Delhi's Air Quality Improves Marginally After 4 Days, But Remains 'Poor'


The air quality index is likely to touch 400 by October 31.

Delhi’s air quality improved slightly on Saturday morning nearly four days after the national capital reeled under toxic air pollution, however, it still remains in the ‘poor’ category. The Air Quality Index (AQI) in Delhi dropped to 230 this morning – from Friday’s reading of 270. 

According to the Air Quality Early Warning System (AQEWS), the air quality in Delhi has improved due to a sudden change in wind direction and speed. Despite the improvement, weather experts have cautioned that the relief may be short-lived, as pollution levels are expected to rise again in the next three days, reported news agency PTI.

The air quality index is likely to touch 400 by October 31, the weather system said. 

Fearing further air quality deterioration after Diwali, the Delhi government has imposed stage two of the GRAP or the Graded Response Action Plan. Under this stage, there are restrictions on the use of coal, firewood, and diesel generator sets across Delhi-NCR. The administration will carry out mechanical sweeping and water sprinkling on roads daily, while people have been advised to use public transport and minimize the use of personal vehicles.

On Friday, Delhi Environment Minister Gopal Rai conducted a demonstration showcasing drone-based services to identify sources of pollution in hotspot areas. He also discussed the recently released 21-point Winter Action Plan designed to tackle various pollution sources, including dust, vehicle emissions, and open burning, reported PTI.

“The Delhi government is working tirelessly day and night to combat pollution,” he said.

According to Delhi Mayor Shelly Oberoi, the civic body has formed 372 surveillance teams to monitor pollution. A total of 57,000 sanitation workers have been deployed for manual sweeping on the roads, while 195 water sprinklers and jetting machines have been stationed across the national capital. Thirty anti-smog guns have also been installed at polluted locations identified by the Delhi Pollution Control Committee (DPCC), the Mayor said.

Some of the neighbouring states are witnessing a poor air quality index – Uttar Pradesh at 254 AQI, Haryana at 267 AQI, and Rajasthan at 243 AQI.

IAS Officer Tina Dabi bowed Once. Then twice. Then a third time. Repeated it for a fourth time. And a fifth time. All this in a span of seven seconds. She was seen greeting BJP leader Satish Poonia, former Rajasthan BJP state president.

The young officer’s effusive gestures have raised a debate over propriety and politician-bureaucrat dynamics.

In a video that is viral, a convoy of white SUVs comes to a halt. A security officer dashes to the front, opens the door for Mr Poonia, seated in the front; he steps out while speaking to someone on his mobile, shows the undated video.

Tina Dabi, who took over as District Collector of Barmer in Rajasthan last month, waits to greet the leader. Even as Mr Poonia is still checking his phone, the IAS officer bows and greets the leader, five times in seven seconds, shows the video.

“Thank you. Thank you. Tina Dabi accha kaam kar rahi hai, safai karwa rahi hai, dustbin lagwa rahi hai (Tina Dabi is doing good work. Is getting the cleaning done, getting the dustbins installed),” says Mr Poonia, showering praise on the officer who is often on trending lists.

Mr Poonia surveys the scene, puts his phone back into his kurta pocket, and turns to the officer. “Dadaigiri kar rahe ho (You are bullying),” he jokes, then adds, “Lekin achha kaam kar rahe ho (But you are doing good work). Barmer will also become like Indore. You are doing a good job.”

Tina Dabi is seen greeting the leader with folded hands, three times in quick succession.

Tina Dabi, whose wedding to fellow IAS officer Pradeep Gawande made headlines in 2023, has started an innovative initiative – “Navo Barmer”- meaning new Barmer.

Under the initiative, cleanliness campaigns are being run in the city using new-age technology.

Heavy rains and gusty winds battered southern West Bengal on Thursday as the state administration evacuated over 2.5 lakh people to safety in anticipation of the impending severe cyclonic storm ‘Dana,’ set to make landfall in Odisha after midnight.

  1. The landfall process of severe cyclonic storm Dana began on Thursday night and was expected to continue till Friday morning, the Indian Meteorological Department (IMD) said.

  2. At 4.30 pm, the storm was located 150 km southeast of Paradip (Odisha) and 250 km south-southeast of West Bengal’s Sagar Island.

  3. In anticipation of the cyclone, West Bengal Chief Minister Mamata Banerjee announced that the state had identified more than 3.5 lakh people for evacuation from low-lying areas. As of Thursday, 243,374 people had already taken shelter in relief camps.

