Landslide Hampers Rescue Of 40 Trapped In Uttarakhand Tunnel For Over 70 Hours



Latest visuals showed rescue teams dismantling the drilling machine that had been set up.

A fresh landslide hampered efforts to rescue 40 labourers trapped in an under-construction tunnel in Uttarakhand for over 70 hours. Rescue officials had spent hours preparing a platform for the auger drilling machine to insert steel pipes through the rubble, but a landslide on Tuesday night forced them to dismantle the machine and start work on the platform again.

The drilling machine would have helped create a passage for the labourers to come out of the tunnel which collapsed on Sunday morning. Officials said around 21 metres of slab blocking the tunnel has been removed and a 19 metres passage is yet to be cleared.

Uttarkashi District Magistrate Abhishek Ruhela had earlier told reporters that the trapped labourers could be evacuated today.

“If everything goes as planned, the trapped labourers will be evacuated by Wednesday,” he said after visiting the accident site on Tuesday evening.

But the latest visuals showed rescue teams dismantling the drilling machine and the platform that had been created.

In an update, the state disaster response force said that work is on to set up a new drilling machine.

Videos from the spot showed huge piles of concrete blocking the tunnel, twisted metal bars from its broken roof buried in rubble creating more obstacles for rescue workers – who are mostly migrants from Bihar, Jharkhand, Uttar Pradesh, West Bengal, Odisha, Uttarakhand, and Himachal Pradesh.

The plan is to push through both 800- and 900-millimetre diameter sections of mild steel pipes — one after the other — into the rubble using drilling equipment and create an escape passage for the workers who, officials said earlier, are safe and being provided with oxygen, water, food packets and medicines through tubes.

There are eight 900-millimetre diameter pipes with a length of six metres each and five pipes of 800-millimetre diameter of the same length, the State Emergency Operation Centre said.

A part of the tunnel being built between Silkyara and Dandalgaon on the Brahmakhal-Yamunotri National Highway caved in on Sunday following a landslide. The trapped workers have a buffer of around 400 metres to walk and breathe, officials said.

The rescue teams have also successfully established communication with the workers with Walkie-Talkies. Initial contact was made via a note on a scrap of paper, but later rescuers managed to connect using radio handsets.

Gaza’s biggest hospital has buried 179 people, including babies, in a “mass grave” inside its compound, Al Shifa Hospital chief Mohammad Abu Salmiyah said Tuesday, underlining the catastrophic humanitarian crisis in the region. “We were forced to bury them in a mass grave,” the hospital director said.

Seven babies and 29 patients from the intensive care unit were buried after the hospital’s fuel supplies ran out. “There are bodies littered in the hospital complex. There is no more electricity…”

A journalist, who is collaborating with AFP, said the stench of decomposing bodies was everywhere. A surgeon at the hospital, working with Medecins Sans Frontieres, or Doctors Without Borders, called the situation “inhuman”. “We don’t have electricity. There’s no water. There’s no food.”

The Al Shifa Hospital is Gaza City’s largest and was cut off from the world for over 72 hours last week after a deadly blockade by Israeli forces that included tanks at the front gates; Tel Aviv insists the hospital sits atop a network of tunnels that form part of the Hamas’ underground headquarters.

Israel has accused the terror group of using hospitals and patients as human shields, an accusation the Hamas and Gaza health officials have denied. In a separate incident, Israel claimed to have discovered a tunnel leading into another hospital from the home of a known Hamas operative.

The United Nations believes thousands, and perhaps more than 10,000 – including patients, staff and displaced civilians – may be inside Al Shifa and unable to escape because of fierce fighting nearby.

The surviving babies are at risk of contracting viruses because they have no immunity.

Al Quds, a second major hospital in the area, has been cut off from the world for a week.

Hospitals, and medical personnel, are protected under international humanitarian law and parties in conflict must ensure their protection. They cannot be used to shield military objectives from attack, but any operation around or within must protect patients, staff, and other civilians, the United Nations’ Office for Coordination of Humanitarian Affairs said in its Monday update from Gaza.

Israel had pledged to help evacuate the babies. That has not happened so far.

Earlier today, a heart-breaking image emerged from the same hospital – of seven babies bundled together, some in non-descript, hospital-green fabric and others with tubes sticking out of them.

The seven are among 39 born prematurely – they weigh less than 1.5 kg each. Each should be in incubators so body temperatures can be regulated. Instead, they were moved to ordinary beds – placed side-by-side and covered by packets of nappies and cardboard boxes of sterile gauze – over the weekend because there is no more fuel to run the generators that power the incubators.

