The Kolkata Police are investigating a larger conspiracy behind the vandalism at RG Kar College and Hospital, where a trainee doctor was raped and murdered. The Central Bureau of Investigation (CBI) is probing the case and has questioned many people.

In caustic comments directed at the West Bengal government after the rape and murder of a trainee doctor at a Kolkata hospital and the subsequent vandalism in the campus, Governor CV Ananda Bose has said “vandals and scandals” are marring civic life in the state.

Mincing no words in a wide-ranging interview with NDTV on Friday, the West Bengal governor held Chief Minister Mamata Banerjee responsible for the situation in the state, claimed women medical students have told him that their families want them to leave the profession, and said it was disheartening that such incidents were taking place in a land where one of its most illustrious sons had spoken of the mind being without fear.

Mr Bose also said that he has opened a home in the Raj Bhavan, named after the 31-year-old trainee doctor who was raped and killed at the RG Kar Medical College and Hospital last week. The woman has been given the name ‘Abhaya’ (fearless) and the governor said students who feel threatened will be valued guests at the ‘Abhaya Home’. 

To a question on the politics that has come to surround the handling of the investigation and the protests by doctors and medical students, the governor said, “Scandals and vandals are marring the civic life of Bengal. I was interacting with some medical students. They told me, ‘Please deliver us from the fear psychosis. Please give us protection. We have no security inside the campus and now there is no security outside.’ That is the wailing of the youth, particularly those in the medical profession.”

“Some of the girl students told me they have nowhere to go, they have no security. ‘Our parents are asking us to leave the profession, give back the bond money. Come back. Life is more important than this,’ they told me,” he said, adding that a girl was afraid the “goons” would follow her to her rural posting. 

‘What Bengal Thinks Today…’

Stating that youth are neither creations of the past nor custodians of the present, Mr Bose said they are the creators of the future and it was distressing to see them having to plead for their security like this. 

“What happens on the street in the name of politics is none of my business. But the fact remains that there is a growing fear in Bengal’s society. There is violence everywhere. And all this is happening in Bengal, about which Gopalkrishna Gokhale once said, ‘What Bengal thinks today, India thinks tomorrow’. Is this the same Bengal about which Rabindranath Tagore said, ‘Where the mind is without fear and the head is held high’? Democracy is plummeting into mobocracy. That is the distressing spectacle that we see around us. That’s what worries me as a governor,” he said.

Abhaya Home

The governor said he has faith in the CBI, which is investigating the case, and detailed a three-pronged approach that he has taken to ensure that the students’ grievances are addressed.

He said he has utilised his powers under Article 167 of the Constitution and given instructions to the chief minister, apart from taking up the matter with the Centre.

The third measure, an interim one, is the opening of the ‘Abhaya Home’ at Raj Bhavan, the governor’s official residence. 

“Any student who feels threatened can come here. They will be honoured guests, valued guests of the governor. Whatever other long-term measures are to be taken, I have already taken up with the state government as well as with the central government, including adequate legislation guaranteeing security for medicos and paramedics… Everything that is possible for confidence building will be done,” Mr Bose emphasised.

President’s Rule?

Employing wordplay and keeping his cards close to his chest while answering a question on the opposition’s demand for President’s Rule in West Bengal, the governor said, “Demand is demand, let’s see what the supply is. As governor, I would like to be circumspect on such issues. The Constitution has many options. I reserve my options at this moment… I do not want to come out in the public domain about what I’m going to do next under the Constitution of India”. 

‘Chief Minister Responsible 1st, 2nd and 3rd’

Holding Chief Minister Mamata Banerjee responsible for what is happening in West Bengal, the Governor said that while the cabinet has collective responsibility, the buck stops with her. 

“The cabinet has collective responsibility. Whatever happens in the state, the first responsibility is that of the chief minister, the second responsibility is that of the chief minister and the third responsibility is that of the chief minister,” he said.

Mr Bose insisted he has been getting frantic calls from medical professionals all over India, who have told him they are afraid. 

