From gardens and lakes to pastures and forests, every tourist destination in Kashmir is under strict security surveillance this year to prevent incidents like the Pahalgam terror attack. The Ministry of Home Affairs (MHA) has issued orders for heightened vigilance in and around tourist locations. Two days ago, during a high-level security review chaired by the Union Home Secretary, several specific measures were institutionalised to prevent a recurrence of the 2025 Pahalgam attack. One major directive from the MHA is to establish a high-tech security grid at tourist destinations across Jammu and Kashmir for the 2026 tourist season.

The directive comes at a time when the Kashmir tourism season for 2026 has opened with great enthusiasm. Tourism in the region is showing strong signs of recovery after a prolonged setback following the Pahalgam terror attack on tourists.

Security has been intensified at all prominent destinations that attract large numbers of visitors. Places such as Gulmarg in north Kashmir, Sonamarg in central Kashmir, and Pahalgam in south Kashmir, along with dozens of other smaller destinations, are under tight security. In Srinagar, special focus has been placed on high-footfall areas such as Dal Lake and Asia’s largest Tulip Garden. Personnel from the Jammu and Kashmir Police, the Central Reserve Police Force (CRPF), other paramilitary forces, and intelligence agencies—along with plainclothes officers—have been deployed in large numbers at strategic locations across the Valley, particularly in Srinagar.

At the Tulip Garden, which opened just a few days ago and has witnessed a massive influx of visitors, security arrangements have been significantly scaled up. All entry and exit points are under strict surveillance, with a visible presence of armed personnel to prevent any untoward incidents.

Avinash Mishra, a tourist at the Tulip Garden, said, “Extensive security arrangements have been made. Wherever I go, I see police, army, and CRPF personnel on duty. It feels very safe. This place is like paradise, and people should visit without fear. I came here with my family and children.”

Tourists visiting the Valley have expressed confidence in the enhanced security measures, appreciating the government’s efforts to ensure their safety.

Harshita from Allahabad, daughter of an army officer posted in the region, said, “We live near BB Cantonment, which is about 10 km from here. Along the entire route, I saw a large number of army personnel deployed to ensure the safety of visitors. It is a very commendable effort by the Indian government and the Army. I have visited around eight tourist places so far, including Gulmarg, Dal Lake, and now the Tulip Garden. At all these places, I found CRPF and J&K Police personnel fully equipped and ready to handle any situation.”

The renewed focus on security comes at a crucial time for Kashmir’s tourism sector, which has been recovering after being severely impacted by the Pahalgam terror attack in April 2025. In recent months, tourist inflow has steadily increased. To sustain this growth, major routes, including the Jammu–Srinagar National Highway (NH-44), have also been placed under robust security arrangements.

Shiv Pratap Singh, another tourist, said, “While travelling from Jammu, including through Pulwama, we saw security personnel at every step. I salute them for ensuring our safety. Yesterday, we visited Gulmarg, where we also saw army and CRPF presence. We feel very safe here. There is no fear. I want to tell everyone watching—please come, Kashmir is safe.”

Officials noted that the opening of the Tulip Garden has already drawn significant crowds, with around 88,000 visitors recorded within the first ten days. Nearly 1.5 lakh tourists have arrived in Kashmir since the onset of the spring bloom. The surge in tourist arrivals has been a key factor behind the decision to further tighten security across the Valley.

Sources said approximately 550 specialised Special Operations Group (SOG) personnel, trained in jungle and mountain warfare, have been deployed across snow-bound heights and dense forests in areas such as Gulmarg, Sonamarg, Pahalgam, and Yousmarg, as well as other remote locations. Besides this, specialised anti-fidayeen units of the J&K Police have been stationed at sensitive, high-footfall areas to respond to any potential attacks. Quick Response Teams (QRTs) and mobile units have also been positioned for immediate intervention across major tourist circuits.

Continuous monitoring is being carried out along transit routes, including the Jammu–Srinagar National Highway (NH-44).

An advisory has also been issued for visitors. All tourists must carry original identity documents (Aadhaar card or passport) for routine checks. Only postpaid SIM cards function in the region; prepaid SIM cards from outside Jammu and Kashmir are not operational. A 24/7 tourist helpline (8899941010 / 8899931010) has been set up for immediate assistance.