“Yesterday I had 39 babies… today 36,” Dr Mohamed Tabasha, the paediatric head, told Reuters Monday. “I cannot say how long they can last. I can lose another two babies today… or in an hour.”

By the end of the day three more (and nine adult patients) had died, AFP reported.

The health ministry in Hamas-run Gaza says the assault has already killed 11,240 people, most of whom are civilians and at least 40 per cent of whom were children.

Israel has vowed “vengeance” for the Hamas’ October 7 terror attack that killed over 1,200, including children, but Prime Minister Benjamin Netanyahu is coming under growing international pressure – after many Western nations first refused to openly criticise Tel Aviv for its brutal attacks.

In the face of that pressure, Israel has agreed to daily pauses in military operations around specified humanitarian “corridors” to allow civilians to flee fighting. However, Israel has so far resisted calls for a broader ceasefire, insisting this will not be allowed before all of the Hamas’ hostages are released.

CBI has asked Delhi Lt Governor for permission to file FIR against ex Delhi minister

The Central Bureau of Investigation (CBI) has sought permission from the government to file a first information report (FIR) against former Delhi minister Satyendar Jain, who is in jail, and former Director General of Prisons Sandeep Goel for alleged extortion of crores of rupees from high-profile prisoners, including conman Sukesh Chandrashekhar, in return for a comfortable life in jail, sources said today.

The request seeking sanction against Mr Jain and jail officer Raj Kumar was sent to Lieutenant Governor Vinai Kumar Saxena, while the request for permission to move against Mr Goel and retired Indian Administrative Service officer Mukesh Prasad has been sent to the Home Ministry, sources said.

In a statement, the Aam Aadmi Party called the CBI’s move “nothing but mockery of law”. “AAP categorically denies any association, communication let alone any money transaction between Mr Jain and Sukesh Chandrasekhar or any of his associates,” the party led by Delhi Chief Minister Arvind Kejriwal said.

“The CBI sought the LG’s permission for conducting inquiry against Satyendar Jain and others based only and only on the statement of Sukesh Chandrasekhar, the biggest thug and conman of India,” the AAP said.

Mr Goel, a 1989-batch Indian Police Service (IPS) officer, was suspended by the Home Ministry last year after allegations of extortion were made against him.

The CBI has alleged it has “source information” that Mr Jain, Mr Goel, Mr Prasad and Mr Kumar have been extorting crores of rupees from “high-profile prisoners”, including Mr Chandrashekhar, who himself faces charges of duping many people, to enable them to live comfortably in prison, news agency PTI reported quoting unnamed sources.

Questions sent to Mr Goel seeking his reaction remained unanswered, PTI reported.

The CBI needs the sanction before filing an FIR or a case against a public person under Section 17A of the Prevention of Corruption Act. The CBI alleged that “a high-level corruption and extortion racket” was being run in Delhi’s jails in connivance with Mr Goel and Mr Prasad along with associate officers, private persons and accomplices.

“They worked as a syndicate for the same,” the CBI alleged in its letter to the Lieutenant Governor.

The CBI alleged it has “source information” that Mr Jain allegedly “extorted and received Rs 10 crore from Mr Chandrashekhar in various tranches during 2018-21 either himself or through his accomplices, as protection money,” to enable the alleged conman to live a peaceful and comfortable life in jail.

Mr Chandrashekhar is in jail on charges of money laundering and duping several people.

The air quality in Delhi and nearby cities reached hazardous levels a day after Diwali with the widespread violation of the firecracker ban across the National Capital Region (NCR) on Sunday raising environmental concerns.

Most realtime air monitoring platforms this morning pegged the air quality index (AQI) above 500, with some places reaching as high as 900. Jawaharlal Nehru Stadium recorded an AQI of 910, Lajpat Nagar 959 and Karol Bagh 779 around 6 am, according to aqi.in.

The average AQI was around 300 at most places, showed data recorded by the Central Pollution Control Board (CPCB). The level of PM2.5 pollutants crossed 500 at most places across the city during the day.

Air quality index is an indicator to measure air pollution. An AQI between zero and 50 is considered ‘good’, 51 and 100 ‘satisfactory’, 101 and 200 ‘moderate’, 201 and 300 ‘poor’, 301 and 400 ‘very poor’, 401 and 450 ‘severe’ and above 450 ‘severe plus’.

The Supreme Court last week clarified that its order banning firecrackers that has barium binds every state and is not just limited to the Delhi-NCR region. In September, the court had refused to interfere with the Delhi government’s ban on firecrackers, saying people’s health is important.

Delhi yesterday recorded its best Diwali day air quality in eight years with clear skies and abundant sunshine. The AQI stood at 218 at 4 pm, the best in at least three weeks, with rains last week bringing about a slight improvement.
