PM Modi Breaks Silence On US' Sikh Murder Plot Claim

Allegations an Indian national conspired to murder an American-Canadian citizen – Khalistani terrorist Gurpatwant Singh Pannun – will be examined, but “a few incidents” cannot derail ties between India and the United States, Prime Minister Narendra Modi said Tuesday, in his first public remarks since US federal prosecutors last month announced murder-for-hire charges against Nikhil Gupta.

“If someone gives us any information, we will definitely look into it,” the Prime Minister told the Financial Times, “If a citizen of ours has done anything, good or bad, we are ready to look into it. Our commitment is to the rule of law.”

“There is, however, also strong bipartisan support for the strengthening of the India-US relationship, which is a clear indicator of a mature and stable partnership,” the Prime Minister told the British daily, which was the first to break news of Mr Gupta being charged, based on information from its sources..

The Prime Minister – a frequent visitor to the US since 2014, most recently a State visit in June – flagged “security and cooperation in counter-terrorism” as key parts of that partnership, and said, “I don’t think it is appropriate to link a few incidents with diplomatic relations between the two countries.”

US authorities said Nikhil Gupta, 52, and an Indian government staffer- code-named CC-1 – exchanged telephonic and electronic communications starting May, in which the latter asked the former to plan the murder.

In return, he was promised assistance in dropping a criminal case against him in India. The two also met in person, in Delhi, US prosecutors said. Mr Gupta is accused of trying to hire a hitman to kill Pannun, but that individual turned out to be an undercover American federal agent.

He faces a 20-year jail term if convicted of the murder-for-hire and conspiracy charges. The US has also accused an Indian government employee, whose identity has been withheld at this time.

Responding to the charges, the Foreign Ministry had said “India takes such inputs seriously since they impinge on our national security interests… the relevant departments are already examining the issue.” A high-level inquiry committee has been established, the government said.

The White House has called on New Delhi to hold those involved accountable. US Secretary of State Antony Blinken said the United States “looks forward to the results” of the Indian government’s inquiry.

Mr Gupta, held in a Czech prison pending extradition to the US, moved the Supreme Court in India last week, claiming his religious and human rights were violated. The court refused immediate relief, and told the petitioner to file a copy with the government before setting the next date for January 4.

Meanwhile, this case has prompted renewed scrutiny of allegations made by Canada – Prime Minister Justin Trudeau’s government said it had “credible allegations” that an Indian government official was involved in the killing of Hardeep Singh Nijjar, a Khalistani terrorist and Canadian citizen, in June.

Last month, after the US’ charges were revealed, Mr Trudeau told reporters it “… underscores what we’ve been talking about from the beginning, which is that India needs to take this seriously.”

India has rubbished Canada’s claims as “motivated” and “absurd”, and told Ottawa “this is not the Government of India’s policy”. It has also pointed out that no concrete evidence has been shared so far.

5.9-magnitude quake sent strong tremors through parts of China’s Qinghai province on Tuesday night.

Beijing:

At least 86 people were killed in an overnight earthquake in China’s northwest Gansu province, state media reported on Tuesday.

Another 96 were injured in the province after the strong, shallow earthquake struck, state news agency Xinhua said, citing the provincial earthquake relief headquarters.

According to Xinhua, nine people were also killed and 124 injured in the city of Haidong in the neighbouring province of Qinghai.

The quake caused significant damage, including collapsed houses, and sent people running into the street for safety, the agency said. Rescue work was under way early Tuesday.

The quake, which was logged as magnitude 5.9 by the US Geological Survey, struck in Gansu province near the border with Qinghai province, where Haidong is located.

Xinhua reported the quake as magnitude 6.2.

Power and water supplies were disrupted in some local villages, Xinhua said.

Fallen ceilings and other debris could be seen in videos posted on social media.

The earthquake struck at a depth of 10 kilometers (six miles) at 11:59 pm local time Monday (1559 GMT), according to the USGS, which revised the magnitude downward after initially reporting 6.0.

Officials launched an emergency response and dispatched rescue personnel to the area just after the quake, and provincial leaders were also en route, Xinhua reported.

According to USGS, the quake occurred some 100 kilometers (60 miles) southwest of Gansu province’s capital, Lanzhou, and was followed by several smaller aftershocks.

Earthquakes are not uncommon in China. In August, a shallow 5.4-magnitude earthquake struck eastern China, injuring 23 people and collapsing dozens of buildings.

A car crashed into a Secret Service vehicle attached to Joe Biden’s motorcade on Sunday, with the security scare startling the US president as he left his campaign headquarters in Delaware.