CHANDIGARH: The Aam Aadmi Party government in Punjab said that a growing number of newborns and young children are getting treatment under the Mukh Mantri Sehat Yojna. The Punjab government said that under the leadership of Punjab Chief Minister Bhagwant Singh Mann, the administration is ensuring that medical care begins without delay during critical moments.

In Sri Muktsar Sahib, a 1-year-old child, Khwaish, was admitted with pneumonia requiring urgent medical attention and received free treatment, said the government. In many such cases earlier, families would have had to arrange funds, complete documentation, or wait for approvals before treatment could begin. However, under the Mukh Mantri Sehat Yojna, that gap has been removed.

With the Sehat Card already in place, treatment was initiated immediately at Deep Hospital under Dr. Monika Garg, without any upfront payment. The family did not have to arrange money or go through verification steps, allowing doctors to begin treatment at a critical time. In cases involving young children, even short delays can lead to complications, but immediate access to treatment ensured that the child received timely care and recovered safely.

Similar instances are being reported from districts such as Sangrur and Mansa, where newborns requiring specialised care, including treatment for low birth weight and other critical conditions, are receiving medical attention under the scheme without financial barriers. The increasing number of such cases reflects how access to treatment is becoming faster and more seamless for families across Punjab.

Highlighting the impact of the scheme, Punjab Minister of Health and Family Welfare Dr. Balbir Singh said, “Under the leadership of Chief Minister Bhagwant Singh Mann, the Mukh Mantri Sehat Yojna ensures that treatment is not delayed by financial or administrative hurdles. In cases like this, where a young child required urgent care, even a short delay can have serious consequences. The scheme removes that risk entirely.”

The scheme provides cashless health coverage of up to ?10 lakh per family annually, enabling access to treatment across empanelled government and private hospitals. With more than 26 lakh Sehat Cards already issued, patients are accessing treatment at over 900 empanelled hospitals, supported by more than 2,300 medical packages.

The growing number of newborn and child cases being treated under the scheme reflects a shift towards faster, more accessible healthcare delivery, where treatment begins without financial hesitation. The Punjab Government continues to encourage residents to enrol for the Sehat Card at designated centres to avail cashless treatment benefits under the Mukh Mantri Sehat Yojna.

CHANDIGARH: At a time when rising medical costs continue to push Indian families into financial distress, a stark contrast is emerging in how healthcare is being funded and delivered. While the Centre’s Ayushman Bharat allocates Rs 9,500 crore for a population of 140 crore, Punjab’s Mukh Mantri Sehat Yojna commits Rs 2,000 crore for just 3 crore residents, translating into nearly ten times higher investment per person. 

The difference is not just financial, but structural. Where the national scheme limits both eligibility and coverage at Rs 5 lakh, Punjab’s model extends Rs 10 lakh cashless healthcare to every resident without conditions. Under the leadership of Chief Minister Bhagwant Singh Mann, the Punjab Government has positioned universal healthcare not as a targeted benefit, but as a guaranteed right, ensuring that access to treatment is determined by need, not by inclusion in a government list.

For most Indian families, a medical emergency brings two immediate worries: how quickly treatment can begin, and how the cost will be managed. Addressing both concerns through a universal approach, the Punjab Government under the leadership of CM Bhagwant Singh Mann has allocated Rs 2,000 crore in the 2026–27 Budget for the Mukh Mantri Sehat Yojna (MMSY), extending cashless health coverage of up to Rs 10 lakh per family to nearly 3 crore residents across 65 lakh families.

Unlike targeted schemes such as Ayushman Bharat, the Punjab model is built on universal coverage, ensuring that every resident is included without eligibility barriers.

The difference between the two approaches is fundamental. MMSY does not ask who qualifies. Every resident of Punjab is covered, regardless of income. Ayushman Bharat, launched in 2018, is limited to families identified as economically vulnerable through the SECC database. A large section of the population, particularly the lower and middle-income groups not captured in that database, continues to remain outside its ambit.

The extent of coverage further highlights this gap. Ayushman Bharat has offered Rs 5 lakh per family per year since its launch, a limit that has remained unchanged despite rising healthcare costs. MMSY doubles this coverage to Rs 10 lakh, while also extending protection to families who were previously excluded from government-backed healthcare altogether.

The difference is equally visible in financial commitment. The Central Government’s allocation of Rs 9,500 crore for a population of 140 crore contrasts with Punjab’s Rs 2,000 crore for 3 crore residents. On a per capita basis, Punjab’s investment is significantly higher, reflecting a clear prioritisation of accessible and comprehensive healthcare.

