UK police said Wednesday that officers had arrested two people after environmental activists sprayed an orange substance on Stonehenge, the renowned prehistoric UNESCO World Heritage Site in southwest England.

“We have arrested two people following an incident at Stonehenge this afternoon,” Wiltshire Police said, as footage posted on social media showed activists from the Just Stop Oil group spraying an orange substance on two of the megalithic monuments.

Mr Gandhi made it clear that his and his sister’s continued presence in both states is a given.

The Congress decision to have Rahul Gandhi retain Raebareli and his sister Priyanka Gandhi Vadra contest from the seat he is vacating, Kerala’s Wayanad, is seen as one of the party’s better planned strategic moves. It is expected to give it a firm foothold in both north and south — necessary groundwork for future elections.

Raebareli is one of the two Gandhi family bastions in Uttar Pradesh, represented for long by Rahul Gandhi’s mother Sonia Gandhi. With the other bastion, Amethi, won back from the BJP by longtime Gandhi family loyalist KL Sharma, it gives back the Congress its firm base that once made it the undisputed choice of Uttar Pradesh.

Elections are due in the state in early 2027 in which the Congress is hoping to expand the niche it created in the recently concluded Lok Sabha election.

From just one seat in 2019, Raebareli, the Congress has won six seats. Its INDIA ally in the state, Akhilesh Yadav’s Samajwadi Party, 37. Their combined number, 43, has reduced the BJP to 33 in a state that for a decade, was seen as its stronghold.

Having drawn blood, the idea now, party insiders hint, is to launch a strong attack on the Yogi Adityanath government in 2027.

But Mr Gandhi’s continued presence in Raebareli has ramifications larger than Uttar Pradesh. The Congress, which has almost doubled its numbers in the Lok Sabha — from 52 in 2019 to 99 — is hoping to stay on the growth curve, which is near impossible without increasing is footprint in the Hindi belt of the north.

The south is another story, where unlike the north, the Congress already rules three states. It won the last year’s assembly elections in Karnataka and Telangana and rules Tamil Nadu with ally MK Stalin’s DMK.

The next target is Kerala, which swung between the Congress and the Left every five years – till it broke the mould in 2021 and voted in the Left the Left for a second term. The Congress is now hoping that anti-incumbency will push the state to its side in 2026.

To that end, the presence of a Gandhi family member in Wayanad is expected to be a huge benefit. While the seat has been a traditional Congress bastion, Rahul Gandhi’s election this year is said to have re-vitalised the party. Of the 20 seats in Kerala, the Congress has won 14 seats, only one down, despite a massive BJP campaign that enabled them to open account in the state with one seat.

In a clear hint of the Kerala Congress’s enthusiasm for the new candidate, senior party leader from the state, KC Venugopal, was seen with Mr Kharge today at the press conference where Ms Gandhi Vadra’s debut was announced.

Mr Gandhi made it clear that his and his sister’s continued presence in both states is a given.

“You are now going to have two MPs, I will keep visiting,” he said in a message to the people of Wayanad. “Two seats (Wayanand and Raebareli) will have two MPs each,” echoed Ms Gandhi Vadra, underscoring her two-decade relationship with Raebareli. As for Wayanand, she said, “I won’t let the people of Wayanad feel his (Rahul Gandhi’s) absence”.

“I will work hard, try my best to make everyone happy in Wayanad, be a good representative,” she added.

In a move that has been speculated for a while, Rahul Gandhi is going to give up the Wayanad Lok Sabha seat today in favour of the family bastion of Raebareli, which he had also won with a big margin, sources have told NDTV. This will pave the way for the Congress leader’s sister Priyanka Gandhi Vadra to contest from the constituency in Kerala, buzz about which has been building up for a few days.

Another important piece of information revealed by the sources is that despite a clamour from Congress leaders, Mr Gandhi is unlikely to take up the role of Leader of Opposition in the Lok Sabha. This would have enabled him to get Cabinet rank status, coordinate better with allies in the INDIA bloc and helped the Congress project a strong face with its increased presence in the Lok Sabha. 

“He has conveyed that he is not inclined to take up the post,” a source said. 

The Congress will hold a meeting around 5 pm and the decision on the Wayanad constituency is likely to be taken there because today is the last day for it to be conveyed to the Lok Sabha secretariat. The call on the pick for the Leader of the Opposition may also be made during the meeting but the selection of the Wayanad candidate can wait as the bypoll will be held within six months of Mr Gandhi giving up the seat.

Practical Considerations

In the just concluded Lok Sabha elections, the Congress leader won the Wayanad Lok Sabha constituency, where he had emerged victorious in 2019 despite his shock defeat in Amethi at the hands of BJP leader Smriti Irani, by a margin of 3.64 lakh votes. This was eclipsed by his performance in Raebareli – helped by Sonia Gandhi’s emotional appeal to voters that she was handing her son to them – which he won with a margin of 3.9 lakh votes. 

The Raebareli seat was held by Sonia Gandhi since 2004 until she moved to the Rajya Sabha earlier this year. Cementing its status as a Gandhi family bastion is the fact that it was also represented by Rahul Gandhi’s grandmother and former PM Indira Gandhi, and her husband Feroze Gandhi. 

