In a massive drugs bust, an Iranian boat carrying over 500 kg of narcotics has been caught off Gujarat’s Porbandar after an overnight mid-sea operation. Those on board the vessel have been detained and are being questioned to find out the source of the drugs and where such a big consignment was headed, officials said.

A joint operation in the sea of Porbandar by the officials from the Gujarat Anti-Terror Squad (ATS) and the federal anti-drugs agency Narcotics Control Bureau (NCB) led to the seizure.

The boat came under the radar near the International Maritime Boundary Line (IMBL) – which separates the international waters, after which it was brought to Porbandar.

Further searches are on for suspected vessels and more inbound consignments of drugs as officials keep an eye on the sea routes for smuggling of narcotics.

Officials are also questioning the suspects to find out details about the drug consignment.

It’s also under investigation if Pakistan was the source of the drugs. Several reports have accused Pakistan of pushing drugs across the border to fund their terror activities.

Gujarat witnessed another major drug bust three weeks ago with narcotics substances worth over Rs 250 crore being seized from the Avsar Enterprise in Ankleshwar, Bharuch district. A similar operation in the past had led to seizure of drugs worth Rs 5,000 crore from the Aavkar Drugs Limited in Ankleshwar.

Delhi has raised the air pollution alert level to GRAP-3

New Delhi:

Primary schools in Delhi will switch to online learning mode from Friday due to severe air pollution in the national capital, Chief Minister Atishi announced in a post on X. She said the online classes for primary school children will continue “until further directions”.

Her announcement came hours after the Commission for Air Quality Management (CAQM) raised the pollution mitigation level to GRAP-3, effective from 8 am on Friday. This means all non-essential construction and demolition work are banned, among other actions.

While GRAP-3 is in effect, petrol vehicles from the older emission norms BS-III and diesel vehicles of BS-IV category are not allowed on the roads in Delhi and parts of the National Capital Region (NCR) such as Gurugram, Ghaziabad, Faridabad, and Gautam Budh Nagar.

“Due to rising pollution levels, all primary schools in Delhi will be shifting to online classes, until further directions,” Atishi said.

Delhi’s AQI at 9 am today was in ‘severe’ category, with a reading of 428. On Wednesday, the city reported the worst AQI in the country, with air quality turning ‘severe’ for the first time this season.

Doctors have cautioned people to stay indoors as much as possible. The effects of severe air pollution is not only limited to physical health, but also extended to cognitive wellbeing, affecting mood and emotional resilience.

Dr Arunesh Kumar, a senior consultant on respiratory medicine at Paras Health, Gurugram, said people need to limit outdoor activities, especially during early morning and late evening when air quality is typically poor, to protect the body from the impact of pollution post-festive season.

“If going outside is necessary, wearing an N95 mask can help filter harmful particles. Indoors, using a HEPA air purifier is recommended as it can significantly reduce particulate matter,” Dr Kumar told news agency PTI.

Donald Trump’s presidential election victory has brought optimism to India-US relations, with key appointments and initiatives signalling a stronger partnership between the two nations. Marco Rubio, Mike Waltz, Vivek Ramaswamy and Kash Patel are expected to play pivotal roles in shaping this relationship.

MARCO RUBIO

India is optimistic about Donald Trump’s US election victory, especially after his likely pick for Secretary of State, Marco Rubio. Mr Rubio has consistently backed stronger US-India ties to counter China’s growing influence in the Indo-Pacific region, and his pro-India and anti-Pakistan stance bodes well for New Delhi.

Mr Rubio’s bill, introduced in July, aims to bolster the US-India partnership and counter “expansionist” China’s influence in the region. He believes increasing strategic relations with New Delhi is crucial, especially given India’s challenges against China’s aggression. The bill proposes treating India on par with US allies like Japan, Israel, and South Korea regarding technology transfers, supporting India’s response to territorial threats.

During Prime Minister Narendra Modi’s visit to the US in 2023, Mr Rubio released a statement saying, “…it is crucial that the Biden Administration, and the US Congress, prioritise this incredibly important relationship. Our nations’ economic and security interests overlap on many of the most pressing issues, especially the growing hostility of the Chinese Communist Party in the Himalayas and in the Indian Ocean.”

This potential status would solidify India-US tech and military ties. Additionally, the bill seeks to bar Pakistan from receiving security assistance if found sponsoring terrorism against India. Mr Rubio has historically been critical of Pakistan, urging former Secretary of State Rex Tillerson to designate it a “country of particular concern” for religious freedom violations in 2017.