MMSY also expands the scope of treatment. Beneficiaries can access cashless care for a wide range of serious conditions, including heart disease, cancer, kidney ailments, orthopaedic procedures, and accident-related injuries, across 2,300 treatment packages. In comparison, Ayushman Bharat covers around 1,900 packages. The underlying principle is clear: treatment decisions are driven by medical need, not financial capacity.

The process of accessing the scheme marks another shift. Under Ayushman Bharat, families must first verify whether they are listed in the SECC database, and those excluded must navigate additional documentation to establish eligibility. In contrast, MMSY simplifies access. Residents can enrol at Seva Kendras or Common Service Centres, or apply online using Aadhaar or Voter ID, without the need for income certificates or occupation proof. To ensure wider reach, trained youth club members are conducting door-to-door campaigns, helping families register and receive their Sehat Cards at home.

For families previously outside the scope of government healthcare, the impact is already visible. In Moga, a 98-year-old woman, Mukhtiar Kaur, received specialised treatment, including chemotherapy-related care, fully covered under the scheme. At an age where continuity of care is critical, access through the Sehat Card ensured that treatment began without delay or financial stress.

Minister of Health and Family Welfare Dr. Balbir Singh said the scheme reflects a deliberate shift in policy direction. “Under the leadership of Chief Minister Bhagwant Singh Mann, the Mukh Mantri Sehat Yojna is built on a clear approach, that healthcare coverage should extend to every resident, not just a selected few. With higher per-person investment, Punjab is ensuring that access to treatment is defined by need, not eligibility or income,” he said.

With more than 9 lakh Sehat Cards already issued, beneficiaries are accessing treatment across a growing network of 900 empanelled hospitals, expanding the reach of healthcare across Punjab.

In a country where a single hospital bill can push families into debt, the contrast is no longer just administrative, it is philosophical. One model limits care through eligibility lists; the other guarantees it as a public right.

Shia Muslims in Kashmir and Ladakh, after having huge mourning protests, are donating gold, silver, and cash to support Iran. These donations are intended to help the country recover from losses following military strikes by the United States and Israel. 

People are donating gold and silver jewelry, copper utensils, and cash, whatever valuable thing they have, from old to little kids are seen thronging in imambaras, mosques, and shrines, and also on the roadside, many stalls are established to collect donations. Some children have even donated their Eidi (festival money). The volunteers and mosque managements are conducting door-to-door collection drives. 

These visuals from Budgam show residents lining up at collection centers, contributing with cash, gold and silver jewelry, copper utensils, household items, and even vehicles such as cars and motorbikes.

In a striking display of solidarity, members of the Shia and many Sunni Muslim communities in Kashmir have launched large-scale donation drives reflecting a deep emotional and cultural connection with Iran, saying this donation is for humanity and added, “We may have differences, but for this cause we are one, and we appeal to all Muslim ummah to get united.” 

Irfan Ali, a Sunni cleric collecting donations, said, “Imam Khamenei always stood for Palestine, where the Sunni population is, and it’s for Islam we may have differences, but this keeping apart the difference we have to unite, people of all sects are donating, and around five hundred crore donations are collected till now, and process is still on.”

Children have also seen joining the effort, handing over their piggy banks as a symbolic gesture of support, raising anti-Israel and America slogans, and praising the Supreme Leader and Imam Hussain (AS).

The donation drive coincided with the festival of Eid-ul-Fitr, from many Shia-dominated areas including Magam, Budgam, Baramullah, Bandipora, Ganderbal, and Srinagar. 

A Shia donor, Abdul, said, “Everyone has stood this time without seeing caste or religion for humanity, and this is the support for humanity.”

Sabira Zainab, a donor, said, “This is nothing, this money has no value nor is it for any selected sect, this is a message of unity, and we are even ready to give our lives for Iran.” 

The gesture has drawn international attention, with the Embassy of Iran in India acknowledging the contributions and expressing gratitude. 

In a statement, the Embassy said, “A respected sister from Kashmir, donated the gold kept as a memento of her husband who passed away 28 years ago with a heart full of love and solidarity for the people of Iran. Your tears and pure emotions are the greatest source of comfort for the people of Iran and will never be forgotten.”