  4. “For evacuation from low-lying areas, we have identified 356,941 people,” Ms Banerjee told reporters, adding that she would remain at the state secretariat overnight to monitor the situation. Chief secretary Manoj Pant and home secretary Nandini Chakraborty are also overseeing the evacuation and relief operations.

  5. South Bengal districts, including Kolkata, Howrah, Hooghly and the 24 Parganas, have already begun experiencing moderate to heavy rains and gusty winds, with weather conditions expected to worsen. The IMD has warned of “heavy to very heavy rainfall” in these areas, with isolated places likely to see “extremely heavy downpours” over the next 48 hours.

  6. Fishermen have been advised to stay away from the sea as wind speeds of up to 110 kmph are anticipated over the northwest Bay of Bengal. The storm is expected to strengthen, with winds reaching 120 kmph during landfall before gradually subsiding.

  7. Public transportation across southern Bengal could be severely impacted. South Eastern Railway (SER), which oversees routes in West Bengal, Odisha, and Jharkhand, has cancelled more than 170 express and passenger trains scheduled between October 23 and 27.

  8. In addition, Eastern Railway cancelled 68 suburban trains in the Howrah division for Friday morning, while all EMU local trains from Sealdah station were suspended from Thursday evening through Friday morning. Kolkata Port authorities also halted ship movements until Friday evening as a precautionary measure.

  9. Operations at Kolkata’s Netaji Subhas Chandra Bose International Airport were suspended from 6 pm on Thursday until 9 am on Friday due to expected high winds and heavy rain. Airport Director Pravat Ranjan Beuria said necessary precautions have been taken, including securing planes, retracting aerobridges, and ensuring all loose equipment have been tied.

  10. Thirteen battalions from the state’s disaster management force and 14 battalions from the National Disaster Response Force (NDRF) have been deployed in the coastal regions. Meanwhile, the Indian Coast Guard has mobilised vessels and aircraft to respond to any distress situations at sea.

“What if I told you I could come home right now?” – This was the last message Sewell Setzer III, a 14-year-old Florida boy wrote to his online friend, Daenerys Targaryen, a lifelike AI chatbot named after a character from the fictional show Game of Thrones. Soon after he shot himself with his stepfather’s handgun and died by suicide earlier this year in February.

A ninth grader from Orlando, Fla., had been talking to a chatbot on Character.AI, an app offering users “personalised AI”. The app allows users to create their AI characters or chat with existing characters. Till last month, it had 20 million users.

According to the chat logs accessed by the family, Sewell was in love with the chatbot Daenerys Targaryen, whom he would fondly call ‘Dany’. He expressed suicidal thoughts on various events during their conversations.

In one of the chats, Sewell said, “I think about killing myself sometimes.” When the bot asked why he would do that, Sewell expressed the urge to be “free”. “From the world. From myself,” he added, as seen in screenshots of the chat shared by the New York Times.

In another conversation, Sewell mentioned his desire for a “quick death”.

Sewell’s mother, Megan L. Garcia, filed a lawsuit this week against Character.AI, accusing the company of being responsible for her son’s death. According to the lawsuit, the chatbot repeatedly brought up the topic of suicide.

A draft of the complaint reviewed by the NYT says that the company’s technology is “dangerous and untested” and can “trick customers into handing over their most private thoughts and feelings.”

“Sewell, like many children his age, did not have the maturity or mental capacity to understand that the C.AI bot, in the form of Daenerys, was not real. C.AI told him that she loved him, and engaged in sexual acts with him over weeks, possibly months,” the lawsuit alleges, as reported by the New York Post.

“She seemed to remember him and said that she wanted to be with him. She even expressed that she wanted him to be with her, no matter the cost”.

The teenager started using Character.AI in April 2023. Sewell’s parents and friends were aloof he’d fallen for a chatbot. But he became “noticeably withdrawn, spent more and more time alone in his bedroom, and began suffering from low self-esteem,” as per the lawsuit.

He even quit his basketball team at school.

One day, Sewell wrote in his journal: “I like staying in my room so much because I start to detach from this ‘reality,’ and I also feel more at peace, more connected with Dany and much more in love with her, and just happier.”

Last year he was diagnosed with anxiety and disruptive mood disorder, according to the suit.

“We are heartbroken by the tragic loss of one of our users and want to express our deepest condolences to the family,” Character.AI said in a statement.

The company said it has introduced new safety features including pop-ups directing users to the National Suicide Prevention Lifeline if they express thoughts of self-harm, and would make changes to “reduce the likelihood of encountering sensitive or suggestive content” for users under 18.