“The medical fraternity stood as a one-man army against Covid and saved this country. We owe it to them. They don’t deserve such treatment. It is said medicines can cure diseases but only a doctor can cure patients. That is the importance of the medical fraternity, including the paramedics. We cannot let them down,” he stressed.

An “absolute failure of state machinery” led to the vandalism at Kolkata’s RG Kar Hospital late Wednesday and early Thursday, the Calcutta High Court declared this morning. “We listed this because of emails received due to vandalism in the hospital,” the court began.

The medical college was the scene of a grisly murder, and potential rape, on August 9, which has triggered protests and political squabbles nationwide, including Thursday’s ‘Reclaim The Night’ movement during which a mob clashed with police and vandalised parts of the hospital.

In response to the court’s question, the state said, “… there was a mob of around 7,000. The number suddenly swelled… I have videos. They broke barricades… tear gas was fired and 15 police personnel were injured. Deputy Commissioner was injured. Police vehicles damaged. Emergency room ransacked (but) place of occurrence (the crime scene) was protected.”

But the court, which came down strongly on the hospital administration and the cops in earlier hearings – after the doctors’ parents alleged negligence – seemed to dismiss the argument.

A bench led by Chief Justice TS Sivagnanam asked, “So they (the police) couldn’t protect their own men? A sorry state of affairs. How will doctors there work fearlessly?”

The Chief Justice also demanded to know how and why permission had been granted for public protests on so volatile an issue. “Normally police has an intelligence wing… similar things happened on Hanuman Jayanti. If 7,000 are to gather, it hard to believe police did not know.”

The state responded that no permission had been granted.

“You are taking measures? What are the preventive measures?” the court also asked.

Kolkata Police, under fire after multiple allegations by the doctors’ parents, have arrested nine people in connection with the vandalism. The police have also trashed reports the vandals targeted and destroyed the crime scene, saying the latter remains in a secured condition.

“Crime scene is Seminar Room… it has not been touched. Don’t spread unverified news. We will initiate legal action…” the cops said on X.

The vandalism at the RG Kar Medical College and Hospital in Kolkata, where a trainee doctor was brutally raped and murdered last week, has prompted a key doctors’ body to resume its strike with “renewed resolve” just two days after it decided to call it off. 

On Tuesday, the Federation of Resident Doctors’ Association (FORDA) had said it had decided to call off its strike – which began on Monday, three days after the rape and murder of the 31-year-old trainee doctor – after a meeting with Union Health Minister JP Nadda. The organisation had said its demands had been met, including one seeking an assurance that the Central Healthcare Protection Act would be passed to curb attacks on medical personnel.

The decision had caused consternation among resident doctors’ associations (RDAs) of several other hospitals, including that of the premier All India Institute of Medical Sciences (AIIMS) in Delhi, which had said that the strike would go on. The resident doctors’ association of Safdarjung Hospital had even gone on to say that it was no longer associated with FORDA.

Reversing its decision on Thursday, FORDA said it was “shocked and anguished” by the violence at the RG Kar Medical College and Hospital, and acknowledged that its earlier call had caused “distress”.

In a statement, FORDA said, “In light of the recent troubling events at RG Kar Medical College, the Federation of Resident Doctors’ Association (FORDA) addresses our colleagues, the medical community, and the public with renewed resolve… We acknowledge that our earlier decision to call off the strike, made in good faith based on assurances from the Ministry, has caused distress and disappointment within our community. We accept responsibility for this and understand the widespread discontent it has caused.”

“The events that have unfolded since, particularly the violence last night, have shocked and anguished us all. This represents a dark chapter for our profession, We strongly condemn the Union Ministry and State Government for their failure to honour their commitments and ensure the safety of healthcare professionals during this crisis,” it added.

Announcing that it would resume the strike immediately, FORDA said it is developing a plan of action with other RDAs. 

