Assembly Election Results 2023: The BJP is leading on 28 seats in Tripura.

The BJP has scored a perfect three in the latest round of polls in three northeastern states. Tripura and Nagaland under its belt with the help of allies, the party is making efforts to form government in Meghalaya with Conrad Sangma.

Here’s your 10-point cheatsheet to this big story

  1. Meghalaya was heading for a hung house when Conrad Sangma dialled the BJP’s chief strategist Amit Shah for a renewal of their alliance. The state’s ruling allies had decided to contest solo ahead of the election, following a rift over corruption allegations against the NPP.

  2. Mr Sangma’s National People’s Party was the single largest party with 26 seats while the BJP won two in the 60-member assembly. The United Democratic Party, which was NPP’s ally, emerged as the second-largest party, winning 11 seats – up from six in 2018. New entrant Trinamool Congress and the Congress won five seats each.

  3. In Tripura, the BJP won 32 seats and its ally, the Indigenous People’s Front of Tripura or IPFT, one, cruising past the half-way mark of 30 to retain power. The victory, though, was well short of the “tsunami” predicted by Chief Minister Manik Saha and below the BJP’s 2018 score of 36.

  4. The big headline was erstwhile royal Pradyot Manikya Debburma’s Tipra Motha, which won 13 seats on its debut election and emerged as the second largest party in the state. The rise of tribal-backed Tipra Motha appeared to be at the cost of the BJP local partner IPFT, whose numbers slid from eight to one.

  5. In Nagaland, the BJP retained 12 seats, its ally Nationalist Democratic Progressive Party or NDPP won 25 to gain a second term with a huge mandate. The alliance had won 30 seats in the last election. The state also had its first women MLAs since Independence, with the victory of both women candidates of the NDPP.  

  6. In his congratulatory message to the three states, Prime Minister Narendra Modi said the results show the people’s “strong faith in democracy and democratic institutions in the country”. “The way the northeast poll results have been extensively highlighted shows the region is neither distant from Dilli nor dil (heart),” the Prime Minister added.  

  7. This second mandate for the BJP in Tripura was a crushing defeat for the CPM, which ruled the state for 35 years. Ahead of the election, the party had tied up with Congress in what was seen as a last-ditch attempt to shore up its numbers.  

  8. But the Congress could only add three seats to their tally of 14.  In Meghalaya, the Congress won just five of the 60 seats it contested and failed to open its account in Nagaland, where it fielded candidates in 23 of 60 seats.  

  9. New Congress chief Mallikarjun Kharge brushed off the party’s electoral performance in the northeast, saying they were “small states” that go with “Central government trend”.  

  10. It invited a swift rebuttal from PM Modi, who said the comment “is an insult to the mandate and the people of the northeast states”. “Today’s results have exposed Congress’s thinking about the northeast,” he said.

Shiv Sena leader Eknath Shinde could not have been sworn in as the chief minister of Maharashtra if the assembly speaker was not restrained from deciding the disqualification petitions pending against 39 MLAs, the Supreme Court on Wednesday said.

The Shinde faction told the court that even if 39 MLAs would have been disqualified from the assembly, Maha Vikas Aghadi (MVA) government would have fallen because it had lost majority and the then chief minister Uddhav Thackeray had resigned before the floor test.

The Thackeray faction had earlier told the court that the formation of a new government in Maharashtra under Shinde was the “direct and inevitable result” of two orders of the Supreme Court dated June 27, 2022 (restraining the speaker from deciding the pending disqualification petitions) and June 29, 2022 (allowing the trust vote to be held) and had “disturbed the co-equal and mutual balance” between judicial and legislative organs of the State.

A five-judge constitution bench headed by Chief Justice DY Chandrachud told senior advocate Neeraj Kishan Kaul, appearing for Shinde bloc, “They (Uddhav faction) are right to this extent that Eknath Shinde was sworn in as chief minister by the governor and was able to prove his majority because the speaker was not able to proceed with the disqualification proceedings against him and other MLAs.” Mr Kaul said that just after June 29, 2022, Mr Thackeray had resigned because he knew that he did not have a majority and in the floor test held on July 4, last year, his coalition had got only 99 votes as 13 of MVA legislators had abstained from voting.

