Nitish Kumar Wants Bihar Caste Quotas Raised To 65%, Past Supreme Court Cap


Quota for Backward Classes and EBCs in Bihar may go up to 43 per cent, Nitish Kumar said (File).

Bihar Chief Minister Nitish Kumar has proposed increasing reservation in government jobs and educational institutions for Scheduled Castes and Scheduled Tribes, as well Other Backward Classes and Extremely Backward Classes, to 65 per cent. This is excluding the centre’s 10 per cent reservation for individuals from Economically Weaker Sections, and will take total reservation to 75 per cent.

The proposals will take state quotas past the 50 per cent cap set by the Supreme Court in 1992.

“We will do the needful after due consultation. It is our intent to effect these changes in the current session,” the Chief Minister said, adding that the three per cent quota for OBC women be scrapped.

Under the proposed revised quotas, Scheduled Caste candidates will have 20 per cent reservation, while those from OBCs and EBCs will get 43 per cent quota – a significant increase from the earlier 30 per cent. Reservation of two per cent has been proposed for ST candidates.

The current reservation levels are 18 per cent for EBCs and 12 per cent for Backward Classes, 16 per cent for Scheduled Castes, and one per cent for Scheduled Tribes.

The proposal comes hours after a full report on the contentious state-wide caste survey was tabled before the Bihar Assembly, amid claims by the opposition BJP that the ruling Janata Dal(United)-Rashtriya Janata Dal duo had inflated data relating to the Yadav community and Muslims.

Nitish Kumar – whose deputy, the RJD’s Tejashwi Yadav, hails from the former group – slammed the BJP for the allegations. Earlier, Mr Yadav had demanded critics of the caste survey provide proof.

The Yadavs are the largest OBC sub-group in the state, accounting for 14.27 per of that population.

Overall, according to the Bihar caste survey, 36 per cent of the state’s 13.1 crore people are from EBCs, 27.1 per cent are from Backward Classes, and 19.7 per cent are from Scheduled Castes. Scheduled Tribes make up 1.7 per cent of the population, and the General Category is 15.5 per cent.

This means that over 60 per cent of Bihar hails from Backward or Extremely Backward Classes.

More data, released earlier today, said 34 per cent of all families in the state survive on less than Rs 6,000 per month, and 42 per cent of Scheduled Caste and Scheduled Tribe families live in poverty.

Also according to the data, less than six per cent of individuals from Scheduled Castes had finished their schooling; i.e., cleared Class 11 and Class 12. That number inches up to nine per cent overall.

Last month, release of the first tranche of caste survey data was followed by speculation of just this announcement – an increase in quota for backward classes and other marginalised communities.

The Bihar government’s caste survey – now a political hot potato after the opposition has pushed for a similar, nation-wide exercise – began to make headlines (again) in November last year.

This was after the Supreme Court backed the centre’s 10 per cent EWS quota.

The court called the quota – introduced shortly before the 2019 Lok Sabha election – non-discriminatory and said it does not alter the basic structure of the Constitution.

A combative Donald Trump clashed repeatedly with the judge on Monday as he took the stand in the New York civil fraud case threatening to cripple his real estate empire.

“This is not a political rally,” New York Supreme Court Justice Arthur Engoron told the former president after admonishing him to keep his answers short.

“Please, just answer the questions, no speeches,” Engoron said before asking one of Trump’s lawyers, Christopher Kise, to “control your client.”

Trump, the first former US president to take the stand as a defendant in a court case in more than a century, complained in testimony about what he called a “very unfair” and “crazy trial” brought by Democrats “coming after me from 15 different sides.”

The 77-year-old Trump, dressed in a dark blue suit and tie with an American flag on his lapel, was sworn in shortly after 10:00 am (1500 GMT) to begin his testimony.

Trump, his eldest sons Don Jr and Eric, and other Trump Organization executives are accused of exaggerating the value of their real estate assets by billions of dollars to obtain more favorable bank loans and insurance terms.

