Deliberations on for framing laws on seizure of electronics: Centre to SC



Several rounds of talks have been held in order to formulate guidelines for seizure of electronic devices like mobile phones and laptops of individuals, especially those from the media, in the course of criminal investigations, the Centre told the Supreme Court on Thursday. It said until the time the new guidelines are put in place, central probe agencies will follow the CBI manual for search and seizure of such equipment.


The apex court had on November 7 asked the Centre to put in place guidelines on seizure of electronic devices of individuals, particularly media professionals, saying impounding equipment without following a regulation was a serious matter.


Additional Solicitor General (ASG) S V Raju, appearing for the Centre, told a bench of Justices Sanjay Kishan Kaul and Sudhanshu Dhulia that the authorities concerned have deliberated on the proposed guidelines several times.


“ASG submits that in the conspectus of the existing CBI manual and the Karnataka cyber crime investigation manual and the suggestions put forth by the petitioners, a number of discussions have been held and he would come up with something within six weeks,” the bench noted.


“In the meantime, he assures the court that for the time being, at least the CBI manual will be followed by all the central government agencies,” it said.


The top court was hearing two petitions, including one filed by ‘Foundation For Media Professionals’, seeking comprehensive guidelines for search and seizure of digital devices by investigative agencies.


Raju said finalisation of the guidelines will take some time as consultation was also required with forensic laboratories and experts.


“The problem is this. In the interregnum period, it is in limbo,” the bench observed, adding one of the petitions in the matter was filed in 2021.

“That is why they (petitioners) are concerned. How much time do you feel you require,” the court asked Raju, adding, “You are holding meetings but when will the output come.”

The ASG told the court it will take at least one month to come out with the guidelines.


“Don’t make it the bare minimum. Make it maximum,” the bench said. Raju responded, “Then three months”.


“Are you willing to make a statement that in the meantime, you will follow one of the existing manuals at least,” the bench said, after the government lawyer referred to the CBI manual and the Karnataka cyber crime investigation manual.


When the counsel representing one of the petitioners requested the court to pass some direction, the bench said these matters cannot be finished off just like that.


The apex court posted the matter for further hearing on February 6.


During the hearing on December 6, the Centre had assured the court the guidelines for seizure of electronic equipment will be put in place.


When the apex court was hearing the matter earlier, one of the counsel appearing for the petitioners had said the issue raised was of seminal importance as there were no guidelines on when and how the probe agencies can seize electronic devices.

Home-grown smartphone maker Lava on December 14 launched the Yuva 3 Pro at Rs 8,999. The smartphone features an AG Glass back cover and a side-mounted fingerprint sensor. The smartphone is offered in 8GB RAM and 128GB UFS 2.2 storage configuration, and desert gold, forest viridian and meadow purple colours.

Reply to a note can now include photos, videos, audio messages, stickers, and GIFs.

Instagram has added support for sharing short videos as notes on Instagram. The Instagram’s status message-like feature was initially limited to text of up to 60 characters, but with the new update it lets users share video notes limited to two seconds that are played back in loop. The feature lets users add a text caption to the videos as well.


Meta has also introduced additional ways to reply to Notes. Reply to a note can now include photos, videos, audio messages, stickers, and GIFs. However, the reply will be delivered as a chat message to the original poster.

Responding to Notes using media has been under testing for months. On November 13, Instagram head, Adam Mosseri on his broadcast channel on Instagram, announced that the platform is testing more ways to reply to Instagram Notes. “We hope this gives people new and fun ways to connect and interact in notes,” said Mosseri.

Earlier this month, Meta announced that it will be discontinuing cross-app communication between Facebook and Instagram starting mid-December.


A support page update on Instagram stated that users will not be able to start new conversations or calls with Facebook accounts from Instagram. To continue a conversation with Facebook accounts, users can start a new chat on Messenger or Facebook using their Facebook account.


Once the cross-app communication shuts off, any existing chats on Instagram with a Facebook account will become read-only. Additionally, any existing chats that an Instagram user had with Facebook accounts will not move to their inbox on Facebook or Messenger.

ASUS prepares to unveil ROG Phone 8 in January at Consumer Electronics Show



Taiwanese electronic maker ASUS is preparing to unveil its next-generation gaming smartphone model in the ROG Phone line. Expected to be called the ASUS ROG Phone 8, the smartphone is set to arrive at the Consumer Electronics Show (CES) 2024, which is to be held in Las Vegas, US. The company’s official ROG Global handle on X (formerly Twitter) has posted that the device would be revealed on January 8.


In a post on social media platform Weibo, ASUS has announced that the smartphone would launch in China on January 16, 2024. A short video teaser accompanying the post suggests that the ROG Phone 8 would have a display larger than the current-generation model and thinner bezels.


The ROG Phone 8 teasers are accompanied by the tagline “Beyond Gaming”, suggesting that the next version in the gaming-centric ROG Phone series would have significant improvements in other departments, such as camera.


ASUS ROG Phone 8: Expected specifications


The Qualcomm Snapdragon 8 Gen 3 system-on-chip is expected to power the smartphone, which is likely to get up to 16GB RAM in vanilla model and up to 24GB RAM in an Ultimate edition.  According to media reports, the gaming-centric smartphone would feature a 65W fast charging similar to its predecessor. The smartphone is expected to boot Android 14 out-of-the-box with ROG UI layered on top packed with gaming-centric features.

ChatGPT-maker OpenAI has agreed to pay Axel Springer SE tens of millions of euros for the right to use the media giant’s news articles and content to build its artificial intelligence systems.

 


OpenAI agreed to the payment as part of a three-year deal with the Berlin-based news publisher, according to a person with direct knowledge of the situation who asked not to be identified because the financial terms aren’t public.


Under the agreement, San Francisco-based OpenAI will get to use articles and other content from Axel Springer publications, including Politico, Business Insider, and the European properties Bild and Die Welt, to develop its AI models, the companies said in a statement Wednesday. 


OpenAI’s partnership with Axel Springer comes after months of clashes between news publishers and tech companies over how their content can be used to train AI systems. OpenAI and its competitors need extensive amounts of data, including the written word, to power conversational chatbots like ChatGPT. Publishers, authors and artists argue their work is being used without compensation to build AI products that make these companies billions. 


OpenAI declined to comment about the financial terms of the deal.


The Microsoft Corp.-backed startup has made other agreements with news publishers. In July, the Associated Press said it would let OpenAI license its archive of news stories to develop AI models. That same month, OpenAI committed $5 million to the American Journalism Project, an organization that supports local publishers, to experiment with ways outlets can use AI in news.


As part of the Axel Springer deal, its news content will be used to generate answers in ChatGPT, OpenAI’s popular AI chatbot. The responses will include attribution and links to the full articles “for transparency and further information,” the companies said.


“We want to explore the opportunities of AI empowered journalism – to bring quality, societal relevance and the business model of journalism to the next level,” Axel Springer Chief Executive Officer Mathias Döpfner said in a statement.


Still, as publishers grapple with the right strategy toward generative AI, some see risks in partnering with the startups or using with the technology, which is prone to fabrication, to produce news. Some European media, like Radio France, have blocked OpenAI’s tools over data collection concerns. Le Figaro in France said it would never use generative AI to help write stories.