Organisers say the initiative has become a powerful expression of unity, transforming grief and outrage into tangible support for those affected by the conflict. The Jammu and Kashmir administration and the Central Government have maintained a policy of cautious restraint and humanitarian focus:

The administration issued a document titled “Regulation, Monitoring and Vigilance over the Collection of Donations.” This requires all groups, including mosque committees and NGOs, to obtain prior permission and provide proper documentation for fundraising to ensure transparency.

The Government of India has also officially sent its first medical aid shipment to the Iranian Red Crescent to support relief efforts directly.

The donation drives follow earlier protests in the Valley over the reported killing of Ayatollah Syed Ali Khamenei in airstrikes on February 28. Demonstrations had taken place in several parts of Kashmir, particularly in Shia-majority areas, before evolving into organized humanitarian efforts.

Delhi Chief Minister Rekha Gupta said on Sunday that the integration of key medical institutions in the national capital will not only strengthen healthcare services but also significantly improve medical education. 

The move is expected to pave the way for a substantial increase in MBBS and postgraduate (PG) seats, she said.

The Delhi government plans to merge Guru Teg Bahadur Hospital (GTB), Delhi State Cancer Institute (DSCI), and Rajiv Gandhi Super Speciality Hospital (RGSSH) to create an autonomous institution on the lines of the AIIMS model, she said.

In addition, efforts are underway to develop the Institute of Human Behaviour and Allied Sciences (IHBAS) into a second National Institute of Mental Health and Neurosciences (NIMHANS-2).

The Chief Minister said a key objective of the project is to significantly increase PG seats so that more doctors can receive specialist training and the quality of healthcare can be enhanced.

As part of the plan, similar departments and disciplines currently operating separately across GTB Hospital, DSCI, and RGSSH will be integrated. At present, resources and manpower are fragmented, leading to underutilisation.

Once integrated, faculty members, including assistant professors, associate professors, and professors, will be pooled. According to medical norms, an associate professor can support two PG seats, while a professor can support three.

Officials indicated that departments such as radiology, pathology, and anaesthesia are likely to see a significant rise in seats. In radiology, where seats are currently extremely limited or even absent in some institutions, the number could increase to around 22 after integration. Pathology seats may rise to nearly 26, while anaesthesia could see a jump to about 48 seats.

This growth will not only come from merging departments but also from filling existing vacant faculty positions, as several posts remain unfilled across hospitals.

Some specialised departments currently do not offer PG seats, particularly in the Delhi State Cancer Institute and Rajiv Gandhi Super Speciality Hospital.

After integration, new faculty will be recruited and PG courses will be introduced in these areas. At DSCI, around 26 new PG seats could be added in departments such as radiation oncology, nuclear medicine, cancer research, and intensive care. At RGSSH, about 14 new seats are expected in super-speciality areas like cardiology and cardiac surgery, according to a statement.

The Chief Minister added that an increase in bed strength, patient load, and faculty numbers will also create strong prospects for expanding MBBS seats in the future. To support this, the government plans to develop hostels, modern laboratories, lecture theatres, and other academic infrastructure to ensure a better learning environment for students.

CM Gupta said the initiative is not limited to improving healthcare delivery but also focuses on expanding medical education and promoting research.

She emphasised that the plan will help position Delhi as a leading national centre for medical education, research, and advanced healthcare services.

By integrating institutions, the government aims to optimise the use of faculty, infrastructure, and advanced medical equipment, offering students better training and enhanced research opportunities.

The Chief Minister reiterated that the government’s goal is to strengthen healthcare systems in the capital while taking medical education to new heights, ensuring Delhi emerges as a frontrunner in both treatment and medical research.

Punjab Chief Minister Bhagwant Singh Mann on Saturday presented a focused report card on law and order under the AAP Government as part of the ongoing series ‘Shandaar Chaar Saal Bhagwant Mann De Naal’, aimed at placing a clear, sector-wise account of four years of governance before the people. He asserted that Punjab’s improving law and order is now visible on the ground, driven by a zero-tolerance policy against drugs and a sustained crackdown on organized crime, alongside police reforms and rising investor confidence.

The Chief Minister said the Punjab Government’s campaign ‘Yudh Nashean Virudh’ has led to decisive action, with over 95,000 smugglers arrested, Rs. 772 crore worth of illegal assets seized, and more than 1,100 gangs dismantled, while measures like the anti-drone system have checked cross-border smuggling. He added that record police recruitment, modernisation, and initiatives like the Sadak Surakhya Force underline the strengthening of law enforcement in Punjab. Taking on the Akali leadership, he said those who patronised gangsters and allowed criminal networks to flourish are now attempting to rewrite history, but cannot escape accountability.