Overall, Trump’s victory and Marco Rubio’s nomination bring optimism for India-US relations, promising a stronger, more strategic partnership.

MIKE WALTZ

President Trump’s appointment of Mike Waltz as National Security Adviser is expected to strengthen US-India ties, particularly in defence. Mr Waltz, a vocal China critic and co-chair of the Congressional India Caucus, has long advocated for deeper cooperation between the two nations to counter China’s growing influence in the Indo-Pacific.

His leadership may lead to expanded military cooperation, joint exercises, and enhanced sharing of defence technologies, aligning US and Indian strategic interests.

As a China hawk, Mr Waltz’s appointment is particularly promising for India, which has its own geopolitical concerns about China’s growing aggression. Mr Waltz’s criticism of Canadian Prime Minister Justin Trudeau also aligns with India’s concerns. Overall, Mr Waltz’s appointment is expected to enhance US-India cooperation in both security and economic spheres.

ELON MUSK AND VIVEK RAMASWAMY

The Department of Government Efficiency or DOGE, co-led by Elon Musk and Vivek Ramaswamy, is set to revolutionise the US government’s inner workings by slashing bureaucracy and streamlining operations. While this initiative isn’t directly linked to foreign policy, it could have a ripple effect, making it easier for Indian businesses to operate in the US and vice versa, thus boosting US-India economic cooperation.

As Donald Trump begins his second term, strengthening US-India relations remains a top priority, with a sharp focus on countering China’s growing influence and expanding bilateral partnerships in key areas like defence, trade, and technology. The foundation for this cooperation was laid during Trump’s first term, with significant developments in strategic cooperation and shared geopolitical goals.

With the US Congress set to confirm the electoral results on January 6, 2025, and the presidential inauguration scheduled for January 20, 2025, India can expect a strengthened partnership with the United States under Trump’s second term.

KASH PATEL

Apart from the cabinet, there is also Kashyap ‘Kash’ Patel who majorly lost out on an important role – CIA chief. It has now been bagged by John Ratcliffe.

However, Kash Patel is being included in the Trump Administration. His presence in the Trump administration could have significant implications. He is an Indian-origin American attorney and as a loyalist to Trump, Mr Patel’s appointment may strengthen ties between the two nations, particularly in counter-terrorism efforts.

His personal experience as an immigrant has shaped his views on immigration, leading him to back Donald Trump’s tough stance on the issue. Mr Patel advocates for securing borders while still allowing lawful immigration, striking a balance between national security and economic needs. This nuanced approach reflects his background as the son of Indian immigrants and his own journey to becoming a key figure in Trump’s administration.

As Trump begins his second term, strengthening US-India relations remains a top priority, focusing on countering China’s influence and expanding bilateral partnerships in defence, trade, and technology. The Executive cannot replace the Judiciary and legal process should not prejudge guilt of an accused, the Supreme Court said today, taking a tough stand on the issue of ‘bulldozer justice’ and laying down guidelines for carrying out demolition.

The bench of Justice BR Gavai and Justice KV Viswanathan delivered its judgment on petitions challenging bulldozer action against people accused of crimes. This trend, which caught on in several states, is referred to as ‘bulldozer justice’. State authorities have, in the past, said only illegal structures were demolished in such cases. But several petitions were filed before the court, flagging the extrajudicial nature of the action.

Justice Gavai said it is the dream of every family to have a house and an important question before the court was whether the Executive should be allowed to take away someone’s shelter. “The rule of law is the foundation of a democratic government… the issue relates to fairness in the criminal justice system, which mandates that legal process should not prejudge guilt of accused,” the bench said.

“We have considered the rights guaranteed under the Constitution that provide protection to individuals from arbitrary State action. The rule of law provides a framework to make sure individuals know property will not be taken away arbitrarily,” it added.

On the separation of powers, the bench said adjudicatory functions are entrusted to the judiciary and the “Executive cannot replace the Judiciary”. “We have referred to the doctrine of public trust and public accountability. We have concluded that if Executive demolishes the house of person arbitrarily merely because he is accused, it violates principle of separation of powers,” Justice Gavai said.

The court said accountability must be fixed on public officials who take law into their hands and act in a high-handed manner. “State and its officials can’t take arbitrary and excessive measures. If any officer of the State has abused his power or acted in total arbitrary or malafide manner, he cannot be spared,” it added.

Justice Gavai pointed that when a particular structure is chosen for demolition suddenly and similar other properties are not touched, then the presumption could be that the real motive was not razing the illegal structure, but “penalising without trial”.

