Journalist Prabir Purkayastha, the founder of NewsClick, has been arrested under anti-terror law, Unlawful Activities (Prevention) Act, days after a New York Times investigation alleged that the news portal had received funding from a network pushing Chinese propaganda.

Amit Chakravarty, the HR head of the news portal, has also been arrested.

Earlier today, searches at the homes of journalists linked with NewsClick were carried at 20-odd locations across Delhi-NCR and Mumbai, prompting protests from the opposition, with some calling it a “crackdown on press freedom”.

“A total of 37 male suspects have been questioned at premises, 9 female suspects have been questioned at their respective places of stay and digital devices, documents etc. have been seized/collected for examination. The proceedings are still ongoing; so far, two accused, Prabir Purkayastha and Amit Chakravarty have been arrested,” a source from Delhi Police told NDTV, adding that further investigation is underway.

The Delhi Police has claimed that NewsClick allegedly received nearly Rs 38 crore from entities with alleged links to China and the funds were used to influence pro-China content on the website.

The police sources added that 29 crore was allegedly received as fees for export services while Rs 9 crore was received as FDI through inflating share prices. 

The funds, say sources, were also shared with activists Teesta Setalvad and Gautam Navlakha. 

Hours after the raids, the Editors Guild of India, the non-profit organisation of journalists, urged the Centre to follow due process, and not make draconian criminal laws “as tools for press intimidation”. 

“EGI is concerned that these raids are yet another attempt to muzzle the media. While we recognise that the law must take its course if actual offences are involved, the due process has to be followed. The investigation of specific offences must not create a general atmosphere of intimidation under the shadow of draconian laws, or impinge on the freedom of expression and the raising of dissenting and critical voices,” the Editors Guild said in a statement.

A Delhi Police head constable was arrested yesterday for the murder of his former colleague, two years after he allegedly choked her to death and threw her body in a canal. Behind the arrest of Surendra Rana (42) was a long wait and relentless pursuit of justice by the victim Mona Yadav’s family.

Recounting the harrowing journey to find the truth about her missing sister and the struggle to get her justice, Mona’s elder sister broke down several times in the office of a senior police officer. As she spoke of a family’s dreams for its daughter and how they turned to ashes, those present in the office, including some journalists, were left speechless. She fainted several times as she spoke.

The woman, who did not want to be identified, said they were from Bulandshahr in Uttar Pradesh. “We were three sisters. Mona was the youngest. Our father worked as a sub-inspector with UP police. In 2011, he died of a bullet injury,” she said.

Mona, she said, was an ace student. “Our father wanted Mona to become an IAS officer. After his death, she resolved to make his dream come true,” her sister said.

Mona, she said, got a job with Delhi Police in 2014. It was during her posting at the control room that she met Rana. The head constable, who was married, allegedly murdered 27-year-old Mona in 2021 after she turned down his proposal. Two of his brothers-in-law have been arrested for allegedly helping him in a cover-up.

“Rana would often come home, we never suspected any wrong intention. Mona then got a job in Uttar Pradesh police. In 2020, she started living in Mukherjee Nagar and preparing for UPSC, the civil services entrance exam,” she said. “Surendra used to call her ‘beta’ and took care of her. We never suspected anything. Then Mona went missing in 2021. We asked Surendra, but he said he had no clue about her whereabouts.”

In October 2021, Mona’s sister registered a missing complaint at Mukherjee Nagar police station. Surendra accompanied her.

The head constable put in motion an intricate plan to cover up his crime by convincing Mona’s family that she was alive, but did not want her family to contact her. He got his brother-in-law Rabin to call up Mona’s family members. Rabin introduced himself as “Arvind” and said he and Mona had married, but were hiding because his family was opposed to their marriage.

“We were suspicious. Why wasn’t Mona speaking to us? She was an educated woman and we had never stopped her from doing anything,” her sister said.

Surendra, she said, would send Mona’s family audio recordings in which he was heard asking her to return home. The cop had some audio clips in Mona’s voice. He would edit them to add his voice and simulate a conversation.

“I travelled across five states to look for my sister. Every time her ATM card was used, I would go to that state. When I saw CCTV footage from the ATM kiosks, I would see a man wearing a helmet. Surendra would share information about hotels or dhabas and I would rush to them, hoping to find Mona,” said her sister, who works as a school teacher.

“I could not get leave daily to look for my sister. There were days when I would finish work, go to police stations for information about Mona. Some days, it would get so late that I could not even go home. I returned to school in the same clothes as the fay before. On one occasion, I got information that Mona was in Karnataka. I took leave and travelled there. Now I know the call was made by Surendra’s wife Rabin,” she said.

To draw Mona’s family deeper into his web of lies, Surendra got a woman vaccinated and got a Covid jab certificate in Mona’s name. “We had started suspecting Surendra, but we had no proof. When we spoke to the cops at Mukherjee Nagar police station, they said, ‘your sister has eloped’. Our family was shattered, but I did not lose hope,” she said, fighting back tears.

Eight months after she registered the missing complaint, a case was filed, but there was no breakthrough whatsoever. Two months back, Mona’s sister met Delhi Police Commissioner Sanjay Arora and shared her heart-rending account. The case was transferred to the crime branch, which cracked it within two months.

Her sister is now waiting for strict punishment for the accused. She has requested senior police officers to recover Mona’s remains so that the family can perform her last rites.