On July 4, last year, Mr Shinde had won the crucial floor test in the state assembly with the support of BJP and independents. In the 288-member House, 164 MLAs had voted for the motion of confidence, while 99 voted against it.

Mr Kaul said, “They (Thackeray faction) knew that they did not have a majority and even his 13 MLAs, who were earlier supporting them had abstained from voting in floor test. Shinde and other MLAs could not have been disqualified as the 2016 Nabam Rebia verdict of the top court would have come into play, which said that the Speaker could not decide on the disqualification petitions, if a motion for his removal was pending. Until he is disqualified, he continues to be the member of the house.”

The bench after perusing a chart of voting in floor test given by Mr Kaul said that even if the court assumed that 2016 Nabam Rebia verdict did not exist, the speaker would have proceeded to disqualify those MLAs but yes, even if they had been disqualified, even then the government would have fallen.

Mr Kaul said, “Exactly. The chief minister had resigned before the floor test and the combination which came forward before the governor was asked by him to prove his majority on the floor of the house. I say, what is wrong in it? What else could he (governor) have done.” At the outset, Mr Kaul submitted that Shinde faction was never against Thackeray but was against the party continuing in the MVA and even their resolution dated June 21, 2022 said that there was widespread discontent among cadres.

“Our case was never that we were against the then chief minister but we were against the MVA coalition. Shiv Sena had a pre-poll alliance with BJP and after the election, we formed a government with the help of the NCP and Congress, against whom we contested the election. We said in our resolution that there was widespread discontent among party workers,” he said.

He submitted that the Uddhav faction has tried to confuse powers of three constitutional authorities – Governor, Speaker and the Election Commission – and now want that everything should be set aside including July 4, last year floor test. “Legislative party is an integral part of the original political party. We have raised our voice in the party. The very act of filing disqualification petitions with the speaker by them (Uddhav faction) was to stifle dissent. Internal dissent within the party does not qualify for disqualification under the tenth schedule,” Mr Kaul submitted.

The hearing remained inconclusive and would continue on Thursday.

On Tuesday, the court had asked the Shinde-led faction if its move to go against the Shiv Sena party’s wish to continue with the coalition in the MVA amounted to indiscipline leading to disqualification.

Defending its stand, the Shinde faction said the legislative party is an integral part of the original political party and informed that there were two whips appointed by the party in June last year and it went with the one that said it did not want to continue in the coalition.

On February 23, the Uddhav faction told the court that the formation of a new government in Maharashtra under Mr Shinde was the “direct and inevitable result” of two orders of the court that “disturbed the co-equal and mutual balance” between judicial and legislative organs of the State.

A political crisis had erupted in Maharashtra after an open revolt in the Sena and, on June 29, 2022, the court refused to stay the Maharashtra governor’s direction to the 31-month-old MVA government to take a floor test in the assembly to prove its majority.

On August 23, 2022, a three-judge bench of the top court headed by then chief justice N V Ramana had formulated several questions of law and referred to the five-judge bench petitions filed by the two Sena factions which raised several constitutional questions related to defection, merger and disqualification.

New Delhi:

The 18 portfolios of the Delhi government handled by Manish Sisodia will be divided among two ministers of the Delhi government for now, sources have told NDTV. Kailash Gahlot and Raaj Kumar Anand will each be in charge of two signature portfolios of Mr Sisodia, sources said.

Mr Anand will be looking after the showcase departments of Education and Health, which the Aam Aadmi Party considers its crown jewels.

Kailash Gehlot, one of the senior members of Arvind Kejriwal’s cabinet, will be in charge of the vital power and water departments. AAP’s delivery on its promise of free power and water in Delhi is seen as a key aspect of its sweeping victory in Punjab.

He will also oversee finance, the most crucial department ahead of the Delhi budget due in March.

Mr Sisodia, arrested in connection with the alleged liquor scam in Delhi, stepped down as a minister today. So did another Delhi minister, Satyendar Jain, who has been in jail for around eight months.

Before quitting, Mr Sisodia was handling 18 of Delhi’s 33 ministries, including health, which was the responsibility of Satyendar Jain till his arrest.