Addressing a press conference, CM Bhagwant Singh Mann stated, “Punjab Government has adopted a zero tolerance policy against drugs, and no leniency has been or will be shown against violators of the law. Exemplary punishment will be ensured,” said CM Bhagwant Singh Mann, adding, “From March 2022 till now, 95,881 drug smugglers and suppliers have been arrested and 71,228 FIRs have been registered under the NDPS Act.”

Detailing the crackdown, the Chief Minister stated, “6,109 major/commercial consignments of drugs have been seized, along with the arrest of 10,085 major traffickers. Special focus has been placed on drug hotspots, leading to recovery of 5,625 kg heroin, 3,461 kg opium, 1,628 quintals poppy husk, and 4.96 crore injections, tablets, capsules, and syrups.” He further added, “₹54.47 crore drug money has been recovered and 3,440 proclaimed offenders in NDPS cases have been arrested. Properties worth ₹772 crore have been seized from 1,556 smugglers.”

Highlighting action against organized crime, CM Bhagwant Singh Mann said, “After the formation of the Anti-Gangster Task Force (AGTF), 2,858 gangsters and criminals have been arrested, 35 neutralized, and 1,105 gangs busted. 2,267 weapons and 655 vehicles used in crimes have been recovered.” He added, “Since April 6, 2022, AGTF has solved 38 sensational cases, including major murder cases, extortion rackets, bank robberies, gang arrests, and terror-linked conspiracies across Punjab and nearby regions up to March 2026.”

Emphasising border security, he noted, “Punjab has around 560 kilometre border with Pakistan, and to check the supply of drugs and weapons, the state government has installed an anti-drone system. Punjab is the first state to have this system.” He added, “We had asked the Centre for funds, but no assistance was given. The state government used its own resources, and the system is producing results. So far, 806 drones have been recovered, 1,472 drone movements detected, and 341 illegal weapons recovered via drones.”

On police reforms, CM Bhagwant Singh Mann said, “Unlike earlier governments that carried out recruitment in the last or poll year, our government has ensured regular recruitment. In the last four years, 12,197 recruitments have been made, including 1,062 Sub-Inspectors, 450 Head Constables, and 10,285 Constables.” He added, “Recruitment for 1,746 constables (2025) is under process, and advertisement has been issued for 3,298 constables (2026), with applications invited from March 10, 2026.”

He further stated, “To modernise the Police force, 2,904 vehicles have been purchased at a cost of Rs. 327.69 crore, including 2,258 four-wheelers and 646 two-wheelers. The Sadak Surakhya Force, launched in January 2024, is India’s first dedicated force of its kind, covering more than 5,500 km of highways and reducing fatalities by 48 per cent.” He added, “From February 2024 to January 2026, it has helped 47,386 victims in 43,983 accidents, provided on-the-spot aid to 19,973 people, and shifted 27,413 injured to hospitals.”

Highlighting technological upgrades, he said, “Safe City projects have been implemented in SAS Nagar and Jalandhar and will soon be launched in Ludhiana, Amritsar, and Patiala.” He added, “Punjab Police is a national police force fighting to safeguard the unity, integrity, and sovereignty of the country.”

On action against fugitives, CM Bhagwant Singh Mann said, “The state government is leaving no stone unturned to extradite gangsters operating from abroad. Whenever inputs are received, they are flagged for issuing Red Corner Notices.”

Reinforcing confidence in Punjab’s law and order, he stated, “Punjab is one of the safest and most peaceful states in the country. Investment is the best parameter to judge law and order, and the fact that a major steel plant has started operations with an investment of Rs. 3,200 crore reflects this reality.” He added, “Several leading global companies are making a beeline to invest in Punjab, and many have already started operations. The state is hosting major events and will host the Asia Cup Hockey in October.”

Taking aim at previous regimes, CM Bhagwant Singh Mann said, “Those who patronised and promoted drug culture in Punjab are now claiming to eliminate it. Everyone knows who gave tickets to gangsters and appointed them as Halqa in-charges. These leaders are responsible for the rise of gangster culture and are still extending legal and other support to such elements.”

Director General of Police Gaurav Yadav and other senior officials were also present on the occasion.
