Chain Snatchers Target Delhi's Encounter Specialist. This Happens Next

The Delhi Police have arrested two chain snatchers, who targeted a jogger at Nehru Park in the Chanakyapuri area of the national capital on Saturday evening. The snatchers pulled out a pistol and threatened to shoot if the man didn’t give away his gold chain. The two snapped the chain and tried to run towards the entry gate.

Little did they know that the man they targeted was none other than Vinod Badola, an “encounter specialist” in Delhi Police’s Special Cell who was also skilled in the martial arts form Krav Maga.

Mr Badola chased the two snatchers and disarmed the one with the pistol after a violent exchange. The second accused, according to the FIR, was able to escape. Mr Badola then called 112 and informed the PCR. He continued searching for the second accused with the help of the local police. The criminal tried to escape by blending in with the crowd and sitting near a fountain. However, he was located and caught.

DCP (New Delhi) Devesh Mahla told The Times of India (TOI) that the two snatchers were identified as Gaurav and Pawan Dev Both have been charged under sections for robbery with intent to cause death. The police have collected CCTV footage from the area and increased patrolling around the spot.

Vinod Badola has led numerous high-profile missions. In October 2013, he and his team found gangster Nitu Dabodia and shot him in an encounter near a hotel in south Delhi’s Vasant Kunj.

After that, Mr Badola participated in other counterterrorism operations, one of which earned him the Union Home Minister’s Special Operations Medal.

Mr Badola and his team unearthed a new method used by a Taliban-backed group to smuggle narcotics in India. They discovered that gang members were travelling by land from Afghanistan via Iran before sailing to ports in western India. Approximately 330 kilos of heroin valued at ₹1,320 crore was found. At the time, this seizure was the biggest in Delhi Police’s history.

A day after Congress leader Rahul Gandhi ended his 63-day-long Bharat Jodo Nyay Yatra in Mumbai, members of the opposition bloc INDIA also met in the city today, where they stressed on the need for a “national Mahagathbandhan”. The yatra had started from violence-hit Manipur.

“We are not fighting against a person or a party. There is a word ‘Shakti’ in Hinduism. We are fighting against that Shakti,” Rahul Gandhi said.

Targeting the BJP-led Centre for its alleged use of central agencies and EVMs (electronic voting machines) against the opposition, he said the ruling party won’t be able to win the Lok Sabha elections without “EVMs, ED (Enforcement Directorate) and CBI”.

The event at Mumbai’s Shivaji Park helmed by Rahul Gandhi saw several Opposition leaders in attendance, including Tejashwi Yadav, MK Stalin, Mallikarjun Kharge, Sharad Pawar, Priyanka Gandhi Vadra, Uddhav Thackeray, and Mehbooba Mufti.

“Election dates have been announced… We have all come to Mumbai today. Rahul Gandhi had sent an invitation,” Tejashwi Yadav said.

The Opposition rally at Shivaji Park is being billed as the biggest-ever show of strength of the INDIA bloc, in the presence of the entire Gandhi family, to launch the bloc’s campaign for the Lok Sabha elections.

Shiv Sena (UBT) president Uddhav Thackeray, citing presidential elections in Russia, said, “Putin is contesting an election in Russia but no one is in front of him. They (the BJP) want to create a similar situation here”.

Today was the final day of the Russian presidential election that is guaranteed to cement Vladimir Putin’s rule.

Addressing the gathering, former Jammu and Kashmir Chief Minister Mehbooba Mufti said, “The BJP speaks of winning more than 400 Lok Sabha seats in order to change the Constitution… People in the BJP are afraid of Gandhi in Rahul Gandhi’s name.”

Earlier today, Prime Minister Narendra Modi had taken a swipe at the Congress while campaigning for the BJP in Andhra Pradesh. PM Modi, alluding to the INDIA bloc’s meeting in Mumbai, said the Congress’s agenda is to “use and throw” its partners.

“In the NDA (National Democratic Alliance), we take everyone along, but on the other hand the Congress party’s only agenda is to use and throw allies. Today, the Congress had to make the INDIA bloc out of compulsion, but their thinking is that only,” PM Modi said.

When his turn came to speak at Shivaji Parj, the Rashtriya Janaya Dal’s Tejashwi Yadav said the INDIA bloc’s fight is not against PM Modi or Home Minister Amit Shah personally, but against the “ideology of hate.”

Sharad Pawar, who now heads the Nationalist Congress Party (Sharadchandra Pawar), said Mahatma Gandhi gave the ‘Quit India’ call from Mumbai, and so INDIA bloc’s leaders should do the same from Mumbai to oust the BJP from power.

Uddhav Thackeray launched a direct attack, “When people unite, dictatorship ends.”

Voting for the Lok Sabha elections will begin on April 19 and end on June 1; counting is on June 4.