After a loud bang caused by a sedan slamming into an SUV positioned in a nearby intersection about 130 feet (40 meters) from Biden, security personnel rushed the president into a waiting vehicle and he was whisked away from the building in downtown Wilmington.

“Both the president and first lady are fine,” a White House official told an AFP reporter who witnessed the incident.

“Today, at approximately 8:09 pm (0109 GMT), a Secret Service vehicle securing the president’s motorcade route was struck by another vehicle in Wilmington,” Secret Service spokesperson Special Agent Steve Kopek said.

“There was no protective interest associated with this event and the president’s motorcade departed without incident,” he added.

Pool reporters had gathered on the sidewalk outside the campaign offices — where the president and First Lady Jill Biden had dinner with staff — and had just finished shouting questions to Biden from a distance when they heard the crash and saw him with a surprised expression on his face.

Agents sprang into action, cornering the silver car with Delaware license plates and drawing weapons on the driver, who held up his hands.

Reporters were then quickly rounded up by staff to join the motorcade as it departed the rain-drenched scene.

“They’re evacuating, you guys gotta go,” a staffer told reporters as security personnel secured the area.

Biden arrived safely at his family home without further incident.

Gopalganj:

A priest was shot dead and his eyes gouged out in Bihar’s Gopalganj district yesterday, the police said.

His body was recovered from the bushes late last evening, officials said, adding there were injuries on his private parts as well.

32-year-old Manoj Kumar had been missing since Monday night. He was last seen leaving the Shiva temple in Danapur village at around midnight.

Manoj Kumar’s brother Ashok is a former BJP worker.

Soon after his body was found, clashes erupted in the village with locals accusing police of negligence. Two policemen were injured in the clashes after villagers staged protest on the national highway and threw stones at police. A police vehicle was also set on fire.

Manoj Kumar’s family had filed a missing complaint on Tuesday following which police had launched a search operation to trace him.

Pranjal, Sub-Divisional Police Officer, Gopalganj, said the situation in the village was under control now and adequate police force had been called in to prevent any untoward incident.

He said a probe has been launched and efforts are on to arrest the suspects.

A court here on Saturday denied bail to dismissed Railway Protection Force (RPF) constable Chetansinh Chaudhary, accused of shooting dead his senior colleague and three passengers on a moving train in July this year, by stating he was in a “well settled position and mind” at the time of crime.

His bail was rejected by Additional Sessions Judge (Dindoshi Court) AZ Khan who held the offence was serious.

Chaudhary not only killed his senior but also three others of a “particular community” by making them specific targets, the court said.

The accused uttered words which clearly show “he was in a well settled position and mind to commit murder of people belonging to a specific community”, the court said while rejecting his bail plea.

Chaudhary, who is lodged in a jail in Maharashtra’s Akola, about 550 kms from here, was present in the court during the hearing.

In his bail plea, filed last month through advocates Amit Mishra and Pankaj Ghildiyal, the accused said he has been suffering from “haunted illusions of the ghostly world”, and doing some weird act.

The police had opposed his plea, saying that he appeared to have harboured “anger and grudge” towards a particular community and showed no remorse for the crime committed.

If his bail is granted, it could create a negative image about the law and also create fear, panic and insecurity among certain religious groups, the Government Railway Police (RPF), which is probing the case, had submitted.

Umesa Khatoon, wife of victim Asgar Shaikh, through her advocates Karim Pathan and Fazlurrahman Shaikh, had also opposed Chaudhary’s bail, saying the accused is a “terrorist minded person” and “a threat to national security”.

“There is prima facie case of four brutal murders committed by the hatemonger accused witnessed by 39 eyewitnesses and virtually witnessed by the entire nation,” the advocates submitted.

The incident took place on July 31 on board the moving Jaipur-Mumbai Central Express near Palghar railway station in Maharashtra.

He shot dead RPF Assistant Sub-Inspector Tika Ram Meena and another passenger in B5 coach with his automatic weapon. He then shot dead another passenger in a pantry car and one more passenger in S6 coach next to the pantry car after 5 am.

Chaudhary (34) was later caught with his weapon while trying to flee after passengers pulled the chain of the train and got it to halt at Mira Road.

In October, the police filed a chargesheet against Chaudhary.

He has been booked under Indian Penal Code (IPC) sections 302 (murder), 153-A (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc) and others, as well as relevant provisions of Railways Act and Maharashtra Prevention Of Defacement of Property Act.
