which is developing an AI model specifically for the country. Its product will be able to handle more than 100 local languages across speech and text, a drive that would widen internet access beyond the country’s urban English-speaking minority.


Countries such as India should support AI research in ways that can improve government services like health care, OpenAI Chief Executive Officer Sam Altman said during his visit to India last year.


“The main thing that I think is important is figuring out how to integrate these technologies into other services,” Altman said at the time. “That is an area that I think governments are behind on, and don’t have the answers yet.”


Altman, who met with Prime Minister Narendra Modi during the tour, also said that India was an early adopter of its generative-AI service ChatGPT.


Altman has previously called for more regulations and said his “greatest fear” is that the technology would cause significant harm. He has also said that big regulatory changes weren’t needed for current versions of the technology, but would be soon.

The new Adobe Express mobile app is now available for free worldwide on both Android and iOS devices through Google Play Store and Apple App Store, respectively. New users are required to create an Adobe Express account within the app to explore and use the features, and existing users can sign in using their Adobe account. Data from the previous version is currently not available on the new app. However, Adobe allows data migration or the option to return to the previous version of the app.

Text to Template: Similar to Text to Images, users can use text prompts to generate a specific type of editable template for social media posts, flyers, posters, and more. Text Effect: The Adobe Express mobile app will allow users to edit messages, articles, headlines, and more using AI-generated styles.


Generative Fill: Users can remove an unwanted object or a subject within an image and then fill out the space with generative AI using text prompts.


Quick Actions: Users can edit, resize, and remove backgrounds from images and videos using the Quick Actions feature. It also allows generating QR codes with a click.

US-based social media giant Meta has announced Llama 3, its latest open-source large language model (LLM). Meta said it will first integrate the new artificial intelligence model with its social media platforms, such as WhatsApp and Instagram, before rolling it out to developers on Amazon AWS, Databricks, Google Cloud, Hugging Face, Microsoft Azure, Nvidia NIM, and more. Moreover, the company confirmed that the Llama 3 AI model will support hardware platforms offered by AMD, NVIDIA, Intel and Qualcomm.


Meta said it has integrated the Llama 3 AI model with Meta AI, its AI assistant, which is set to go global soon. For reference, Meta AI debuted last year but it was exclusive to the US market. Now, the company plans to take it to more regions, including Australia, Canada, Ghana, Jamaica, Malawi, New Zealand, Nigeria, Pakistan, Singapore, South Africa, Uganda, Zambia and Zimbabwe.

According to Meta, if you are interested in a post and want to know more about it or things related to it, tap on the Meta AI icon below the post and ask the AI assistant for more information. For example, if you see a photo of the northern lights in Iceland, you can ask Meta AI what time of year is best to check out the aurora borealis.

AI image generator on WhatsApp


Meta is testing its imagine generator feature on WhatsApp. The AI image-generating tool is rolling out on WhatsApp beta version for select users in the US.


This feature is accessible through the Meta AI chatbot within the application. With this feature, Meta said, users can prompt the assistant to generate a specific image based on the text description. The company said that the AI-generated image will go through changes in real-time as the user types the text prompt. Additionally, this feature will allow users to animate a generated image and turn it into a GIF.

Apple Inc. said that it removed Meta Platforms Inc.’s WhatsApp and Threads from its China apps store after an order from the country’s internet regulator, which said the services pose risks to the country’s security.

 

The order comes on the heels of a cleanup program Chinese regulators initiated in 2023 that was expected to remove many defunct or unregistered apps from domestic iOS and Android stores. The action against the American tech services comes as the US government is taking steps toward a ban on TikTok, the hit video app from Beijing-based ByteDance Ltd.

US politicians have also cited national security concerns in their push to force the company to either sell TikTok to a non-Chinese owner or face a ban in the US market.


“We are obligated to follow the laws in the countries where we operate, even when we disagree. The Cyberspace Administration of China ordered the removal of these apps from the China storefront based on their national security concerns,” Apple said in a statement. “These apps remain available for download on all other storefronts where they appear.”