The Chief Election Commissioner today announced dates for the Lok Sabha elections 2024. The elections across all states and union territories will be held in seven phases, starting from April 19. 

While a total of 22 states and UTs will undergo voting in just one poll day, three states will conduct voting in all seven phases. The states with most poll dates include Uttar Pradesh, Bihar and West Bengal. 

Almost all UTs will vote in a single phase, except Jammu and Kashmir, which will vote on five poll dates. 

Here’s a breakdown of which state, UT will vote in how many phases:

BRS leader K Kavitha, arrested from her Hyderabad home by the Enforcement Directorate last evening in the Delhi liquor policy case, was today presented at the Rose Avenue court in the national capital. Terming her arrest illegal, the BRS leader vowed to “fight it out”.

After landing in the Delhi around midnight, she was taken to the agency’s office, where medical tests were done.

The agency is eeking remand for custodial interogation of former Telangana Chief Minister K Chandrashekhar Rao’s daughter.

Reacting to her arrest, Ms Kavitha’s brother and former Telangana minister KT Rama Rao in a post on X said, “Abuse of power and institutional misuse to settle political scores is something that has become increasingly common with BJP government in last 10 years. ED needs to answer the Supreme Court on the inordinate rush to arrest when the matter is very much sub-judice and up for review in a couple of days, on the 19th of March. What’s even more appalling is the ED undermining its own undertaking given to the Hon’ble Supreme Court. Justice shall prevail and we will continue to fight legally.”

The financial probe agency on Friday took Telangana’s Legislative Council Member K Kavitha, 46, in custody in a dramatic arrest and hours-long raid at her premises in Hyderabad in a money laundering case linked to the now-scrapped Delhi excise policy.

Ms Kavitha was arrested pm from her Banjara Hills home in Hyderabad as hundreds of her supporters protested the agency action. 

The arrest came weeks ahead of the Lok Sabha polls and on a day the Congress government in the state completed 100 days. Prime Minister Narendra Modi was also in Malkajgiri, a suburb in Hyderabad, where he held a massive roadshow.

The Supreme Court had granted the BRS leader immunity from interrogation till Wednesday and heard her petition against the agency’s summons in the case on Friday. The next hearing will be on Tuesday.

In a major development in the Delhi liquor policy case, BRS leader K Kavitha has been arrested by the Enforcement Directorate in Hyderabad and is being taken to Delhi, top officials have told NDTV.

Ms Kavitha is a Member of the Legislative Council (MLC) in Telangana and the daughter of Bharat Rashtra Samithi chief and former chief minister K Chandrashekar Rao. She was questioned in the case last year, but had skipped two summons this year. 

The arrest, hours after her house was raided by the agency, comes weeks ahead of the Lok Sabha polls and on a day that the Congress government in Telangana completes 100 days. Prime Minister Narendra Modi also held a roadshow in the Hyderabad suburb of Malkajgiri on Friday.

The Supreme Court, which had granted the BRS leader immunity from interrogation till Wednesday,  also heard her petition against the agency’s summons in the case on Friday. The next hearing in the case will be on Tuesday. 

In a video, Ms Kavitha’s brother and former Telangana minister KT Rama Rao can be seen confronting ED officials after he was asked how family members had entered the house.

Speaking to the camera, he names an official of the agency, holds up a document, and says, “Search is over and an arrest warrant is produced, and now she says family cannot come in. She also says that she has no transit warrant, she cannot produce before a magistrate but she wants to make the case (sic).”

Mr Rao goes on to accuse the officials of violating an undertaking the agency had given to the Supreme Court and says, “You are in serious trouble”. An ED official is heard telling him that legal remedies are available.

ED sources told NDTV that Mr Rao and other BRS members were obstructing the agency and videos also showed the agency’s cars being surrounded when they were leaving with Ms Kavitha. 

Mr Rao has, however, claimed the family is cooperating with the agency. Terming the protest illegal, he said he and other senior leaders have asked party workers to remain peaceful and not prevent the arrest.

The ED’s Case

The Enforcement Directorate has claimed that Ms Kavitha was part of a lobby called the ‘South Group’, which played a key role in the alleged Delhi liquor policy scam. The other members of the group, according to the agency, were Hyderabad businessman Sarath Reddy, YSR Congress Party MP Magunta Sreenivasulu Reddy and his son Raghav Magunta Reddy. Sarath Reddy and Raghav Reddy have turned approvers in the case.

The agency has said that the group was represented in their dealings by businessmen Arun Pillai and Abhishek Boinpally, and a chartered accountant, Buchi Babu.

According to the ED, the Delhi liquor policy of 2021-22 provided an exceptionally high profit margin of 12% for wholesalers and nearly 185% for retailers. Of the 12%, six was to be recovered from wholesalers as kickbacks for AAP leaders and the South Group allegedly gave Rs 100 crore in advance to another accused, Vijay Nair, who was linked to the ruling party in Delhi.