Testifying under oath, Trump dismissed allegations that the company’s statements of financial condition were fraudulent, and said “they were not really documents that the banks paid much attention to.”

He said the value of the “Trump brand” was also not taken into account in the valuations of his real estate assets.

“I became president because of my brand,” Trump said under questioning from Kevin Wallace, a lawyer for the New York attorney general’s office which brought the case.

Before taking the stand, Trump, the frontrunner for the 2024 Republican presidential nomination, spoke to reporters outside the courtroom, denouncing the case as “election interference.”

“It’s a very sad situation,” he said. “It usually takes place in third world countries and banana republics.”

‘Numbers, my friends, don’t lie’

New York state Attorney General Letitia James told reporters before Trump’s arrival that the former president had “consistently misrepresented and inflated the value of his assets.”

“Before he takes the stand, I am certain that he will engage in name-calling and taunts and race-baiting and call this a witch hunt,” James said. “But at the end of the day, the only thing that matters are the facts and the numbers.

“And numbers, my friends, don’t lie.”

Trump has repeatedly attacked James, who is Black, as “racist,” and has also gone after Engoron, calling the judge “unhinged” and a “Trump-hating radical left, Democrat operative.”

Engoron has responded by slapping Trump with $15,000 in fines for violating a partial gag order imposed after he bashed the judge’s clerk on social media.

Trump’s testimony follows that of his sons Don Jr. and Eric, who took the stand last week and blamed accountants for any inaccuracies in the financial statements of the company.

According to The Washington Post, the last former president to testify publicly as a defendant was Theodore Roosevelt, who took the stand during a 1915 libel trial.

Trump has already given testimony twice in connection with this case, both times in closed-door depositions.

First of several trials

Trump and his sons do not risk going to jail, but face up to $250 million in penalties and potential removal from the management of the family company.

Even before opening arguments, Engoron ruled that James’s office had already shown “conclusive evidence” that Trump had overstated his net worth on financial documents by between $812 million and $2.2 billion between 2014 and 2021.

As a result, the judge ordered the liquidation of the companies managing the assets in question, such as the Trump Tower and 40 Wall Street skyscrapers in Manhattan.

That order is on hold pending appeal, but its potentially sweeping consequences highlight the high stakes for the former president.

The tycoon’s daughter, Ivanka Trump, who left the Trump Organization in 2017 to become a White House advisor, is not a codefendant in the case but has also been ordered to testify, possibly as soon as Wednesday.

The civil fraud trial is one of several legal battles Trump faces as he seeks to recapture the presidency.

In March, Trump — who was impeached twice while in office — faces a trial on charges that he conspired to overturn the results of the 2020 election, which he lost to President Joe Biden.

49 centuries and counting! Virat Kohli now has joint-most number of tons in One-Day Internationals, having equalled batting great Sachin Tendulkar‘s record of 49 on Sunday. Kohli reached the milestone ton in his 277th innings, far quicker than Tendulkar’s 438, smashing an unbeaten 101 against South Africa in a Cricket World Cup match at the Eden Gardens. Interestingly, Kohli equalled his idol and former teammate on his 35th birthday. As Kohli joined him at the top of the podium, Tendulkar hoped that the former India captain would go on to break the record in the coming days.

“Well played Virat. It took me 365 days to go from 49 to 50 earlier this year. I hope you go from 49 to 50 and break my record in the next few days. Congratulations!!,” Tendulkar posted on X (formerly Twitter).

“Every opportunity to play for India is a big one, to be able to ton up on my birthday is a stuff of dreams,” said Kohli whose century added to his ongoing total of over 26,000 international runs.

Kohli’s 101 not out was the centrepiece of unbeaten tournament hosts India’s 326-5 in their 50 overs.

“It is something you dream about as a child. I am just happy to help the team as much as possible,” added Kohli.

Together with Shreyas Iyer (77) he shared a third-wicket partnership of 134 after India captain Rohit Sharma had won the toss on what turned out to be a tricky pitch.