Foreign social media platforms like WhatsApp were already largely inaccessible from China without tools to circumvent Beijing’s Great Firewall, such as virtual private networks. The removal of these apps will make it more difficult for users within the country to view content on these international platforms.


In August, China asked all mobile app developers to register with the government by the end of March, a move that Beijing painted as a bid to counter telephone scams and fraud. The Ministry of Industry and Information Technology said that it would carry out supervision work on those filings from April to June, and to take action against apps that were not registered. App developers would also be required to set up and improve mechanisms to handle “illegal information.”


The MIIT move was another step by Beijing to tighten controls across its cyberspace, forcing domestic and foreign companies to block off information considered politically sensitive. Beyond apps, websites and large language AI models have also been subject to greater content curbs.


China’s action comes as TikTok divestiture legislation is expected to be included in a fast-moving aid package for Ukraine and Israel that Congress is expected to vote on this Saturday.


The Wall Street Journal was first to report the removal. A Meta spokesperson referred Bloomberg News to Apple’s statement.

China is a key nation for the iPhone, its largest consumer market outside the US and its primary production base. Chief Executive Officer Tim Cook visited the country earlier this year and emphasized its importance to his business. Apple has long said that it needs to follow local laws as part of operating its app store effectively in different countries.

Alphabet Inc. Chief Executive Officer Sundar Pichai announced changes to Google’s workplace teams structure, saying the moves will help the company develop artificial intelligence products and services faster and more efficiently.

 


In a note to employees, also published Thursday in a blog post, Pichai said the models, research and responsible AI teams would be consolidated under the company’s flagship artificial intelligence division, Google DeepMind.


To accelerate work on Google’s AI models — Gemini and Gemma — employees working on the technology across Google Research and Google DeepMind will unite as one team, which will also consolidate the expensive computing power needed to train and build the systems under one arm of the company. Responsible AI teams across the business will also move under Google DeepMind.


A new unified Platform and Devices team, meanwhile, will bring together efforts across hardware, software and AI teams at Google — including those working on products such as Android, Chrome, search and photos, Pichai said. The group will also include employees working on computational photography and on-device AI features like Google’s recently launched “circle to search” AI tool it announced in partnership with Samsung Electronics Co.


The changes, Pichai wrote, “will help us work with greater focus and clarity toward our mission.” 


While Google has intensified its work on generative AI to catch up to the allied effort of Microsoft Corp. and OpenAI, which many perceive as being more advanced, the company also has been shifting priorities and lowering costs. For the past few months, that has resulted in a series of cascading job reductions, creating a grim new reality of insecurity for employees. In January, the company cut hundreds of people working on its digital assistant, hardware and engineering teams.


At the same time, Google framed the reorganization as necessary to more sharply focus on launching AI tools and services. Earlier this year, the company rolled out a new version of its powerful AI model, Gemini 1.5 Pro, which it said could handle a larger amount text, video and even audio outputs compared with the competition. It also rebranded its chatbot as Gemini and released a more open large language model to help the company gain favor with the open-source community.


But Google has also faced challenges, as when the company was broadly criticized over its AI image generation tool creating ahistorical images of people. Pichai also announced a central company Trust and Safety team on Thursday that would invest more in testing and evaluating of AI systems — a move that appears to be aimed at addressing the risks associated with rolling out consumer-facing AI products by centralizing accountability in one team. 


In his note, Pichai also alluded to an employee protest this week against Project Nimbus, a $1.2 billion joint contract with Amazon.com Inc. to provide the Israeli government and military with AI and cloud services. Google on Wednesday fired 28 employees involved in the protest.


“We have a culture of vibrant, open discussion that enables us to create amazing products and turn great ideas into action,” Pichai wrote. “But ultimately we are a workplace and our policies and expectations are clear: This is a business, and not a place to act in a way that disrupts coworkers or makes them feel unsafe, to attempt to use the company as a personal platform, or to fight over disruptive issues or debate politics.”
