Bengal Man Charged Over “Terrorists, Genocide” Posts On Manipur


Manipur Police filed an FIR against Bengal resident Arijit Biswas over posts on X

Imphal:

A man from West Bengal’s Dakshin Dinajpur has been charged by the Manipur Police for alleged defamatory posts on social media against the state government, Chief Minister N Biren Singh and Home Minister Amit Shah.

The accused, Arijit Biswas, allegedly posted on X (formerly Twitter) that Mr Shah and Mr Singh belong to a “terrorist organisation”, according to the first information report (FIR) filed by an Imphal resident.

The complainant alleged Mr Biswas, a resident of Balurghat, posted on X that the Manipur government has been “sponsoring” ethnic violence and carrying out “genocide”.

A copy of the FIR has been sent to the Commissioner (Home) for further action, people with direct knowledge of the matter told NDTV on Thursday. The charges have been filed under several sections linked to promoting enmity between communities on religious and race lines, including a non-bailable one, of the Indian Penal Code (IPC).

The police will send summons to Mr Biswas to join investigation, people familiar with the matter said, adding a team could be sent to arrest him if he refuses to cooperate in the investigation.

“The accused by using social media platforms as tools propagated misleading statements to destabilise a democratically elected government, disturb communal harmony by creating enmity among communities, and defame the state government and one particular community,” the complainant said in the FIR, a copy of which NDTV has seen.

“The accused intentionally made this false propaganda/misleading statements to continue and escalate the violence in Manipur. His unlawful activities are a threat not only to the security of the state but also to the nation,” the complainant said.

This is the latest police case filed in the state capital Imphal over alleged defamatory content. The Editors’ Guild of India also faces two FIRs over its report on the ethnic clashes, published by a three-member, crowdfunded team after staying in Manipur for four days, which the state government said was “false, fabricated and sponsored”.

The police in northeast states have, in some sensitive cases, sent their personnel to arrest people outside the state and bring them in. Gujarat Congress MLA Jignesh Mevani was arrested from the state’s Banaskantha district by a team of the Assam Police in April last year over his tweets on Prime Minister Narendra Modi. He was brought to Assam to face trial. He was later released on bail.

In May 2021, the Arunachal Pradesh Police sent a team to Punjab and arrested a YouTube influencer, and brought him to Itanagar under police custody. The YouTube influencer, Paras Singh, had made racist comments on an MLA and the people of Arunachal Pradesh.

Parliament’s special session will be held from September 18 to September 22 (File).

The government will hold an all-party meeting Monday evening – hours before the start of a five-day special session of Parliament that was called for by Union Minister Pralhad Joshi earlier this month.

Mr Joshi posted on X (formerly Twitter), writing: “Ahead of the Parliament session from the 18th of this month, an all-party floor leaders meeting has been convened on the 17th at 4.30 PM. The invitation for the same has been sent to concerned leaders through email. Letter to follow.” The post also included a Kannada translation of the statement.

Pralhad Joshi is a Lok Sabha MP from Karnataka’s Dharwad constituency.

Monday’s all-party meeting may discuss the agenda for next week’s session, a lack of clarity over which has led to furious speculation, including buzz the government will move a resolution to change the country’s official name from India to Bharat.

Trinamool Congress MP Derek O’Brien, a fierce critic of Prime Minister Narendra Modi and his government, took a sharp dig.

“Two working days to go before the Special Parliament Session begins and still not a word on the agenda. Only two people (seen as a reference to the PM and Union Home Minister Amit Shah) know! And we still call ourselves a parliamentary democracy,” he posted on X.

The “two man” jibe featured in Congress leader Jairam Ramesh’s post too. “Today is September 13. The five-day Special Session of Parliament will commence five days from now and nobody-barring One Man (ok, perhaps the Other One too) has any sense of the agenda,” he said, highlighting five instances in which special session agendas were disclosed early.

The all-party meet call, however, has been played down by CPI leader D Raja, who told news agency ANI, “This is a routine meeting…  but before calling the special session the government should have consulted leaders of the opposition.”

“Nobody knows what is the agenda for the special session. What are the issues that will be discussed?”