“For an average citizen, construction of a house is the culmination of years of hard work, dreams and aspirations. House embodies collective hope of security and future. If this is taken away, authorities must satisfy it is the only way,” the bench said.

The court also questioned if authorities can demolish a house and deprive its residents of shelter if only one person residing there is an accused.

Using its powers under Article 142 of the Constitution, the Supreme Court laid down guidelines for demolitions. It said no demolition should be carried out without a showcause notice. The person this notice is served to can respond within 15 days or the time provided in local civic laws, whichever is later.

This notice must have information of the nature of unauthorised construction, details on the specific violation and the grounds for demolition, the court said. The authority concerned must hear the accused and then pass a final order, it added. The house owner will be given a 15-day period to remove the illegal structure and authorities will proceed with a demolition only if an appellate authority doesn’t pause the order.

Violation of the court’s directions would lead to contempt proceedings, the bench warned. Officers should be told that if a demolition exercise is found to be in violation of norms, they will be held responsible for restitution of the demolished property, the court said. The cost for this, the court said, would be recovered from the officials’ salary.

The court said all local municipal authorities must set up a digital portal within three months that has details of showcause notices served and final orders on illegal structures.

Election officials’ routine checks of Uddhav Thackeray‘s bags – in Yavatmal district Monday and Latur Tuesday afternoon, while the ex-Maharashtra Chief Minister campaigns for next week’s election – have sparked a row between his Shiv Sena faction and the rival group led by his successor, Eknath Shinde.

In a video shared online by news agency PTI this evening, Mr Thackeray can be heard grilling an election official waiting to search his luggage – a brown duffel – as he exits his helicopter. In a gruff tone the Sena (UBT) boss demands to know the officer’s name (Mahesh Shani) and see his ID card.

Mr Shani and his colleagues – all of whom appear nervous and overwhelmed, repeatedly bowing as Mr Thackeray addresses them – show the Sena leader their ID cards. He also demands to see their appointment letters and orders them to show them all the money in their pockets.

The exchange – which concludes with a perfunctory search of the bag by Mr Shani – also sees Mr Thackeray say sarcastically, “What do you want… I have no problem, don’t be shy (to the poll officers) … everyone’s names will appear on TV. You’ll be famous… no reason to be shy.”

“I don’t have any problem with you… the only thing that concerns me… no, I am not angry with you… we should not do other peoples’ jobs,” Mr Thackeray declares to the poll officers, underlining his party’s claim that the Election Commission does not search bags of leaders from the ruling party or alliance.

These, the Sena (UBT) has alleged, contain cash to buy votes.

The search in Latur today comes after a search in Yavatmal yesterday, after which Mr Thackeray’s aide, Sanjay Raut, demanded to know if the bags of bigwigs from the ruling alliance – including Prime Minister Narendra Modi and Home Minister Amit Shah – were similarly checked when they were campaigning.

“Our luggage, helicopter, private jet, cars… everything is checked. They search our homes also… but we don’t have a problem if it is done impartially. But, where Eknath Shinde and (Deputy Chief Ministers) Ajit Pawar and Devendra Fadnavis are contesting, Rs 25 crores have already reached…”

“… are helicopters and cars of Shinde, Fadnavis, Pawar, Modi and Shah also checked? Are there only clothes in their bags? Are (election) observers not able to see the money distribution going on…”

The Shinde Sena hit back swiftly; party spokesperson Krishna Hegde told NDTV Mr Raut has a “habit of making wild allegations” and pointed out Mr Shinde’s bags had, in fact, been checked. This was in Nashik, when the Chief Minister was campaigning for the April-June general election. “Shindeji did not make a fuss… didn’t create an uproar like the Uddhav Thackeray camp,” Mr Hegde declared.

The search of Mr Thackeray’s bag in Yavatmal was also filmed and shared by the Sena.

The 150-second video shows another official being grilled by Mr Thackeray, who asks him his name and then says, “I won’t stop you… you are following your responsibility. I am following mine.”

Mr Thackeray then declares to the officer – who says the senior leaders haven’t yet campaigned in the region – to make sure he inspects their bags when they do, and send him a video of the search.

The officer then briefly checks a brown duffle and a blue icebox.

After the row over Mr Thackeray’s bags being searched, EC sources told NDTV “strict” protocols were followed to check helicopters of political leaders during campaigning.

Voting for Maharashtra’s 288 Assembly seats will be held on November 20, with results due three days later. Mr Thackeray’s Sena group is allied with the Congress and Sharad Pawar’s Nationalist Congress Party against the BJP and the Sena and NCP factions led by Mr Shinde and Ajit Pawar.