“It was a wicket that was tricky to bat on. We got a great start. My job was to keep the momentum going when I got in,” added Kohli.

Pakistan massively boosted their chances of reaching the Cricket World Cup 2023 semifinals after defeating New Zealand by 21 runs (DLS) in a rain-marred encounter in Bengaluru on Saturday. New Zealand posted a formidable total of 401/6 with the help of impressive knocks from Rachin Ravindra and Kane Williamson. In reply, Fakhar Zaman scored an explosive century while Babar Azam contributed with a gritty half-century as Pakistan were ahead of DLS par score when rain halted play.

Thanks to the victory, Pakistan now have eight points and they leapfrogged Afghanistan to grab the fifth spot in the official standings. The Babar Azam-led side has the same number of points as New Zealand after eight matches but the Kiwis are ahead thanks to a better Net Run Rate (NRR).

If Pakistan win their final game against England and New Zealand lose their final game against Sri Lanka, the Babar Azam-led side will finish above Kane Williamson and Co. However, if both win their respective matches, the team with the better NRR will finish higher in the final points table.

The other team in contention for the semi-final spot is Afghanistan who have eight points from seven matches. They have matches remaining against Australia and South Africa with two wins guaranteeing their spot in the knockout stage. But, if they win just one game and both Pakistan and New Zealand win their matches, all three sides will have 10 points and once again, NRR will decide who finishes on top.

Australia are currently third with 10 points with their win over England. India are top of the points table with 14 points while South Africa are in the second spot with 12 points.

A self-proclaimed “tumour research institute” in China is under investigation after a woman exposed how her cancer-stricken mother was duped into paying a staggering 200,000 yuan (approximately Rs 22.76 lakh) for treatments that include bloodletting and even applying cement to her skin.

According to South China Morning Post (SCMP), the woman, surnamed Wang, learned that her mother had been diagnosed with late-stage breast cancer at the end of 2021. Soon after diagnosis, the two women were introduced to a traditional Chinese medicine doctor in Wuhan, who claimed to specialise in treating cancer. They travelled to meet the man, surnamed Yu, at his Dongyusanbao Tumour Research Institute, where he told them he had invented a medicine that could kill cancer cells.

According to Ms Wang, Mr Yu went to great lengths to convince the two women, showcasing what appeared to be credible patent documents and prestigious awards certificates for his cancer treatment. 

Filled with hope, Ms Wang’s mother immediately purchased the first batch of liquid medication from Mr Yu at a cost of 20,000 yuan (US$2,700), which he assured was a simple oral remedy. Over the course of a year, Ms Wang said she and her mother flew to Wuhan from their home in northeastern Liaoning province six times. This journey took a severe financial toll, with the total expenditure racing over 200,000 yuan. 

Moreover, in addition to giving the elderly woman oral medication, Mr Yu also made dozens of injections into her breasts to make her lose blood, Ms Wang said, as per the outlet. He bizarrely also told the woman to apply a mixture of cement and lime skin under her armpits, claiming that it would aid in shrinking the cancerous lumps. 

“He told my mother to apply cement mixed with lime on the skin under her armpits, saying this could help shrink lumps. My mother followed his instructions but her skin festered after doing it for two months,” Ms Wang said.

However, in April this year, Ms Wang’s mother’s condition deteriorated and local doctors told her that the cancer cells had spread across her body. But Mr Yu insisted that was normal and even told them not to worry. He even convinced the woman to continue drinking his medicine. However, this ultimately led to the mother’s death in June, Ms Wang said. 

According to SCMP, Mr Yu later confessed that neither he nor his institute have any medical qualifications. “I am not practising medicine. I just sold them health-enhancing products. My method of bloodletting is aimed at promoting good health, it is not acupuncture,” Mr Yu said. He also confessed that the certificates and documents he had shown the two women were, in fact, bought online for a few thousand yuan. The authorities are now still investigating the bizarre case.