While Rahul Gandhi was not inclined to give up Wayanad, what also worked in favour of Raebareli was the fact that it’s in Uttar Pradesh, home to the largest number of Lok Sabha seats in the country, the sources said. The astounding performance of the Samajwadi Party-Congress alliance in the state, where it won 43 of 80 constituencies, reducing the BJP from 62 to 33, also played a role in the decision-making.

Last week, Mr Gandhi had said that he was facing a dilemma and was still undecided on which seat he would retain, hinting only that his final decision would make people from both constituencies happy. Kerala Pradesh Congress Committee chief K Sudhakaran had almost let the cat out of the bag when he said, “We should not be saddened as Rahul Gandhi who is supposed to lead the nation cannot be expected to remain in Wayanad. Therefore, we should not be sad. Everyone should understand that and give all their wishes and support to him.”

Priyanka Gandhi’s Debut?

Should Priyanka Gandhi decide to take the plunge from Wayanad, it will end speculation around her political debut, which has been around since before the last Lok Sabha elections. There was buzz that she would be the candidate against Prime Minister Narendra Modi in Varanasi and, ahead of the 2024 elections, it was speculated that she would contest from Raebareli while Rahul Gandhi would fight to win back Amethi.

Apart from Congress workers, the push had also reportedly come from Congress President Mallikarjun Kharge, but Ms Gandhi had chosen not to contest. Sources close to her had said that she did not want to give the BJP a reason to hurl allegations of dynastic politics at the Congress given that her brother and mother were already members of Parliament.

Her gambit paid off, especially in Uttar Pradesh, where the Congress managed to increase its tally of Lok Sabha seats from one to six.

Parliamentary Affairs Minister Kiren Rijiju met Congress president Mallikarjun Kharge on Sunday, a week ahead of the first session of the new Lok Sabha.

Mr Rijiju met Mr Kharge at the Congress chief’s 10, Rajaji Marg residence in what was said to be a courtesy call.

The minister later shared a picture of the meeting in a post on X.

“I had a pleasant courtesy meeting with Leader of Opposition in Rajya Sabha and Congress party president Shri Mallikarjun Kharge ji. He shared with me about many valuable experiences of his life. Together, we all will work for the nation,” he said in the post.

Assuming charge of the ministry last week, Mr Rijiju had said there was no need for the government or the opposition to pull each other down on the basis of numerical strength and asserted that he would reach out to everyone for smooth functioning of Parliament.

The first session of the 18th Lok Sabha will begin on June 24 during which new members of the Lower House will take oath and the speaker elected.

President Droupadi Murmu will address a joint sitting of the Lok Sabha and the Rajya Sabha on June 27 and is likely to outline the new government’s roadmap for the next five years.

The session will conclude on July 3.

The first three days of the session will see the newly-elected MPs taking oath and electing the speaker of the Lower House.

Both Houses of Parliament are expected to reconvene in the third week of July for the presentation of the Union Budget.

The Delhi High Court has directed the Congress leaders Ragini Nayak, Jairam Ramesh, Pawan Khera and social media platforms to remove the tweets/ videos alleging that veteran journalist Rajat Sharma used abusive language during a live show on the day of Lok Sabha election results.

Journalist Rajat Sharma moved a defamation suit in the Delhi High Court against Congress leaders on Saturday and sought direction for immediate takedown of the posts on X and YouTube videos posted by them.

The bench of Justice Neena Bansal Krishna in an order passed on June 14, 2024, stated that “The irreparable loss and injury would be caused to the plaintiff/ Rajat Sharma if the videos and Tweets, etc as mentioned above, are allowed to be in the public domain, it would continue to cause harm to his reputation as a respectable Journalist which would cause irreparable harm to the plaintiff.”

“No harm would be caused to the defendants (Congress Leaders and Social Media platforms ) if the material is restrained from remaining in the public domain till the suit is adjudicated on merits, while these tweets have the potential of bringing disrepute to the Plaintiff in future with practically no reparation to the damage to his reputation”.

“The plaintiff may have quantified damages for defamation and to his reputation but if such videos are permitted to remain in public, the harm already caused would get perpetuated in future. Therefore, the irreparable loss would be caused to the applicant/plaintiff in case the injunction as sought by the applicant/plaintiff is not granted,” said the bench.

The bench directed, “the X posts/Tweets which have not been removed, be removed within seven days by the defendants in terms of the Intermediary Guidelines. It is further directed that the videos which are in the public domain be made private by Google India Pvt Ltd and not to be put in the public domain, without the Orders of this Court.”

Rajat Sharma through suit had sought interim relief to restrain the Congress leaders from making allegations against him. He has sought directions to take down the related videos with immediate effect from X and other social media intermediaries.

Recently, Congress spokesperson Ragini Nayak accused Sharma of abusing her on television on June 4, the day votes were counted for the Lok Sabha polls. Jairam Ramesh and Khera had made remarks on the issue on X.

Senior Advocate Maninder Singh appeared for Rajat Sharma and submitted that abusive language was not used by the senior journalist. He also submitted that the allegations made against Sharma were “baseless and are cooked up”.

Mr Singh said the show was telecast live on June 4 and no issues were raised by the Congress leaders but later, after six days, the issue was brought to the fore. He further pointed out that the tweets made and the allegations levelled against him were damaging his reputation.

On June 11, Rajat Sharma addressed the allegations levelled against him by the Congress Party. Mr Sharma, in his statement, termed the allegations a conspiracy to slander his name and reputation as a journalist.