In exchange, Nair allegedly promised the South Group a stake in the Delhi liquor business. Officials said the group was allowed to hold more retail licences than were permitted under the policy, and was also given other undue benefits.

One of the entities linked to the group was Indospirit, whose MD was Sameer Mahendru. Arun Pillai and Prem Rahul Manduri, another person linked to the group, had a 65% stake in the company, and Kavitha and the Reddys were partners via proxies, officials said.

They claimed Vijay Nair had asked Mahendru to give a stake in the company to Pillai and Manduri. In exchange, Indospirit was promised the wholesale business of Pernod Ricard, one of the largest liquor manufacturers, which has brands like Chivas Regal, Absolut and Jameson.

Nair, officials claimed, was working on behalf of then Delhi deputy chief minister Manish Sisodia – who is now in jail in the case – and Pillai has allegedly admitted to being Ms Kavitha’s representative in Indospirit.

During questioning, Buchi Babu allegedly admitted that the total amount paid through hawala channels in this deal was around Rs 100 crore.

The officials alleged Kavitha used at least 10 phones between 2021 and 2022 to avoid leaving a digital trail. The ED has claimed she was an active participant in the scam and helped Pillai, Babu and others figure out how to conduct illegal business dealings.

Agency Summons

Ms Kavitha had been questioned in 2022 and 2023, but had not appeared after being summoned by the Enforcement Directorate in January this year and by the CBI in February.

The BRS leader has said in the past that she had done nothing illegal, and accused the BJP of using the ED for political gains. The Congress, on the other hand, had claimed that the BJP was going easy on Ms Kavitha before the Telangana Assembly elections last year, hinting at an understanding between the parties.

Charges of misusing the central agencies have been levelled against the BJP by several opposition parties, including the AAP. Two AAP leaders – Manish Sisodia and Sanjay Singh – are already in jail in connection with the case while Delhi Chief Minister Arvind Kejriwal is under the ED’s lens and has skipped multiple summons.

The Supreme Court is scheduled to hear on Friday an application filed by the Election Commission seeking modification of the operative portion of its March 11 order in the electoral bonds case.

The poll panel said the order had noted that copies of the documents submitted by it to the Supreme Court in sealed cover during the course of hearing be maintained at the office of the Election Commission. The EC said it did not keep any copy of the documents and added that they may be returned so that it can comply with the court directions.

A separate petition filed by NGO Association for Democratic Reforms challenging the exclusion of the Chief Justice of India from a panel for the selection of the chief election commissioner and election commissioners was also scheduled to come up for hearing on Friday.

However, the matter is not shown in Friday’s list of business on the Supreme Court website.

A bench headed by Justice Sanjiv Khanna on March 12 had told advocate Prashant Bhushan, representing the NGO, that the plea on the exclusion of CJI from the selection panel will be taken up for hearing on Friday.

In the electoral bonds case, the Supreme had on March 11 directed the State Bank of India (SBI) to disclose the details of the bonds to the EC by close of business hours on March 12.

In its fresh application, the poll panel has said the Supreme court had observed in its March 11 order that “copies of the statements which were filed by the ECI before this court would be maintained in the office of the ECI”.

“It is most respectfully submitted herein that in compliance of the orders passed by this court and in order to maintain the confidentiality of the aforesaid information /data, the Election Commission of India forwarded the documents received by it to this court in sealed covers/boxes, without retaining any copies of the same,” the application said.

“Thus, no copies of the documents/statements filed by the Election Commission of India before this court in the instant case were ever retained by it,” it said.

In its application, the EC has urged the Supreme that the portion of March 11 order may be rectified or modified and the documents, data or information submitted by it before the court in sealed covers may be returned to it to enable the poll panel to comply with the court’s directions.

The application said pursuant to the directions passed by the Supreme Court in its April 12, 2019 and November 2 last year orders, the EC had produced information/data so sought, both in a sealed cover (containing 106 sealed envelopes) and in sealed boxes (containing 309 and 214 sealed envelopes respectively).

On April 12, 2019, the Supreme Court had issued an interim order directing that the information of donations received and donations which will be received must be submitted by political parties to the EC in a sealed cover.

A five-judge Constitution bench headed by Chief Justice D Y Chandrachud is scheduled to hear the EC’s application on Friday.

In its March 11 order, the top court dismissed SBI’s plea seeking an extension of time and ordered it to disclose the details of electoral bonds to the EC by close of business hours on March 12.

The court had also directed the EC to publish the details shared by the bank on its official website by 5 pm on March 15.

The Election Commission put up on its website the data on electoral bonds on Thursday, a day before the deadline.