Last week invitations to G20 leaders from President Droupadi Murmu’s office described her as the “President of Bharat”, In its defence government pointed to a line in the Constitution that says “India, that is, Bharat, shall be a Union of States…”

Meanwhile, there is also talk the special session has been called to formally move the Parliament from the old building to the new; sources had said this may take place on September 19.

The government’s special session announcement was also widely criticised by opposition leaders. Several hit out for choosing a date that clashes with “India’s most important festival” – Ganesh Chaturthi will be celebrated on Tuesday.

“This special session called during India’s most important festival of Ganesh Chaturthi… goes against Hindu sentiments!” Shiv Sena UBT’s Priyanka Chaturvedi said, while the Nationalist Congress Party’s Supriya Sule demanded it be rescheduled. 

Ex-Congress Chief Sonia Gandhi, meanwhile, wrote to Prime Minister Narendra Modi to “point out this special session has been convened without any consultation with other political parties”. “None of us have any idea of its agenda… all we have been communicated is that all five days have been allocated for ‘government business’,” she told the Prime Minister.

Government sources had told NDTV the session’s agenda may include discussions on India as a ‘developed nation’. Other topics could include Chandrayaan-3, the Moon mission, and the widely praised G20 Summit that was held in Delhi last week.

New Delhi:

Two people have died due to Nipah virus in Kerala’s Kozhikode district, Union Health Minister Mansukh Mandaviya confirmed today. The virus has also infected two others in the same district, The Kerala government informed.

The Centre’s  confirmation comes hours after a district-wide health alert was issued yesterday after two “unnatural” deaths were reported from a private hospital.

“A central team sent to Kerala to take stock of the situation and assist the state government in Nipah virus management,” Mr Mandaviya said.

The first death took place on August 30 and the second death on Monday, reported news agency PTI.

“Nipah virus infection has been confirmed in Kozhikode district. Two people died due to infections. Of the four people whose saliva was sent for testing, two were Nipah positive and two were Nipah negative,” Chief Minister Pinarayi Vijayan said in a Facebook post.

How Kerala Government Is Preparing

The Kerala government has set up a control room in Kozhikode and advised people to use masks as a precautionary measure.

Earlier in the day, Kerala Chief Minister Pinarayi Vijayan advised people to exercise caution and said there was no reason to worry as those who were in close contact with the victims were under treatment.

“There is nothing to worry about. Those who were in contact with the two are being traced and treated. Being careful is the key to tackling the situation. Everyone is requested to cooperate with the action plan prepared by the health department,” the Chief Minister said.

Earlier Outbreaks In Kerala

There was a Nipah virus outbreak in the Kozhikode and Malappuram districts in 2018 and later in 2021, a case of Nipah virus was reported in Kozhikode.

Nipah Virus is caused by fruit bats and is potentially fatal to humans as well as animals, according to the World Health Organisation or WHO. Along with respiratory illness, it is also known to cause fever, muscular pain, headache, fever, dizziness, and nausea.

North Korea has confirmed that its supreme leader Kim Jong Un left for Russia by Train on Sunday.

Seoul:

A train carrying North Korean leader Kim Jong Un has entered Russia, Russian state news agency Ria Novosti said Tuesday, ahead of a meeting with President Vladimir Putin.
The train crossed into the Primorsky region from North Korea, the agency said, with images showing a train with dark green carriages being pulled along a track by a Russian Railways locomotive.

South Korea’s defence ministry said earlier it believed Kim’s train had entered Russia Tuesday.

Kim will meet Putin later this week, according to Russian media reports.

The visit is Kim’s first trip abroad in four years.

Experts say Moscow would likely seek artillery shells and antitank missiles from North Korea, which wants advanced satellite and nuclear-powered submarine technology in return.

Putin is currently in Vladivostok for an annual economic forum.

Kremlin spokesman Dmitry Peskov told Russia media the two leaders would discuss “sensitive” subjects.

The leaders would ignore US “warnings” over the talks, Peskov told reporters.

Washington has said North Korea would “pay a price” if it supplies Moscow with weapons for the Ukraine conflict.

“In building our relations with our neighbours, including North Korea, the important thing for us is the interests of our two countries, not Washington’s warnings”, Peskov added.