Jyothi Yarraji clinched silver in Women’s 100m Hurdles event at Asian Games 2023 to complete a momentous day for India at the competition which saw them winning 9 medals in athletics – 2 gold, 4 silver and 3 bronze. However, the medal was not without its fair share of controversies as Yarraji was initially third in the race but her bronze was upgraded to silver after Chinese runner Wu Yanni was disqualified for a false start. Both Yarraji and Wu were under review after the false start but the organisers decided to disqualify just Wu as she was the first runner to rush in during the false start to the race.

At the start of the race, Wu was in Lane 4 with Yarraji in Lane 5. During the false start, Wu rushed in first followed by Yarraji resulting in a disqualification for both. The decision taken by the organisers left a lot of people confused as the first person to rush is disqualified and Yarraji was the second to run forward.

Both players approached the screen for a review and it was decided by the organisers to allow the athletes to compete in the race with a post-race review deciding their future.

China’s Lin Yuwei emerged the winner in the race with Wu finishing second and Yarraji coming third.

Yarraji finished with the timing of 12.91 secs while Lin clocked 12.74 secs.

However, around 30 minutes after the race finished, Wu was disqualified from the race and as a result, the bronze medal won by Yarraji was immediately upgraded to a silver medal.

The Afghanistan Embassy in India announced Saturday night that it is ceasing its operations from October 1, citing a lack of support from the host government, failure to meet expectations in serving Afghanistan’s interests, and a reduction in personnel and resources.

In a statement, the Afghanistan Embassy in New Delhi said it regrets to announce the decision to cease its operations, effective October 1, 2023.

“It is with profound sadness, regret, and disappointment that the Embassy of Afghanistan in New Delhi announces this decision to cease its operations,” the statement said.

The embassy said that this decision, while deeply regrettable, is made after careful consideration, taking into account the historic ties and long-standing partnership between Afghanistan and India.

The Embassy statement also listed key factors affecting its ability to continue the mission effectively and said that they were the primary reasons for the “unfortunate closure”.

The Embassy cited a “lack of support from the host government”, alleging that it has experienced a notable absence of crucial support from the host government, which it said hindered its ability to carry out duties effectively.

Failure To Meet Expectations

The mission also cited “failure to meet expectations in serving Afghanistan’s interests” as one of the reasons.

“We acknowledge our shortcomings in meeting the expectations and requirements necessary to serve the best interests of Afghanistan and its citizens due to the lack of diplomatic support in India and the absence of a legitimate functioning government in Kabul,” it said.

It also said that due to unforeseen and unfortunate circumstances, there has been a significant reduction in both personnel and resources available to it, making it increasingly challenging to continue operations.

“The lack of timely and sufficient support from visa renewal for diplomats to other critical areas of cooperation led to an understandable frustration among our team and impeded our ability to carry out routine duties effectively,” the statement said.

Given these circumstances, “it is with deep regret that we have taken the difficult decision to close all operations of the mission with the exception of emergency consular services to Afghan citizens till the transfer of the custodial authority of the mission to the host country,” it said.

The embassy has been headed by Ambassador Farid Mamundzay. Mr Mamundzay was appointed by the previous Ashraf Ghani government and he has been operating as the Afghan envoy even after the Taliban seized power in Afghanistan in August 2021.

Power Tussle

In April-May, the embassy was rocked by a power struggle in the wake of reports of the Taliban appointing a charge d’affaires to head the mission, replacing Mr Mamundzay. Following the episode, the embassy came out with a statement that there was no change in its leadership.

The tussle for power had erupted after Qadir Shah, who was working as a trade councillor at the embassy since 2020, wrote to the MEA in late April claiming that he was appointed as the charge d’affaires at the embassy by the Taliban.

India is yet to recognise the Taliban set-up and has been pitching for the formation of a truly inclusive government in Kabul, besides insisting that Afghan soil must not be used for any terrorist activities against any country.

In its statement, the Afghan Embassy said this step is being taken in the best interest of the people of Afghanistan.

In accordance with Article 45 of the Vienna Convention on Diplomatic Relations (1961), all property and facilities of the Embassy will be transferred to the custodial authority of the host country, it said.

The embassy said it also wishes to address recent speculations and provide clarity on certain matters of importance.

In the three-page statement, the embassy categorically refuted any “baseless claims” regarding internal strife or discord amongst its diplomatic staff or any diplomats using the crisis to seek asylum in a third country.

“Such rumours are unfounded and do not reflect the reality of our mission. We remain a united team working towards the best interests of Afghanistan,” the embassy said.

The embassy also said it would like to verify the “authenticity” of an earlier communication with the Ministry of External Affairs regarding the intent to close the mission.

“This communication accurately represents our decision-making process and the factors leading to the closure,” the statement said.

“We request the government of India to give serious consideration to the four requests outlined in the official note verbally submitted earlier. Specifically, we emphasize the importance of permitting the hoisting of the Afghan flag over the properties of our premises, as well as facilitating the smooth transition of the mission’s buildings and assets to a legitimate government in Kabul in the future,” the statement said.

The embassy also acknowledged that, given the gravity of this decision, “there may be some who receive support and instructions from Kabul that may differ from our current course of action”.

The Embassy of Afghanistan made an “unequivocal statement” regarding the activities of certain consulates.

“It is our firm belief that any actions taken by these consulates are not in consonance with the objectives of a legitimate or elected government and rather serve the interests of an illegitimate regime,” the statement said.

The embassy also said it is keen to reach an agreement with the Indian government at the earliest possible juncture.