Party sources said there will be no addition to the cabinet till the Delhi budget is presented next month.

Sources say Mr Gahlot will take over eight portfolios that also include Home, Urban Development, Planning, Public works Department, Irrigation and Flood Control. Mr Anand’s share includes Land and Building, Vigilance, Services, Tourism, Art Culture and Language, Labour, Employment and Industries.

The AAP government had started out with seven ministers, and now has only five. Mr Kejriwal, the face of the party and the government, has not handled any department so far.

There is speculation that the crunch might tie him up with governance in Delhi ahead of a string of state elections this year and the general elections the next.

AAP, which got the national party status with last year’s Gujarat elections, was planning to contest in Chhattisgarh, Karnataka, Rajasthan and Madhya Pradesh.

Mr Sisodia faces corruption allegations in connection with a new liquor sale policy in 2021. The CBI contends that liquor companies were involved in framing of the policy, for which kickbacks to the tune of Rs 30 crore were paid by a liquor lobby it dubbed the “South Group”.

The policy would have led to a 12 per cent profit for them, of which 6 per cent was routed to public servants through middlemen, the agency claimed.

Technology will help India achieve the target of becoming a developed nation by 2047, Prime Minister Narendra Modi said on Tuesday, as he outlined the massive and modern digital infrastructure being created to ensure that benefits of digital revolution reach all citizens.

Addressing a post-Budget webinar on ‘Unleashing the Potential: Ease of Living Using Technology’, Modi said the government wants to reduce the cost of compliance of small businesses, and asked the industry to formulate a list of compliances that can be pruned.

“We want to reduce the compliance cost of small businesses. Can you (industry) formulate a list of unnecessary compliances that can be pruned. We have finished 40,000 compliances,” Modi said.

India is creating a modern digital infrastructure, and ensuring that benefits of digital revolution reach everyone, he noted.

Technology is being used to make tax system faceless to address problems faced by taxpayers.

“We used technology to make the tax system faceless, and to address problems faced by taxpayers,” he said adding technology is being leveraged to usher in a qualitative difference in the lives of Indian citizens.

He said technologies like 5G and AI (Artificial Intelligence) are leading conversations now and poised to transform areas like medicine, education, agriculture, and many other sectors.

The prime minister exhorted stakeholders to identify 10 problem areas facing the common man which can be solved using AI.

Technology formed the base of One Nation One Ration, he said adding that JAM (Jan Dhan Yojana, Aadhaar and Mobile number) trinity helped in giving benefits to the poor.

He said 21st century is technology-driven, and one can’t restrict it to just digital, internet technology.

Prime Minister Narendra Modi, in Karnataka ahead of assembly elections, accused the Gandhis of insulting one of the state’s tallest leaders, Mallikarjun Kharge, who currently heads the Congress. “I want to remind people how the Congress hates Karnataka… insulting the state’s leaders is part of its old culture,” PM Modi said in Belagavi, where he released the 13th instalment of over Rs 16,000 crore for farmers.

Assembly elections are due in Karnataka by May.

For the Congress, Mr Kharge is just a figurehead — “for name’s sake” — the Prime Minister said, asserting that “everyone knows who holds the remote control”.

Claiming that the “Congress leadership belonging to one family insulted party chief Kharge during its Raipur plenary”, PM Modi said, “Mallikarjun Kharge has served the public in whatever way possible… I was disheartened to see how the most senior leader, the president of Congress, has been disrespected by them… The world knows who has the remote control”.

The Congress recently held its plenary session in Raipur under the leadership of Mr Kharge. But the session was not considered as big a success as it should have been, with the proposal to elect members of the Working Committee — the Congress’s highest decision-making body — being turned down by the party.

There were reports that Rahul Gandhi was not in favour of elections and the party’s steering committee authorised Mr Kharge to nominate members to the Working Committee.

Critics said for Mr Kharge, it would have been a big step to uphold the democratic credentials of the party. Instead, he was over-ruled by the Gandhis, who were still calling the shots, critics said.

Mr Kharge was elected to the party’s top post last year — the first non-Gandhi to lead the Congress in more than two decades. His election, though backed by the Gandhis — had set off expectation that the practice of electing leaders to internal bodies will percolate to the lower levels as well.