“The events of the past few days have reinforced our commitment to our rights, our dignity, and the future of our profession. This is a pivotal moment. We must stand firm, united, and resolute in our struggle for justice and the respect we deserve,” it asserted. 

Black Badges

The Lucknow chapter of the Indian Medical Association (IMA), which is the largest association of doctors in the country, said its members will wear black badges on Friday to register their protest against the horrific rape and murder as well as the attack on the hospital. 

“We demand from the central government to make a stringent law for violence against doctors and hospital staff at the earliest. Every doctor’s security under a safe environment should be the responsibility of the government,” a statement issued by IMA Lucknow said. 

“On 16th August 2024, we will all wear black badges on duty as a mark of protest against such a brutal and heinous crime and to show solidarity towards the family of the victim,” it added.

RG Kar Attacked

Women in Kolkata and many other parts of the country had organised a vigil, calling it ‘women, reclaim the night’ on Wednesday night. During the vigil, some people entered the premises of the hospital and went on a rampage.

Vehicles were attacked, public property was damaged and the police had to resort to a lathicharge as well as firing teargas shells to control the situation. The Kolkata Police said 15 policemen were injured and nine people have been arrested. 

The trainee doctor’s body was found last Friday and an autopsy report, which had put the time of death between 3 and 5 am, revealed that several injuries were inflicted on her before she was smothered to death. The police had arrested a civic volunteer, Sanjoy Roy, who is now in the CBI’s custody.

The Paris Olympics 2024 concluded with Algerian boxer Imane Khelif winning the gold medal. Often being labelled a ‘biological male’, Imane saw noise erupt whenever she won a boxing bout. But, she decided to keep quiet, not letting her performances inside the ring get impacted by the chatter outside the arena. However, as the Paris Games were concluded Khelif decided to file a lawsuit over the gender row during the Olympic Games, while also naming Tesla owner Elon Musk and famous British author JK Rowling in it.

Khelif’s lawyer has said that JK Rowling and Elon Musk are among those listed in the sportsperson’s legal complaint over online harassment.

Khelif clinched the top podium spot in the women’s welterweight tournament in Paris, becoming Algeria’s first woman boxer win a gold medal at the Olympics.

However, echoes of her disqualification by the International Boxing Association (IBA) from the women’s World Championships after allegedly failing a gender eligibility test kept intensifying the entire Paris Games.

Khelif filed a complaint on Friday with a special unit in the Paris prosecutor’s office for combating online hate that she received during the Olympic Games. Her lawyer Nabil Boudi described the campaign against the boxer, as “misogynist, racist and sexist”.

Boudi informed American publication Variety: “JK Rowling and Elon Musk are named in the lawsuit, among others. Trump tweeted, so whether or not he is named in our lawsuit, he will inevitably be looked into as part of the prosecution.”

While certain names have been put in the complaint, more people could be added if the case goes to court. “What we’re asking is that the prosecution investigates not only these people but whoever it feels necessary. If the case goes to court, they will stand trial.”

Both Musk and Rowling referred to Khelif as a “male”, with the British author saying Khelif was “enjoying the distress of a woman” after the Algerican boxer’s win against Italy’s Angela Carini.

“Men don’t belong in women’s sports,” American swimmer Riley Gaines. Reacting to the post, Musk said: “Absolutely.”

Trump declared on his Truth Social outlet: “I will keep men out of women’s sports.”

Khelif only broke her silence on the matter after winning the gold medal at the Paris Games.

“Now the whole world knows the story of Imane Khelif,” said the Algerian. “It’s a dream for every athlete. If I qualify or not? If I’m a woman or not? I made many statements in the media. I’m fully qualified, I’m a woman, I was born a woman, I lived a woman, there’s no doubt about that.

“These people [who claim I am not], they are the enemies of success, it’s what I call them, it gives my success a special taste because of these attacks.

“… I hope that people will commit to the Olympic charter and its values. We’re here to perform to our audience and families. I hope we will not see similar attacks in these Olympics.”
